The apparent low bid for the project is $854,171.55 (including sales tax for items requiring sales tax) from KC Equipment, LLC. The Surface Water Utility reviewed the low bid for completeness, inclusion of all required forms, bid bond, acknowledgments of addenda, and mathematical correctness of the bid. There contained no irregularities or mathematical errors in any of the three lowest bidders and the paperwork from the low bidder is in order. Only one higher bidder had an irregularity in the total summed amount that does not affect the order of the bids. The engineer's estimate for the project construction cost was $1,017,246.35. The low bid meets the following conditions for award: 1. The low bid must be within the total project budget; There must be more than one bidder; and 3. The lowest, responsible, responsive bid contains no significant irregularities. There are sufficient funds in the approved Surface Water Utility and Water Utility 2011 Capital Improvements Program budget accounts (427.475470 and 425.455575) to fund construction of the Lake Washington Boulevard North Storm and Water System Improvement project. I think�we both agree that the best option will be to move the two installed catch basins and continue forward with construction. No changes will be made to the fully graded bioswale. The gravel access pad will lose 2.5 feet but the overall design will remain the same. This will be the quickest and easiest way to keep the project moving along and will not require dealing with any easement nightmares. KC Equipment proposes a lump sum price of $5,000 to remove and reinstall CB's 12 & 13. This includes dewatering, removal of four grouted pipe connections, salvage of two catch basins, excavation of new location, resetting of both catch basins, pipe bedding, re -installation of CPEP pipe, extension of existing pipe concrete and culvert pipe, four new grouted connections, backfill of trenches, and regrading of disturbed bioswale slope. Cost includes all materials, fuel, crew, office support, and heavy equipment. Gravel backfill to be paid per bid price as there is no easy way to separate it for the change order. Evan Walhstrom at Informed Land Survey will bill at standard hour rates for services provided to quickly solve the problem and allow construction to continue with minimal delay.
