Recognizing that hydrogen -sulfide (H2S) is a problem in this system and is accelerating the degradation of the Cascade Interceptor, Renton and the District will use a chemical treatment to reduce the H2S in the interceptor. The District will introduce the chemical at their Lift Station #5. The District will invoice Renton every six months for 22% of the invoiced cost of the chemical. (The additional 2% is calculated to approximately cover the District's staff time involved with maintaining the chemical feed system.) Renton will also perform more frequent television inspection of the interceptor. We will rent pumps to bypass flows as necessary and inspect the line approximately every two years. Rehabilitation of Portions of the Cascade Interceptor. RENTON will design, permit, bid and manage a project to rehabilitate the structures and sewer mains between manhole 5321-009 and 5321-015, as shown on "Exhibit A", an approximate distance of twelve hundred lineal feet. Rehabilitation will exclude that portion of the sewer main replaced during the emergency repair in 2010. The total cost of the rehabilitation (including design, construction, etc) is estimated at $200,000. The total cost shall be divided such that RENTON will pay twenty percent (20%) of the cost and SOOS CREEK will pay eighty percent (80%) of the cost. RENTON will invoice SOOS CREEK, at the conclusion of the project, eighty percent (80%) of the actual costs incurred by RENTON for the construction contract, staff costs for design and construction management. It is understood that RENTON may rehabilitate some sewer mains and / or manholes adjacent to the Cascade Interceptor. If done as part of the same project, the additional work will be identified as a separate schedule in the project and SOOS CREEK will not be .responsible for participation in this work. 2. Additional Maintenance to Extend the Life of the Cascade Interceptor. Recognizing that hydrogen sulfide (H2S) is a problem within this system and is accelerating the degradation of the Cascade Interceptor, SOOS CREEK will introduce a chemical treatment at their Lift Station #5. The treatment will involve the use of BIOXIDE solution from Siemens. Alternate treatment product(s) may be utilized under agreement of both parties. SOOS CREEK will occasionally access the Cascade Interceptor, utilizing proper maintenance and safety procedures, at RENTON manhole 5321-013, 5321-014, or 5321- 015 to monitor H2S levels in the system to ensure proper dosing is occurring. The estimated cost of chemical for treatment is estimated to be $60,000 per year. RENTON will pay twenty-two percent (22%) of the invoiced cost of the chemical as RENTON's share of all costs incurred by SOOS CREEK. SOOS CREEK will invoice RENTON every six months. 3. Monitoring the condition of the Cascade Interceptor. RENTON will perform television inspection of the Cascade Interceptor approximately every two years. SOOS CREEK will pay eighty percent (80%) of the cost of the television inspection including the use of RENTON's television inspection equipment, staff, and any required equipment or methodology for reducing flow in the interceptor to allow proper visual inspection. RENTON will invoice SOOS CREEK at the conclusion of the inspection. 4. Obligations Intact. Nothing herein shall be construed to alter the rights, responsibilities, liabilities, or obligations of either RENTON or SOOS CREEK regarding provisions of sanitary sewer services to their customers pursuant to any agreements previously executed by the parties, except as specifically set forth herein. Box 58039 Renton, WA 98058-1039 RE: CASCADE INTERCEPTOR CONDITION EVALUATION Dear Mr. Eades: The City has completed its initial evaluation of the.condition of the Joint -use Cascade Interceptor between Soos.Creek and the City.. We completed television inspection of all the segments of the interceptor and we have reviewed each:segm"ent.to determine its existing condition. We have concluded that the primary issue with this facility is a high slope segment that runs between City manholes 014 and 013 (see attached map). The high slope on this run causes the interceptor to off -gas hydrogen sulfide at.what appears to be a high level. When we completed the evaluation of the sewer tapes, it is very clear that just downstream of this run is where we have the greatest hydrogen sulfide deterioration in the interceptor. Both upstream.of this point. and further downstream have less apparent hydrogen sulfide damage. In exploring options to curtail the damage to. the interceptor, the City has identified two potential.options. The first. -option is the most conservative and involves lining of the interceptor facility from Manhole 015 to the, connection with King. County's Cascade Siphon facility (approximately 3,10.0 LF); including lining/rehab of all manholes. This would ensure that the jointly -owned portion" of the interceptor downstream of this high slope.section would no longer be susceptible to hydrogen sulfide damage. The City -has estimated the -total cost of this work to be in the neighborhood of $500,000. Once this . work would be completed, we would_ also place the upper reach of the interceptor on a two-year cycle for TV inspection to .allow us'to'properly monitor further deterioration. The second option would involve lining only from Manhole 015 to Manhole 009 (approximately 1200 LF), including lining/rehab of all manholes. The cost of this work is estimated at $200,000. In addition to the`pipe.and manhole rehabilitation, we would install a Bioxide, injection system at the upstream end of the interceptor, most likely near our manhole located in Tiffany Parka The purpose for this facility will be to stop the flow from off -gassing into hydrogen sulfide. as it flows through the high slope section; thus minimizing future damage to portions of the system further downstream. As in the first option, we would also put.the non -lined portions of the interceptor, on a two-year cycle for. TV inspection. At this point, we are asking that Soos Creek review the tapes, reports; and the proposed solutions by the City so that,we can both decide on the appropriate next step. I will continue discussions with the supplier of Bioxide to get a rough cost estimate to, both install a system, and to operate the system: I. have attached a copy of two tapes, and the associated tape reports. There is only one section not represented in the tapes. Manhole 0.12 to 011 was taped during the emergency work, and was found to have severe deterioration, and as such, we did not re -TV this segment. Also included is a page from the City's map book showing our . :assessment of condition by segment of the interceptor. SULFIDE REMOVAL (BIOXIDE PROCESS®) Introduction It is known that bacteria commonly present in wastewater collection systems will use dissolved oxygen, nitrate, and sulfate as oxygen sources for respiration, in that order of preference. Dissolved oxygen is usually present in "fresh" wastewater, but is rapidly depleted by biological activity. There is typically very little nitrate present in the wastewater, while sulfate is typically abundant. Since little or no nitrate is available, the bacteria begin utilizing sulfate when the dissolved oxygen is depleted. The byproduct of the sulfate uptake process is dissolved sulfide. The dissolved sulfide combines with hydrogen ions to form hydrogen sulfide, causing odor and corrosion problems. Nitrate can be added to wastewater to control dissolved sulfide. There are two mechanisms by which nitrate can be used to provide this control. It can be used as a substitute oxygen source to prevent sulfate uptake and thus the formation of sulfide. This mechanism is known as "sulfide prevention". Nitrate can also be used to remove existing sulfide via the "removal" mechanism, which is also known as the Bioxide® Process. It has been well established that the Bioxide® Process is effective for continuous removal of existing dissolved sulfide in wastewater systems. The stoichiometric nitrate requirement for the Bioxide® Process is 2.4 pounds NO3-0 per pound of sulfide removed (Hunniford, 1990). There is no direct relationship between the amount of sulfide treated and the amount of nitrate applied for the prevention mechanism, however empirical data indicate a nitrate to sulfide mass ratio of ten -to -one (Bowker, et al, 1985). The following information is presented as a comparison of the processes and an explanation for the differences in application rates. Process Description and Comparison Prevention: The prevention mechanism uses oxygen -source substitution to prevent the formation of dissolved sulfide. Under "untreated" conditions a carbon source (BOD) is consumed by bacteria in the wastewater in the presence of sulfate -oxygen, producing sulfide. If a single carbon source (methanol) is assumed for simplicity, the resulting reaction is as follows: SO4= + 4CH30H 4 S= + 4112O + 2CH4 + 2CO2 In this process 0.25 moles sulfate are used and 0.25 moles of dissolved sulfide are produced for every mole of carbon consumed. This process is prevented when nitrate is added to the wastewater. In the presence of nitrate the carbon source is consumed via an anoxic denitrification reaction, producing no sulfide. Again assuming a single carbon source (methanol) for simplicity, the reaction is as follows: 6NO3 + 5CH30H 4, 5CO2 + 3N2 + 7112O + 60H- In this process 1.2 moles of nitrate are used and zero moles of sulfide are produced for every mole of carbon consumed. Expressing the nitrate requirement on an amount of sulfide prevented basis for these assumed reactions: (1.2 moles nitrate/mole carbon)/(0.25 moles sulfide/mole carbon) = 4.8 moles nitrate required per mole sulfide prevented. On a mass basis, 9.3 pounds NO3, or 7.2 pounds NO3-0, are required per pound of sulfide. The above analysis shows a "best -case" scenario for the prevention mechanism. In actual field applications higher carbon consumption (BOD reduction) rates are typically observed under anoxic conditions then under anaerobic conditions, therefore the nitrate -oxygen used is typically somewhat higher than the amount predicted here. Removal: The removal mechanism (Bioxide® Process) uses naturally occurring bacteria to biochemically oxidize dissolved sulfide in the presence of nitrate. This mechanism takes place when Bioxide® is applied in wastewater that contains dissolved sulfide. The sulfide is typically either 1) generated upstream of the Bioxide® injection point, where no nitrate exists in the wastewater, or 2) is contributed downstream via a septic lateral flow. Then nitrate is injected in sufficient quantities to biochemically oxidize the sulfide via the following reaction (Hunniford, 1990): 8NO3 + 5H2S 4 5SO4+ 4N2 + 4H2O + 2H+ This reaction takes place in the bulk flow and in the upper zones of the slime layer. Nitrate is not added in sufficient quantities to fully saturate the slime layer, therefore sulfide production continues to occur in the lower zones of the slime and is removed in the upper zones or in the bulk flow. In this process 1.6 moles of nitrate are used for every mole of sulfide removed. On a mass basis, 2.4 pounds NO3-0 are required per pound of sulfide. Summary In this comparison it is readily observed that the amount of nitrate required to achieve a sulfide -free condition is at least three times greater for the prevention mechanism than for the Bioxide® Process. An application rate of 2.4 pounds NO3-0 per pound of sulfide (0.7 gal. Bioxide(& per lb. sulfide) is necessary for the Bioxide® Process while at least 7.2 pounds NO3.0 per pound of sulfide (2.1 gal. Rehabilitation will exclude that portion of the sewer main replaced during the emergency repair in 2010. The total cost of the rehabilitation (including design, construction, etc) is estimated at $200,000. The total cost shall be divided such that RENTON will pay twenty percent (20%) of the cost and SOOS CREEK will pay eighty percent (80%) of the cost. RENTON will invoice SOOS CREEK, at the conclusion of the project, eighty percent (80%) of the actual costs incurred by RENTON for the construction contract, staff costs for design and construction management. It is understood that RENTON may rehabilitate some sewer mains and / or manholes adjacent to the Cascade Interceptor. If done as part of the same project, the additional work will be identified as a separate schedule in the project and SOOS CREEK will not be responsible for participation in this work. 2. Additional Maintenance to Extend the Life of the Cascade Interceptor. Recognizing that hydrogen sulfide (1-12S) is a problem within this system and is accelerating the degradation of the Cascade Interceptor, SOOS CREEK will introduce a chemical treatment at their Lift Station #5. The treatment will involve the use of BIOXIDE solution from Siemens. Alternate treatment product(s) may be utilized under agreement of both parties. SOOS CREEK will occasionally access the Cascade Interceptor, utilizing proper maintenance and safety procedures, at RENTON manhole 5321-013, 5321-014, or 5321- 015 to monitor H2S levels in the system to ensure proper dosing is occurring. The estimated cost of chemical for treatment is estimated to be $60,000 (2010 dollars) per year. RENTON will pay twenty-two percent (22%) of the invoiced cost of the chemical as RENTON's share of all costs incurred by SOOS CREEK. SOOS CREEK will invoice RENTON every six months. 3. Monitoring the condition of the Cascade Interceptor. RENTON will perform television inspection of the Cascade Interceptor approximately every two years. That as between these parties, it is stipulated -that the proportionate share of costs of said interceptor line, as located within the boundaries of the City, is approximately $60,000.00 and that it is the District's intent to be reimbursed by the abutting property owners for such costs. It is expressly agreed and covenanted byand between the parties that the City does in no way warrant payment of any such sum, or sums, during the life of this Agreement, and that the City's obligation hereunder shall be limited solely and exclusively to the collec- tion of charges, asabove stated, from property owners who wish to hook up and connect to said interceptor sewer trunk line.
