Drainage Report - VMC Phase II Garage 1 STORM DRAINAGE ANALYSIS & CALCULATIONS PROJECT: Valley Medical Center Phase II Parking Garage Renton, Washington 98055 DATE: June 19, 1990 i June 29, 1990 Revised Sept. 6, 1990 Revised GENERAL INTRODUCTION The project site is located adjacent to the existing 4 level Phase I Parking Garage near the north property line of Valley Medical Center, and west of the Chin Hills Medical Office Building. The Phase II design proposes to add 2 more levels to the existing parking structure and an adjacent new 6 level parking garage. The existing on -grade parking, which is located to the east of the new garage, will be improved. Post -developed conditions are based on the Phase I and II construction completed. The pre -developed condition is based on a topographic survey of the site by Townsend -Chastain & Associates, Inc. (their job no. 86043, Survey dated 6 June 1986). The site presently has approximately 50 percent asphalt parking, while the remainder is made up of mowed field grasses and landscaping. The existing grade is approximately 10 percent sloping evenly to the west. The Phase II garage addition has been designed to have 1.5 levels situated below grade to allow the structure to conform to the existing topography. For purposes of this report, we visited the site on Wednesday June 6, 1990, a day with an unusually high rainfall. This permitted us to observe the existing drainage features at near maximum capacity. HYDROLOGY & HYDRAULIC CALCULATIONS Presently the site has two (2) separate storm systems; one is a collection & conveyance system for the existing east parking area adjacent to the existing Phase I Parking Garage, and the other is the existing Phase I Parking Garage storm system, which routes runoff through an existing 48 inch diameter underground detention pipe & FROP-T control outlet. Both storm systems discharge at a common point. The present detention tank and control system was designed in 1987 to accommodate both Phase I and II Garage developments. The pre -developed and post -developed 2-, 10-, 25-, and 100-year peak rates of runoff were calculated for this project using the SCS runoff characteristics and the King County HYD program as outlined in the new King County Surface Water Design Manual, January 1990; as published by the Surface Water Management Division of the Department of Public Works, King County, Washington. The computer input calculations and Drainage Report - VMC Phase II Garage 2 hydrograph and level -pool -routing output data are attached to this report. It was found through the hydrologic calculations that the "net" post -developed peak runoff rates for the entire site (both garage & site storm systems) is actually less for the 2- and 10-year storm frequencies. This is due in part to a longer time of concentration (Tc) for the new storm system, and diversion of some existing paved area runoff by the new Phase II garage. The 25- and 100-year storm frequency "net" developed runoff, produces neglible increases over the existing 25- and 100-year storm flows. The downstream conditions appear very capable of handling the slight flow increases. Since underground storm detention for both the existing Phase I garage and the proposed Phase II garage was designed, approved and constructed to accommodate both the Phase I & II storm flows, we found it necessary to re -design the outlet condition of the existing FROP-T control standpipe in order to improve the systems performance. We are proposing to remove the existing upper orifice and resizing the lower orifice to 2-11/16" diameter to allow the 10-year, 24 hour developed storm to pass through without over -topping. The new larger single orifice will allow slightly higher discharges at lower head, without exceeding the existing 2-year, 24 hour peak runoff rate. It should be noted that the 2-, 10-, 25-, and 100-year design storm frequencies were not greater than 0.5 CFS higher than their respective existing pre -developed runoff rates (see attached calculations). Therefore, no on -site storm water peak rate runoff control is required per "Core Requirement #3; Runoff Control (section 1.2.3)," of the referenced design manual. The proposed east surface parking lot storm drainage system has been designed in accordance with the principals set forth in chapter 4 of the referenced design manual. See attached worksheet for pipe velocities and capacities. The following is an account of the existing drainage conditions and proposed drainage improvements, for the on -site and downstream drainage courses. ON -SITE DRAINAGE ANALYSIS Existing Features: Presently the on -site drainage consists of mostly overland runoff which is tributary to an existing storm drainage system (see GRADING & DRAINAGE PLAN; Sheet 2 of 56). The existing storm drainage system has a 30" diameter storm collector pipe which runs along the north side of the hospital access road (which fronts the proposed parking garage) and discharges into an existing rock reinforced, 'highly vegetated' grassy swale near the northwest corner of the hospital property. A separate detention system is in place beneath the west surface parking lot of the Phase I Parking Garage. The City of Renton as -built records indicate 167 LF of 48" diameter underground storm detention pipe, which discharges into the same swale as the existing 30" diameter collector pipe. This detention structure was designed, approved and constructed for storm flows from both the Phase I and Phase II Parking garages (refer to approved Drainage Calculations for Valley Medical Hospital Parking Garage Facility, dated January 1988). Drainage Report - VMC Phase II Garage 3 The control manhole has two (2) orifices (FROP-T) which permit a discharge of 0.29 CFS at maximum head (as -built). Upon our field visit, the existing detention system appeared to be functioning as designed. The existing drainage swale, downstream of the storm drainage facilities, meanders through a heavily vegetated area and discharges into Panther Creek near the northwest corner of the hospital property line. The storm flow through the existing grassy swale is small when compared to the existing streamflow through Panther Creek. Proposed Facilities: The proposed storm drainage facilities for the Phase II Parking Garage consist of three (3) independent collection and conveyance systems. They are as follows: 1.) Surface Parking: As shown on the Storm Drainage Plan, surface parking storm water will be directed through a series of inlets and catch basins, and routed through a salvaged and relocated 750 gallon oil/water separator prior to being released into the exiting 30" diameter storm collector pipe. The improved surface parking area to the east of the new Phase II Parking Garage encompasses approximately 4,680 SF of added impervious asphalt. See attached 'Hydraulic Calculation Worksheet' for pipe sizing and storm system design. 2.) Garage Roofs: The storm water runoff from the Phase I & II Parking Garage roofs will be routed through a series of 6" diameter galvanized cast iron (schedule 40) pipes within the garage, and discharged into the existing underground detention system in the west surface parking lot adjacent to the Phase I Parking Garage (see mechanical plans). Storm flows will then travel through the existing FROP-T standpipe w/redesigned single orifice and a new 750 gallon oil/water separator prior to discharge into the existing grassy swale. 3.) Covered Floors: All new covered floor drains will be collected and routed through a 2,690 gallon oil/water separator prior to discharge into the sanitary sewer (see mechanical and civil plans). All of the storm conveyance systems have been designed to pass the storm runoff through independent oil/water separators to enhance storm discharge water quality. DOWNSTREAM ANALYSIS Existing Features: The existing storm drainage grassy swale meanders through the hospital property through a heavily vegetated area with an abundance of underbrush. During our field visit, the grassy swale channel was capably handling the increased hydraulic flow due to the heavy rainfall. No appreciable erosion was visible. The swale itself is heavily vegetated with various grasses and aquatic plants. The Drainage Report - VMC Phase II Garage 4 existing grassy drainage swale is well over 200 feet in length prior to its discharge into Panther Creek. Panther Creek flows northwest to north, and flows into the Black River which is a tributary to the Duwamish River and ultimately discharges into Puget Sound. Proposed Facilities: None are proposed. CONCLUSION The downstream water courses will be minimally impacted by the proposed project. Runoff volume increases are alleviated by the storage/controlled release of the existing underground storm detention facility. Prior to construction, staked limits of the proposed clearing and grading limits be installed, as well as erosion control measures, to ensure that downstream water quality is maintained during construction. The use of a FROP-T outlet,oil/water separators, and the existing grassy swale as a biofilter, have been incorporated into the design to further ensure that appropriate runoff water quantities, and quality will be maintained throughout the project life. The project's storm drainage system has been designed in accordance with the guidelines and requirements of the City of Renton. Drainage Report - VMC Phase II Garage 5 1 HYDROLOGIC RUNOFF SUMMARY (REVISED) The drainage analysis has been recalculated per Chapers 3 and 4 in the King County Surface Water Design Manual. The SCS methodolgy has been used per request of the City of Renton. The calculations show that the present detention system, built in 1988 to accommodate Phase I and II garage developments, will meet the present core requirement #3 stated in the design manual, in which post development peak runoff Qz and Qlo are less than the pre -development rates. Post Qioo exceeds pre Qioo by .32 QFS. Since the increase is less than 0.5 CFS, the increase is considered "neglible, see Page 1.2.3-5 of the manual.
