The attached invoice covers work performed through August 23. The geotechnical report
for the project was in final completion and quality control review at that time for delivery on
August 26th. The wetlands subconsultant had finished field investigation activities at that
time and was preparing his report for the wetlands - related work scope. No progress
billings for the wetlands work have yet been received by us.

This memorandum provides our project update to accompany our progress payment invoice for the
period ending July 30, 1996.
We have completed the brush clearing for the geotechnical exploration equipment, and have
completed the four subsurface exploration borings at the locations agreed to in our project planning
phase. Laboratory testing of soil samples for grain size distribution and moisture content is
underway.
The wetlands subconsultant is beginning their work using access paths prepared for the
geotechnical equipment, now that the drilling equipment is off site.
As we have discussed, delays in completing the contract documents lead to a later than anticipated
start, which has affected the project schedule. We have submitted a request for contract extension,
and assume, based on our conversations, that one will be granted.

As we discussed on the telephone, we would like to request an extension of the contract
schedule for the Higate Lift Station Elimination project. Various delays did not allow our work
to begin at the date that was projected during preparation of our original schedule for the
project. We understand that timing is riot critical for the City on this project.
The status of the project at this time is that site access has been improved by bridging over two
water courses with temporary timber crib bridges for access of light, track portable drilling
equipment, and clearing of blackberries and brush along the planned sewer line easement. Our
hollow stem auger borings were completed on Wednesday July 24, and demobilization of the
drilling equipment and timber cribbing should be complete this week. Geotechnical items
remaining to be completed include laboratory testing, engineering analyses, and report
preparation. The wetlands subconsultant is just beginning their work now that site access is
in place, and the geotechnical equipment is demobilized.
Considering the non - critical nature of the schedule for this project. we would request a
contract extension with a completion date of 23 August 1996. If you have any questions, or
if you require further information, please do not hesitate to call.

Paragraphs b. and c. above do not apply to "ac-
cidents" that occur away from premises owned
by or rented to an "insured" with respect to
"pollutants" not in or upon a covered "auto" if:
(1) The "pollutants" or any property in which
the "pollutants" are contained are upset,

(2) The discharge, dispersal, seepage, mi-

E. "Insured" means any person or organization
qualifying as an insured in the Who Is An Insured
provision of the applicable coverage. Except with
respect to the Limit of Insurance, the coverage
afforded applies separately to each insured who
is seeking coverage or against whom a claim or

F. "Insured contract" means:
1. A lease of premises; H
2. A sidetrack agreement,-
3. Any easement or license agreement, except in
connection with construction or demolition
operations on or within 50 feet of a railroad;
4. An obligation, as required by ordinance, to
indemnify a municipality, except in con-
nection with work for a municipality;
5. That part of any other contract or agreement
pertaining to your business (including an
indemnification of a municipality in con-
nection with work performed for a munici-
pality) under which you assume the tort
liability of another to pay for "bodily injury"
or "property damage" to a third party or or-
ganization. Tort liability means a liability that
would be imposed by law in the absence of
any contract or agreement.
6. That part of any contract or agreement entered
into, as part of your business, pertaining to the
rental or lease, by you or any of your employ-
ees, of any "auto." However, such contract or
agreement shall not be considered an "insured
contract" to the extent that it obligates you or
any of your employees to pay for "property
damage" to any "auto" rented or leased by
you or any of your employees.
An "insured contract" does not include that
part of any contract or agreement:
a. That indemnifies any person or organiza-
tion for "bodily injury" or "property dam-
age" arising out of construction or
demolition operations, within' 50 feet of
any railroad property and affecting any
railroad bridge or trestle, tracks, road beds,
tunnel, underpass or crossing; or
b. That pertains to the loan, lease or rental of
an "auto" to you or any of your employees,
if the "auto" is loaned, leased or rented
with a driver; or
c. That holds a person or organization en-
gaged in the business of transporting
property by "auto" for hire harmless for
your use of a covered "auto" over a route
or territory that person or organization is
authorized to serve by public authority.
"Loss" means direct and accidental loss or dam-
age.
"Mobile equipment" means any of the following
types of land vehicles, including any -attached
machinery or equipment:
1. Bulldozers, farm machinery, forklifts and other
vehicles designed for use principally off public
roads;
2. Vehicles maintained for use solely on or next
to premises you own or rent;
3. Vehicles that travel on crawler treads;
4. Vehicles, whether self-propelled or not, main-
tained primarily to provide mobility to perma-
nently mounted:
a. Power cranes, shovels, loaders, diggers or
drills; or
b. Road construction or resurfacing equip-
ment such as graders, scrapers or rollers.
5. Vehicles not described in paragraphs 1., 2.,
3., or 4. above that are not self-propelled and
are maintained primarily to provide mobility to
permanently attached equipment of the fol-
lowing types:
a. Air compressors, pumps and .generators,
including spraying, welding, building
cleaning, geophysical exploration, lighting
and well servicing equipment; or
b. Cherry pickers and similar devices used to
raise or lower workers.

The insurance documents submitted for the above referenced project will meet the City's
risk management requirements when the cancellation clause in the CGL Certificate of
Insurance is modified. The City requires an unqualified notice of cancellation or non -
renewal of insurance policies.
Thus, the cancellation language should read:

As requested, this letter provides our proposed scope of work and cost estimate for
geotechnical exploration and design services, and subcontract wetlands delineation and survey
services for the above referenced project. This proposal is based on a preliminary set of project
plans provided by you, a meeting with you on site, and our discussions with Entranco, the
subconsultant proposed for wetlands related services.
We understand that the City of Renton plans to construct a new gravity sewer in a corridor
between NE 20th Street and Jones Avenue Northeast. The corridor is currently mostly
undeveloped, with a short segment through a landscaped yard. Construction of the new pipe
would include laying approximately 1,000 lineal feet of new 8-inch diameter ductile iron sewer
pipe with invert elevations generally between approximately 4 and 16 feet below existing
grades. Geotechnical design and constructibility issues are recognized, including pipe support,
settlement potential, construction dewatering, and temporary excavation stability. The planned
alignment for the new pipe lies near or within areas where wetlands issues are of concern.
Attached as Exhibit A is the proposed wetlands scope of work prepared by Entranco,
subconsultant for these services. Exhibit B includes our proposed geotechnical scope of work,
as discussed with you and as outlined in your request for proposal dated 8 May 1996.
Summary of Anticipated Costs
Attached with this letter is a summary of the anticipated costs for the scopes of work outlined
in Exhibit A and Exhibit B. These scopes of work and cost estimates were based on our current

understanding of the proposed project and the project documents provided for our use. If
conditions vary from those assumed during preparation of these estimates, you would be

EXHIBIT A
SCOPE OF WORK
WETLANDS DEUNEATiON
This scope of work is to conduct a wetland delineation along the Higate Sewage Lift Station Elimination projed corridor,
located in the City of Renton, and to prepare a technical memorandum summarizing the data collected. Work will begin on
receipt of a right -of -entry letter for access to the properties along the corridor
Task 1: Wetlands Delineation
Work will begin by reviewing the two previous wetland delineation reports and incorporating appropriate material Into the
current wetland delineation effort. Within 65 feet on both sides of the proposed Higate Sewage Lift Station Elimination
corridor, the Consultant will delineate and flag the upper boundary of the wetlands. Delineation of the wetlands will follow
the 'Level 2' approach described In the Corps of Engineers Wetlands Defineatlon Manual (Environmental Laboratory
1987). The Consultant will visually estimate the natural extent of the wetland boundaries outside the corridor.
Task 2: Wetland Survey
1. Perform review and computation of control data provided by the City of Renton.
2. Perform field survey necessary for horizontal and vertical control of mapping tied to the City of Renton's coordinate
system and elevation datum.
3. Conduct an EDMI wetland survey within the 65' wetland buffer area along new sewer line.
4. Compile field data, transfer data to AutoCAD system and add to AutoCAD drawing.
Survey Assumptions:
A: Horizontal and Vertical Control points and coordinate data shall be provided by the City of Renton within project
limits, as shown on Higate Sewage Pump Station Elimination plan set
B: City of Renton will provide AutoCAD disk of existing Higate Sewage plans for Wetland information to be added.
C: Wetland boundary flagging will be set at approximately 25-foot Intervals prior to field survey.
D: Forty-eight hour crew notice required to start survey.
Task 3: Wetland Technical Memorandum
Prepare a technical memorandum compiling the findings of the wetland delineation following the guidelines In Chapter 32:
Wetland Management of the City of Renton regulations. The technical memorandum will contain information on the
presence of the three essential wetland parameters (i.e., soils, hydrology and vegetation) that will assist the City of. Renton,
the U.S. Army Corps of Engineers (Corps) and other government resource agencies make a wetland boundary vedficatlon.
Only the Corps, however, can determine the boundary and adjacency of a wetland for the purposes of establishing
jurisdiction for regulation of Section 404 of the Clean Water Act, and the City of Renton, for enforcement of the wetland
management regulations.
Perform an on -site, qualitative review of the wetland's functions and values, and describe the results in the memorandum.
Estimate the Impacts to wetlands as part of the memorandum. The technical memorandum will outline the proposed
mitigation goals and objectives. The need to go into detail concerning the performance criteria, establishment monitoring,
contingency plans, performance bond, or construction impact reduction measures is not expected at this time.
Meetings and Extra Work
Up to four hours for meetings is part of this scope. Re -delineation of the wetlands due to loss or changing of the flagging by
other persons will be considered extra work. Additional field visits, meetings with the agencies, providing a quantitative
analysis on the functions and values, or preparing a mitigation plan and drawing, as requested by the City of Renton, will be
on an on -call, hourly basis.
Two copies of the technical memorandum will be given to the City of Renton. The schedule for this scope of work will be
adjusted to meet the City of Renton's July/August construction window.

Geotechnical Services
The purpose of this scope of work is to conduct a field investigation at locations selected by
the City of Renton along the alignment of the planned Higate Sewage Lift Station Elimination
Project, and to provide a geotechnical engineering report. Our scope of work would include the
following:
Task 1 Site Investigation
1. Clear a path for exploration equipment using hand tools;
2. Perform a reconnaissance of existing surface conditions;
4. Complete four hollow stem auger soil borings to depths of approximately 20 feet
each, at locations contained in the Request for Proposal, using a track portable
drilling system;
5. Collect soil samples from each boring at 5 foot depth intervals using the
Standard Penetration Test method;
6. Perform up to 10 each moisture content and grain size determinations of
selected soil samples retrieved from the borings;
7. Backfill and seal the borings;
Task 2 Geotechnical Engineering Evaluation and Report Preparation
1. Review of existing geotechnical information for the project site prepared by
others;
2. A site plan with our explorations indicated;
3. Site and project descriptions;
4. General subsurface soil and groundwater conditions;
5. Soil classifications for samples recovered from the borings
6. Results of laboratory testing;
7. Potential effects of construction on adjacent structures as a result of excavating
and dewatering activities;
8. General excavation and backfill recommendations;
9. Estimated post construction settlement of the new sewer pipe;
10. Construction dewatering approaches;
11. Temporary excavation shoring recommendations;
12. Report limitations and recommendations for further study;
13. Post report consultation and meetings, up to 8 hours.

costs, along with estimated expenses and subcontractor costs for the Higate Lift Station

proceed and acceptance of insurance documentation to final delivery of the geotechnical report

As requested, this letter provides our proposed scope of work and cost estimate for
geotechnical exploration and design services, and subcontract wetlands delineation and survey
services for the above referenced project. This proposal is based on a preliminary set of project
plans provided by you, a meeting with you on site, and our discussions with Entrance, the
subconsultant proposed for wetlands related services.
We understand that the City of Renton plans to construct a new gravity sewer in a corridor
between NE 20th Street and Jones Avenue Northeast. The corridor is currently mostly
undeveloped, with a short segment through a landscaped yard. Construction of the new pipe
would include laying approximately 1,000 lineal feet of new 8-inch diameter ductile iron sewer
pipe with invert elevations generally between approximately 4 and 16 feet below existing
grarfps. Centpchnical ripsign and ConStructihility issues are recognized, including pipe support,
settlement potential, construction dewataring, and temporary excavation stahility. The planned
alignment for the new pipe ties near or within areas where wetlands issues are of concern.
Attached as Exhibit A is the proposed wetlands scope of work prepared by Entranco,
subconsultant for these services. Exhibit B includes our proposed geotechnical scope of work,
as discussud with you and as uullined in your request for proposal dated 8 May 1999.
Summery of Anticipated Costs
Attached with this letter is a summary of the anticipated costs for the scopes of work outlined
in Exhibit A and Exhibit 0. These scopes of work and cost estimates were based on our current

SCOPE OF WORK
WETLANDS DELINEATION
This scope of work is to conduct a wetland delineation along the Higate Sewage lift Sbtlon Fsllminrttl n project conrlder,
located In the City of Renton. and to prepare a technical memorandum summarDing the data colbctW. Work will begin on
receipt of a right -of -entry leper for access to the properties along the corridor
Task 1. Wetlands Delineation
Work will begin by reviewing the two previous wetland delineation reports and incorporating appropriate material Into the
current wetland delineation effort Within 05 feet on both sides of the proposed Higate Sawege Uft Station Elimination
corridor, the Consultant will delineate and flag the upper boundary of the wetlands. Delineation of the wetlands will follow
the 'Level 2' approach described In the Corps of Engineers Wetlands Daneetlon Manual (Environmental Laboratwy
1907). The Consultant will visually estimate the natural extent of the wetland boundaries outside the corridor.
Task 2: Weiland Survey
1. Perform review and computation of control data provided by the City of Renton.
2. Perform field survey necessary for hori2ontal and vertical control of mapping tied to the City of Renton's coordinate
system and elevation datum.
3. Conduct an EDirll wetland survey within the 66' wetland buffer area along now sewer line.
4. Compile field data, transfer data to AutoCAD system and add to AutcCAD drawing.
Survey As lr� ions:
A: Horizontal and Vertical Control points and coordinate data shall be provided by the City of Renton within project
limits, as shown on Higate sewage Pump Station Elimination plan sot
B: City of Renton will provide AutoCAD disk of existing Higate Sewage plans for Wetland Information to be added.
C: Wetland boundary flagging will be sot at approodmately 26-foot intervals prior to field survey.
D: Forty-eight hour crew notice required to start survey.
Task 3: Wetland Technical Menroralidum
Prepare a technical memorandum c omplling the findings of the wetiond delineation following the guidelines in Chapter 32
Wetland Management of the City of Renton regulations. The technical memorandum will Contain Information on the
presence of the three essential wetland parameters (i.e., soils, hydrology and vegetation) that will assist the City of Renton,
the U.S. Army Corps of Engineers (Corps) and other government resource agencies make a wetland boundary verifieatloft
Only the Corps, however, can determine the boundary and adjacency of a wetland for the purposes of establishing
jurisdiction for regulation of Section 404 of the Clean Water Act, and the City of Renton, for enforcement of the wetland
management regulations.
Perform an on -site, qualitative review of the wetland's functions and values, and describe the results in the memorandum.
Estimate the Impacts to wetlands as part of the memorandum. The technical memorandum will outline the proposed
rnillgation goals and objectives. The need to go Into detail concerning the performance criteria, establishment monitoring,
contingency plans, performance bond. or Construction impact reduction measures Is not expected at this time.
Meetings and Extra Work
Up to four hours for meetings is part of this scope. Re -delineation of the wetlands due to loss Or changing of the flagging by
other persons will be considered extra work. Additional field visits, rneatings with the agencies, providing a quantitative
analysis on the functions and values, or preparing a mitigation plan and drawing. as requested by the City of Renton, will be
on an on -Call, hourly basis.
Two copies of the technical memorandum will be given to the City of Renton. The schedule for this scope of work will be
adjusted to meet the City of Renton's July/August construction window.

Scope of Work
Geotechnical Services
The purpose of this scope of work is to conduct a field investigation at locations selected by
the City of Renton along the alignment of the planned Higate Sewage Lift Station Elimination
Project, and to provide a Geotechnical engineering report. Our scope of work would include the
following -
Task 1 Site Investigation
1. Clear a path for exploration equipment using hand tools;
2. Perform a reconnaissance of existing surface conditions;
4. Complete four hollow stem auger soil borings to depths of approximately 20 feet
each, at locations contained In the Request for Proposal, using a track portable
drilling system;
5. Collect soil samples from each boring at 5 foot depth Intervals using the
Standd[U Prrielratiun Test muthud;
6. Perform up to 10 each moisture content and grain size determinations of
selected svil samples retrieved frorn the borings;
7. Backfill and seal the borings;
Task 2 Geotechnical Engineering Evaluation and Report Preparation
1. Review of existing geotechnical information for the project site prepared by
others;
2. A site plan with our oxplorations indicated;
3. Site and project descriptions;
4. General subsurface soil and groundwater conditions;
5. Soil classifications for samples recovered from the borings
6. Results of laboratory testing;
7. Potential effects of construction on adjacent structures as a result of excavating
and dewatering activities;
8. General excavation and backfill recommendations;
9. Estimated post construction settlement of the new sewer pipe;
10. Construction dewatering approaches;
11. Temporary excavation shoring recommendations;

In addition to the geotechnical work, the City will need a wetland survey performed of the project
site. The requirements for the survey are listed on the attached Wetlands Management ordinance in
section 4-32-5. Since the extents of the wetland and buffer survey for a pipe line project is not
outlined very well, the City's planning department has requested that there has to be a minimum of
sixty five (65) feet on either side of the pipe alignment surveyed.
Following review of the scope -of -work, I will transmit any revisions that may be necessary to the
scope, two copies of the contract documents for signature, and the City's Insurance Information
Form which will need to be completed.
