Accommodations for people with disabilities provided on request. ms CITY OF SEATTLE,- WATER DEPARTMENT B.M. 371-414, NE 05-21-23 CONSENT IS HEREBY GIVEN to the CITY OF RENTON (hereinafter called "Renton") to cross Seattle Water Department's (hereinafter called SWD) 36-inch East Side Supply Line (ESSL) with a 16-inch Class 52 ductile iron pipe water line, and, acting as King County's agent, to construct one 12-inch and one 16-inch Class 52 ductile iron pipe sanitary sewer line. Said water line will cross perpendicular to SWD's 36-inch ESSL approximately 27 feet southwesterly of the southwesterly margin of Maple Valley Highway (SR 169) and said sewer lines will cross perpendicular to SWD's 36-inch ESSL approximately 20 feet southwesterly of the southwest margin of Maple Valley Highway (SR 169), all as shown on Cedar River Utility Crossing Plans, May 1996, WTR27=2222. Also, permission is granted to Renton for construction access to the bank of Cedar River over existing roadways on SWD's fee -owned property as shown on Renton/KCWPCD Cedar River Utility Crossing, May 1996, plan sheet 4 marked "Exhibit A" attached, and for access to operate and maintain the river diversion channel shown on sheet 8 of said plans until July 31, 2000. Renton is further granted access along said existing roadways to operate and maintain the 16-inch water line. Upon completion of construction, King County shall operate and maintain said sanitary lines under the terms of Utility Crossing Consent #U96-009. 1. To the fullest extent permitted by law, Renton agrees that SWD shall not be responsible for any injury, loss or damage of any kind or description which may accrue to or be sustained by any person, firm, corporation or other entity by reason of Renton's sole negligence or to the extent of the Renton's concurrent negligence in the construction of said water and sewer lines, or maintenance, operation, or use of said water line, or the use and occupancy of the property referenced above by Renton, its successors or assigns. In the event any suit or action be brought against SWD by reason thereof, Renton, its successors or assigns shall indemnify and save the City' of Seattle harmless therefrom, and shall upon notice to it of the commencement thereof, defend . such suit or action at its sole cost and expense and will fully satisfy the final judgment rendered in any such suit or action except for that portion, if any, of such injury, loss or damage that results in such judgment, which is attributable to and proximately results from negligence of the City of Seattle, its agents, employees or officers. 2. SWD shall be notified (255-2242) two days before work is begun. 3. Renton's crossing of SWD's ESSL shall in no way interfere with the present or future use, operation, maintenance, or reconstruction of said ESSL for any purpose. A minimum vertical clearance of twelve inches shall be maintained between said water line and the City's existing 36- inch ESSL, and said sewer lines shall be constructed with a minimum vertical clearance of eighteen inches from the City's existing 36-inch ESSL. Work to be prosecuted with diligence, and with due respect to all property, contracts, persons, rights and the interests and convenience of the public. Renton agrees to restore the premises to the condition found, or better. 4. Renton agrees to pay to SWD the reasonable cost of repair of any of SWD's facilities damaged by the installation of said water and sewer lines, or the operation or maintenance of Renton's water line. 5. Renton agrees that the City of Seattle shall not be liable for.any damage to said water line by reason of any construction, alteration or improvement by SWD, its agents or representatives, except where such damage is caused by the sole or comparative negligence of the City of Seattle, its agents or employees. 6. Renton shall notify SWD prior to installing cathodic protection to facilities approved by this Consent Agreement. Renton will provide, at its own expense, appropriate corrosion control measures to protect SWD's facilities from stray electrical current caused by Renton's facilities. SWD will notify Renton of any future cathodic protection facilities installed by SWD, and Renton shall be responsible for installing and maintaining stray current mitigation measures to its facilities. Renton shall join with SWD in cooperative testing for stray current interference. SWD shall not be responsible for any corrosive damage to Renton's facilities caused by the. SWD's existing or future cathodic protection installations, except where such damage is caused by the sole or comparative negligence of the City of Seattle, its agents or employees. 7. This Agreement is revocable upon 180 days notice by the Superintendent of Water. It is understood that this Agreement would be revoked only if SWD's fee -owned property lying south of Cedar River were required for SWD's use. 8. This Agreement is not transferable. 9. One copy of this Agreement must be on -site during installation by Renton or Renton's agent. All work shall be completed by July 31, 1997, and as -built plans shall be provided to SWD by December 31, 1997. 10. This Agreement is invalid unless executed in acceptance by Renton and approved by SWD. ...... ....... ....... .. .. . . 11. Payment of application fee: $500,00 to cover costs of administration, inspection, etc. If costs to the City of Seattle in conjunction with this Utility Crossing Consent exceed the application fee, Renton agrees, upon being billed, to pay such reasonable costs. 12. Renton shall submit any reconstruction plans to SWD for review. SUBJECT ALSO TO THE FOLLOWING SPECIAL CONDITIONS: 1 . Heavy equipment and materials shall not be stored on the ESSL. 2. Excavation for the river diversion shall not expose the ESSL or its casing. Three feet of cover shall be maintained over the ESSL where the diversion passes over this pipeline. Contractor must provide a submittal for SWD review and comment on this work. 3. As noted in the contract plans, all vehicles will be restricted to a 10,000 lb. per axle load limit within 10 feet of the ESSL centerline and an armored crossing will be required for construction equipment traffic crossing the ESSL. The contractor must provide SWD with a submittal for review and comment for crossing protection, equipment to be used, and how the equipment will be used within the ESSL right of way. 4. Paving shall extend to the toe of the hill. Provide SWD with a submittal for review and comment on roadway surfacing plan and allow two weeks for review and comment. 5. Any excavations in the ESSL will require shoring and support plans. In cases where the depth and size of the trench excavation is within 5 feet of the ESSL or greater than 5 feet in depth, a plan will be required for SWD review. Parallel trenches or perpendicular crossings under the ESSL will also require settlement monitoring and vibration monitoring, depending upon the construction activities and proximity to the ESSL. SWD reserves the right for further restrictions if construction activities threaten to cause settlement of the ESSL. 6. The gate shown on plan sheet C17 of plans, as referenced in paragraph 1 of this Consent, shall be made to accommodate a chain and 6 padlocks. Arrangements to hang a padlock must made with SWD Operations, 255-2242. The gate shall be kept securely padlocked when not in actual use. A guard rail shall be constructed instead of bollards, as shown on said page C 17 of contract plans, as referenced in paragraph 1 of this Consent. 7. There shall be no anchors for the inflatable dams within 10 feet of the edge of the pipeline or casing to the ESSL. The installation of the inflatable dam and any anchors shall require a submittal for SWD's review. The submittal shall require the seal of a registered professional engineer in Washington. 8. No equipment for construction, excavation, restoration, etc. shall be placed within 10 feet of the ESSL in performing these tasks so as not to load or disturb the pipeline. 9. SWD will determine the depth of cover over the ESSL at the top of the hill. If other locations are needed, please notify SWD. 10. SWD will have its construction inspector on site to monitor activities for the diversion and pipe crossings. Also, SWD's inspector will make periodic site visits when construction activities are not affecting the ESSL for compliance with right-of-way permit requirements. 11 . Prior to construction requiring use of the right-of-way, notify SWD 2 weeks in advance. Contact Joe Mickelson at 255-2242 and Wes Edens at 684-5933. 12. The City of Renton is acting as King County's agent in performing the installation of said wastewater lines under Renton's Utility Crossing Consent #U96-004. King County shall also have the right of ingress and egress for -maintenance of said wastewater lines over SPU's existing private road within SPU's fee -owned 66-foot wide ESSL right of way as shown on Renton/KCWPCD Cedar River Utility Crossing, May 1996, plan sheet 4 marked "Exhibit A", attached. King County shall also have the right of ingress and egress for maintenance over said private road for access to operate and maintain the river diversion channel, shown on sheet 8 of said plans, until July 31, 2000. This date may be extended by prior written approval from the Director of Seattle Public Utilities. SUBJECT to City of Seattle ordinances and regulations and to the following terms and stipulations: 1 . Permittee hereby agrees to save harmless and defend the City from all claims and liability due to the negligent acts, errors, or omissions of the Permittee, its agents, invitees, and employees in its use of the premises authorized in this Permit. Each party shall be responsible proportionately for the particular party's negligent acts, errors, or omissions and claims and liability. arising therefrom, all of which is governed by R.C.W. 4.24.115. Each party shall bear its own defense costs, including attorney's fees, statutory and other costs for defending a claim. The indemnification provided for in this section with respect to any acts or omissions during the term of this Permit shall survive any termination or expiration of this Permit. 2. SPU and King county shall cooperate in monitoring the construction of said waalewa_ter lines by the City of Renton. 3. Said sewer lines cross over the ESSL approximately 20 feet southwesterly of the southwesterly margin of Maple Valley Highway (SR 169) as shown on Cedar River Utility Crossing, May 1996, WTR27-2222. The City of Renton acted as King County's agent in performing the installation of said sewer lines under Renton's Utility Crossing Consent #U96-004. SUBJECT TO the following stipulations: 1 . SPU shall be notified (255-2242) at least 48 hours prior to installation, maintenance, or reconstruction of said wastewater pipelines. . 2. Consentee's use of the right of way shall in no way interfere with the operation, maintenance, or reconstruction of the City's existing pipeline facility. A minimum vertical clearance of twelve inches shall be maintained between said wastewater pipelines and City's existing pipeline facility. 3. The trench excavation for said wastewater pipelines should be restrained to a maximum width of three feet in the immediate vicinity of the City's existing pipeline to protect the existing pipe bedding. Backfill for the trench in this vicinity should be of a suitable material that is firmly compacted to approximately 95 percent compaction. 4. Consentee agrees to pay to the.City the cost of repair of any of the City's facilities damaged by the installation, operation or maintenance of said wastewater pipelines. Consentee agrees to restore the premises to the condition found, or better. 5. Consentee hereby agrees to save harmless and defend the City from all claims and liability due to the negligent acts, errors, or omissions of the Permittee, its agents, invitees, and employees in its use of the premises authorized in this Consent Agreement. Each party shall be responsible proportionately for the particular party's negligent acts, errors, or omissions and claims and liability arising therefrom, all of which is governed by R.C.W. 4.24.115. Each party shall bear its own . defense costs, including attorney's fees, statutory and other costs for defending a claim. (863-5200) has contacted and has. met with the inspector from SWD who was working in.place of Joe Mickelson prior to bringing the construction equipment across the SWD pipeline and down to the south bank of the river. RCI has also submitted the requested information for the axle load of their equipment to, our consultant engineer RH2 Engineering. A copy of the submittals is enclosed. The load of the equipment are within the limits allowed by the permit from SWD. I apologized for not having forwarded this information to you earlier for your review'and approval. Currently, some of the equipment are within the asphalt trail south of Maple Valley Highway,. away from the SWD pipeline. There are also other equipment working within the river bed, away from the SWD pipeline. I have advised RCI not to park any heavy equipment over the SWD pipeline. Condition no. 1: Use of heavy equipment The contractor did not store any heavy equipment or material on the ESSL. The equipment (front end loader and medium size backhoe) were using the east side of the road, about 25 feet west of the ESSL pipeline, for minimal periods of time. No equipment was parked over or within 10 feet of the ESSL pipeline. Condition No. 2: Minimum ground cover over ESSL The contractor did not expose the ESSL during the excavation of the diversion channel. The contractor potholed and found the existing Metro's sewer line and the channel was constructed easterly of and away from the sewer line. The ESSL line is located west of the sewer line, therefore it wasnot impacted during the excavation of the channel. The existing cover -of the ESSL was not disturbed during the excavation of the channel. Condition no. 3: Restriction on equipment load The contractor has submitted the equipment axle load for all the equipment used. The submittals of the loading calculations were faxed to you on 8/8/96. The load limits of the equipment (excavator: 664 lb./sq.-ft; front-end loader: 4,521 lb./sq.-ft) were less than the.allowable load limit of 10,000 lb/sq-ft. on the permit. The contractor did install steel plates over the ESSL to provide, extra protection prior to crossing over the pipeline with the two pieces of equipment. Condition no. 4: Paving of access road to toe of hill This condition was imposed due to the potential impact to the ESSL from the use of heavy equipment over the pipeline. The contractor has chosen to access the in -river work from the north side of the river, through Maple Valley Highway; and did not use the SWD access road for trucks and other equipment. We are requesting that Seattle Water delete the requirement for paving the access road. In addition, the proposed paving will trigger the requirements of a biofiltration and detention system to handle the runoff from the new pavement, as required by the King County Surface Water Management codes. Condition no. 5: Excavation near ESSL line The excavation for the new pipelines in the river were at least 50 feet away from the ESSL line. The crossing of the new utility lines over the ESSL within the Cedar River trail has not been done yet. The H\590zone\96-052AG 200 Mill Avenue South - Renton, Washington 98055 new utility lines will be at least 5 feet over the ESSL lines. There is no proposed crossing under the ESSL line. Condition no. 6: Installation of new gates The new gate will be installed by the City per the approved plans. We will also coordinate with Sandy Gray of SWD regarding the replacement of a missing gate on Royal Hills Drive. This gate will be provided by Seattle Water and will be installed by our contractor. Condition no. 7: Placement of anchors for inflatable dams The inflatable dams did not have any anchors into the river bed. The dams were deployed about 20 feet away from the ESSL line and are held 'in, place by the weight of water inside the bladders. Condition no. 8: Equipment near ESSL pipeline No construction equipment was placed within 10 feet over the ESSL. Condition no. 9: Depth of cover of ESSL line at top of hill No excavation has been done at the top of the hill at the present time. We will coordinate with SWD prior to doing excavation in this area. Condition no. 10: Inspection by SWD Our contractor has contacted SWD's inspectors prior to using the access road. I have also notified SWD's staff regarding the construction activities, and I will continue to inform you on the progress of the project. Construction no. 11 ` Notification to Seattle Water. Due to our very short construction window, I was not able to provide you with the two -week advance notice. Our contractor did contact and had received approval from SWD's inspector prior to using the access road. Steel plates were used to provide additional protection when the two pieces of equipment were crossing over the ESSL line, for a very short period of time. Condition no. 12: Submittal review time. Again, I would like to apologize to you for not being able to provide you with the two -week advance notice for review of submittals due to our very limited construction window. However, all submittals have been reviewed by our consultant engineers for compliance to the contract specifications and to the conditions of the permit requirements. from Seattle Water. Due to our very short construction window, our contractor Bob Pranger of Robison Construction Inc. (863-5200) has contacted and has met with the inspector from SWD who was working in place of Joe Mickelson prior to bringing the construction equipment across the SWD pipeline and down to the south bank of the river. RCI has also submitted the requested information for the axle load of their equipment to our consultant engineer RH2 Engineering. A copy of the submittals is enclosed. The load of the equipment are within the limits allowed by the permit from SWD. I apologized for not having forwarded this information to you earlier for your review and approval. Currently, some of the equipment are within the asphalt trail south of Maple Valley Highway, away from the SWD pipeline. There are also other equipment working within the river bed, away from the SWD pipeline. I have advised RCI not to park any heavy equipment over the SWD pipeline. The rubber dams placed within the river bed are not located on top of the SWD pipeline and they are not held by anchor into the river bed. Heavy equipment and materials shall not be stored on the ESSL since there is space allocated south of the ESSL ROW near the Cedar River in the plans. 2. Excavation for the river diversion shall not expose the ESSL or it's casing_ Maintain 3-feet of cover over the ESSL where the diversion passes over this pipeline. Contractor must provide a submittal for SWD reviewlcomment on this work. (What safety mechanisms will be in place to maintain the integrity of the diversion.) 3. As noted in the contract plans, all vehicles will be restricted to a 10,000 lb. per axle load limit within 10 feet of the ESSL centerilne and an armored crossing will be required for construction equipment/traffic crossing the ESSL (such as steel plating, bridging structure, etc.). The contractor must provide SWD with a submittal for review/comment. 4_ Extend paving to the toe of the hill since construction equipment will extend to the river's edge. Provide SWD with a submittal for review and comment on roadway surfacing. S. Any excavations in the ESSL ROW will require shoring and support plans. In cases where the depth and size of the trench/excavation is within 5 feet of the ESSL or greater than 5 feet in depth, a plan will be required for SWD review. Parallel trenches or perpendicular crossings under the ESSL will also require settlement monitoring and depending on the construction activities and proximity to the ESSL, vibration monitoring-SWD reserves the right for further restrictions if construction activities threaten to cause settlement to the ESSL. 6. Please relocate the gate to the top of the hi[[ shown on plan sheet C17. 7. There shall be no anchors for the inflatable dams within 10 feet of the edge of the pipeline or casing to the ESSL. The installation of the inflatable dam and any anchors shall require a submittal for SWD's review. The submittal shall require the seal of a registered professional engineer In Washington. 8. No equipment for construction, excavation, restoration, etc. shall be placed within 10-•feet of the ESSL in performing these tasks so as not to load or disturb the pipeline. 9_ SWD will determine the depth of cover over the ESSL at the top of the hill (if other locations are- needed, please notify SWO). 10. SWD will have it's construction inspector on site to monitor activities for the diversion and pipe crossings. Also, SWD's inspector will make periodic site visits when construction activities are not affecting the ESSL for compliance with ROW permit requirements. 11. We will be installing sanitary sewer & water for the City of Renton parallel to the existing transmission line. The lines we are installing will be to the west of Seattle water department's transmission line. Therefore, we are requesting use of existing service line and crossing of existing water line to gain access to construction site. The transmission line will not be crossed parallel to the sanitary sewer line with trucks. All materials will be transported by loader. With the exception of the upper power line area. Two, eight foot, by twenty foot, by one inch steel plates will be placed to distribute a lesser load on thirty six inch transmission line. Eight foot, by twenty foot, by one inch Steel plates will be used when crossing the thirty six inch water main; this will be done periodically. The only time the transmission line will be crossed is when materials are brought in on the upper road; which will also be covered by two steel plates placed elongated, side by side across the water line which will give a bearing surface of sixteen feet by twenty feet. DDJ Const.'s access from the south side of the river will be limited to: a 235 Caterpillar excavator, a 320L Caterpillar excavator, a 950H Caterpillar loader and pick-ups. Please find attached equipment specifications for the above referenced equipment. Calculations show that none of the proposed equipment exceeds the 10,000 pounds per square foot load limit. To protect the SWD 36" water line, steel plates 8 ft x 20 ft x I in. thick, will be placed at locations of equipment crossing. The access road will be regraded at various locations, and base course gravel will be installed per contract specifications. Phase I of the project was completed in September, 1996 which included installation of four casings in the riverbed and construction of a receiving manhole on the North side of the river. Phase II is scheduled for bid in December, 1996 and will include the remainder of the sewer and water line piping, wetlands restoration, and construction of a groundwater fed spawning channel. With regards to permits required for this project, we agreed that the following actions will need to occur: SWD will modify the existing Utility Crossing Consent Agreement issued to the City of Renton to reflect the City's lead responsibility for the construction of the sewer and water lines. Considering that King County is not responsible for construction, a separate agreement for construction with KC is unnecessary. SWD will prepare separate permits to grant King County and the City of Renton access to our respective pipelines for ongoing operation and maintenance. These permits will provide for ingress and egress for the ongoing operation, maintenance, construction, reconstruction and repair of the facilities and appurtenances As we discussed, we will continue to pursue with SWD the amendment of our existing permanent easement adding the new six CLEAN WATER -A SOUND INVESTMENT foot portion of pipe to be installed and attached to our existing 12-inch sewer pipeline within that permanent easement. The City of Renton has informed me that they intend to advertise Phase II of this project in December, 1996. Enclosures H:\590zone196-062AG SEATTLE WATER DEPARTMENT ESSL BLOWOFF #1 EXHIBIT A, SCOPE OF WORK TASK ONE - DESIGN PURPOSE: To design a replacement for an existing Seattle Water Department (SWD) blowoff near the south bank of the Cedar River at the Cascade Siphon. The proposed blowoff will use the same 36" main tap, but will discharge into a new King County Water Pollution Control Division (KCWPCD) manhole that will be constructed as part of the "Cedar River Utility Crossing: Schedule D - Cascade Siphon Replacement". APPROACH: Design Criteria: Attend a meeting with the City of Renton and SWD to establish design criteria. Preliminary plans prepared by the SWD for the Cascade Siphon Replacement Project" will be used as a design basis. Criteria to be established during meeting shall include: • Identifying the extent of the existing blowoff to be reused. • Configuration and appurtenances for the proposed valve chamber. • Confirmation of discharge pipe diameter. • Configuration and appurtenances for the air gap at KCWPCD manhole. Visit the site to verify visible features. Prepare minutes from meeting and forward to the City for verification. Develop Design Plan Base: Using the Cedar River Utility Crossing plans as a starting point, create CAD base plans for the SWD improvements. Information to be reused includes the existing site topography and features, contours, existing utilities, property lines and right of way lines. Blowoff Design: Develop design plans that describe and detail the proposed SWD improvements. Plans to include locating and detailing the valve chamber and the discharge at the KCWPCD manhole, and plan and profile along the discharge pipe. All specifications will be included on the plans. The aforementioned plans prepared by the SWD will be used as a basis for the level of detail. Design Review Meeting. Forward 90% design plans to the City for City and SWD review. Attend a 90% design review meeting with the City and SWD. Incorporate Design Review Comments: Incorporate the City's and SWD's review comments into the design plans. Final Plans: Finalize the design plans and forward six sets of plans (24" x 36") to the City. It is anticipated that SWD will have the blowoff constructed by selecting a contractor from their small works roster. Now that the instream work is complete on the Cedar River, I would like to clear up some remaining issues with construction near the Cedar Eastside Supply Line. On August 12th, we met to discuss the permit requirements for working in SWD right of way. This was subsequently followed up by you with a letter on August 16th. Under condition no. 2, your letter states that the construction will take place easterly of the ESSL. This should have read westerly of the ESSL. During the second phase of the construction please submit a similiar assessment of axle loads in the vicinity of the pipeline and where armouring will be used at critical pipeline crossings. Under condition no. 4, the permit requires Renton to pave the roadway down the hill for slope stabilization. Seattle is willing to consider having the slope regraded and resurfaced with crushed rock. Contact Charlie Madden to review drawings and specifications for the regrade and resurface. Understandably the first phase of the contract was on a very fast schedule to get the work completed during the low flow period in the river, however, SWD should be notified at the earliest opportunity to provide inspection. Heavy equipment and materials shall not be stored on the ESSL since there is space allocated south of the ESSL ROW near the Cedar River in the plans. 2. Excavation for the river diversion shall not expose the ESSL or it's casing. Maintain 3-feet of cover over the ESSL where the diversion passes over this pipeline. Contractor must provide a submittal for SWD review/comment on this work. (What safety mechanisms will be in place to maintain the integrity of the diversion.) ' 3. As noted in the contract plans, all vehicles will be restricted to a 10,000 lb. per axle load limit within 10 feet of the ESSL centerline and an armored crossing will be required for construction equipment/traffic crossing the ESSL (such as steel plating, bridging structure, etc.). The contractor must provide SWD with a submittal for review/comment. 4. Extend paving to the toe of the hill since construction equipment will extend to the river's edge. Provide SWD with a submittal for review and comment on roadway surfacing. 5. Any excavations in the ESSL ROW will require shoring and support plans. In cases where the depth and size of the trench/excavation is within 5 feet of the ESSL or greater than 5 feet in depth, a plan will be required for SWD review. Parallel trenches or perpendicular crossings under the ESSL will also require settlement monitoring and depending on the construction activities and proximity to the ESSL, vibration monitoring-SWD reserves the right for further restrictions if construction activities threaten to cause settlement to the ESSL. 6. Please relocate the gate to the top of the hill shown on plan sheet C17. 7. There shall be no anchors for the inflatable dams within 10 feet of the edge of the pipeline or casing to the ESSL. The installation of the inflatable dam and any anchors shall require a submittal for SWD's review. The submittal shall require the seal of a registered professional engineer in Washington. 8. No equipment for construction, excavation, restoration, etc. shall be placed within 10-feet of the ESSL in performing these tasks so as not to load or disturb the pipeline. 9. SWD will determine the depth of cover over the ESSL at the top of the hill (if other locations are needed, please notify SWD). 10. SWD will have it's construction inspector on site to monitor activities for the diversion and pipe crossings. Also, SWD's inspector will make periodic site visits when construction activities are not affecting the ESSL for compliance with ROW permit requirements. 11. As you know, even though your water main is proposed to be installed in conjunction with the Metro Cascade Syphon Replacement Project, a separate permit to the City of Renton is required for any proposed use of our Right of Way. SWD's general plan review comments and permit conditions are as follows: 1. Clearly label our ESSL Right of Way as "Seattle Water Department ESSL Right of Way". 2. Identify all existing and proposed water facilities by owner e.g. SWD or City of Renton, and show all proposed water facilities by the City of Renton. 3. The permitted width shall be 10 feet rather than the 15 feet shown on your plans. 4. Install 62 feet of steel casing for support of your 16" restrained joint water main at Station 4+ 18.18 (between the two bends where your pipe will cross SWD's future pipeline location ). This casing is required because of the adjacent steep slope , relatively deep excavation adjacent to the pipebridge pier, and to reduce future costs of supporting your water main. 5. SWD Permit conditions will include restrictions against storage of heavy materials or equipment over SWD's ESSL. In addition, any excavations which are below (none are currently proposed) the ESSL will require shoring and support of the ESSL to prevent any ground movement around our pipe. These measures need to be clearly spelled out in your specifications. SWD Permit conditions will include a 10,000 pound per axle load restriction within 10 feet of the ESSL Centerline for all vehicles/equipment crossing the ESSL via the access roadway. This may limit heavy equipment/material loads or require a "bridge" over the ESSL(the contractor should submit a plan for this with SWD approval in addition to Metro's review and approval). 7. SWD agrees to locate the ESSL at the top of the hill (south side) for potholing by Metro to determine the depth of cover prior to any construction equipment crossing the pipeline. Call Sandy Gray -Pipeline Maintenance Crew Chief at 255-2242 for ESSL location at least four days in advance of any vehicular traffic across our ESSL. 8. There is an access problem to SWD's ESSL Right of Way because the gate is missing (near entrance to Royal Hills Apartments). Metro has agreed to replace said gate so that public access is restricted. In addition, at the end of the Royal Hills Cul de Sac there is another point of access to SWD's Right -of -Way and we believe the City of Renton is researching the blocking that point of access by installing a guard rail system, etc. 9. SWD needs to review and comment on your specifications prior to permit issuance. In addition to including the SWD permit in the appendix, the specifications themselves need to make reference to our advance notification needs and key constraints e.g. #5 above. 10.
