We have received your letter of June 7, 1991 regarding the storm water system associated with the SW 19th Street improvements. We would like to respond to several issues you have raised. 1. The City did not "disallow" Vyzis from discharging storm water from the 19th Street SW improvements into the 60-inch storm water interceptor. The City did not permit direct discharge from the catch basins into this interceptor, as shown on the old LID 314 drawings. Such direct discharge would have violated the provisions of the current City storm water ordinance in regard to detention and water quality standards. 2. The City did raise concerns about capacity limitations in the 60-inch line during storm events. In order for the City to have considered discharge into the 60-inch line, three conditions would have had to have been met. a) Design and installation of a storm water detention system for the street runoff. b) Design and installation of a biofiltration swale for the street runoff. c) Downstream analysis to verify adequate capacity would be available in the 60-inch pipe. 3. In view of these requirements, it was agreed between Vyzis and the City that it would be acceptable to consider routing the runoff water from the street into the existing detention pond and biofiltration swale built by Vyzis for the 200 Mill Avenue South - Renton, Washington 98055 Vyzis Company June 14, 1991 Page 2 Southgate II project. The City understood this to be a mutually agreeable alternative to both parties at the time. In your letter you state (item 3) that it was not possible to site the biofiltration swale within the right-of-way. This was one of the issues that made it advantageous to consider routing the runoff to the existing facilties. The alternative that was chosen by Vyzis was not to accommodate the City, but to comply with City code in the most efficient and cost effective manner both for the City and for Vyzis. As we prepared to update the existing LID 314 drawings we were given new City of Renton criteria requiring the storm water is to be discharged through the private Southgate Office Plaza system. The new criteria established by the City was as follows: 1. No storm water can be discharged into the existing 60" storm drain pipe in the right-of-way. This pipe was installed via a LID paid for by participating property owners including Southgate but we were not allowed to use it. 2. No storm water can be discharged into the water way where the 60" storn drain pipe now discharges. 3. Storm water mist pass through bio-filtration swales, per 1990 Icing County standards, prior to discharge. This requirement, due to the topography and size of the right of way was not possible to accomplish in the right of way. Based on these requirements and to accamodate the City of Renton the storm water detention for 19th Street was accolodated on the Southgate Office Plaza property. I do recollect that Austin's preference would be to run the storm water into the 60 inch line along SW 19th Street, but this concept was not acceptable to the City, and it was not the approach we asked Horton Dennis to analyze. Our Storm Water Section reports that the 60 inch line is at or over capacity during intense storm fall events, and it is not desirable to introduce additional flow to this line. Also, diverting flow to this line would represent a diversion from the natural flow path of the storm water runoff, and thus be in violation of the City's Storm Water Ordinance. Horton Dennis analyzed the alternate discharge method that was requested by the City, and I am convinced from their letter that this approach is not practicable from a hydraulic standpoint. Earlier, the City performed a rough (but conservative) analysis of what effect discharge from the designed Southgate storm water system would have on the floodwater elevation of the surrounding floodplain during the 100 year, 7 day storm event. In these extreme conditions, assuming no water outflow through Springbrook, we estimated that the floodplain level would increase no more than .10 feet. This falls within the acceptable threshold established by Special Requirement #8 of the 1990 King County Surface Water Design Manual for Lakes, Wetlands, and closed depressions. Note that the acceptable threshold established by FEMA is 1.0 feet. 200 Mill Avenue South - Renton, Washington 98055 The Austin Company 'Page 2 At this point we are satisfied that there will be no significant adverse effects of this project on the surrounding environment. We also feel that Horton Dennis has satisfied our request that they analyze for feasibility the proposed alternate discharge approach of releasing discharge along the wetlands and into Springbrook at set intervals. This approach was found not to be viable. We do not feel that it is either fair or warranted to continue to impose new conditions on the acceptability of the storm water design of this project. This was requested due to an inquiry from the Austin Company regarding discharge into the wetland adjacent to their property. The outlet to the Phase II pond is at invert elevation 11.95. In order to discharge to the south property line there would have to be a swale or pipeline constructed for a length of 1200 LF along the west side of the property. The ditchline along the south side of the property in the street right-of-way which would be the discharge point is approximately at elevation 10.00. If a swale or pipeline were to be constructed for that distance if would have a grade of 0.0016 which would be inadequate for either a pipe or swale. If a swale were to be constructed at a minimum 0.005 (0.5%) it would have to have 6.0 feet of fall. This would require an invert elevation of 5.95 at the south property line. To achieve this elevation the discharge would have to be right at Springbrook Creek and would require excavation all the way to the creek which would involve numerous agency approvals such as Shorelines, Fisheries, etc. In addition, the entire swale along the west property would either have to be constructed in the wetland area or require extensive excavation to achieve the flowline elevation required. 320 Second Avenue South, Kirkland, Washington 98033-6687 • Phone 822-2525 • FAX.
