ADDENDUM #06-15
This addendum ("Addendum # 06-15") to CAG-12-086 is agreed to on this day of
December, 2016 ("Effective Date"), by and between the City of Renton, a noncharter code city
under RCW 35A, and a municipal corporation under the laws of the State of Washington
("Renton"), and EA�Blumen, licensed to do business in the State of Washington ("Consultant").
Renton and Consultant are collectively referred to as the "Parties". The Parties mutually agree
to amend their Consultant Agreement related to Quendall Terminals Phase 36 FEIS and
Mitigation Agreement work, under CAG-12-086.
Prior Addenda to CAG-12-086
Addendum#01-12 increased the Original Contract Sum of Thirty Nine Thousand Seven Hundred
Sixty Five dollars ($39,765.00) set forth in Paragraph 4 of the original Agreement by One
Thousand Six Hundred dollars ($1,600.00)to an Amended Contract Sum of Forty One Thousand
Three Hundred Sixty Five dollars($41,365);
Addendum #02-13 increased the Amended Contract Sum of Forty One Thousand Three
Hundred Sixty Five dollars ($41,365) set forth in Paragraph 4 of the Addendum #01-12 by Forty
Three Thousand Two Hundred Twenty Five dollars ($43,225.00) to an Amended Contract Sum
of Eighty Four Thousand Five Hundred Ninety dollars ($84,590);

Addendum #03-13 increased the Amended Contract Sum of Eighty Four Thousand Five
Hundred Ninety dollars ($84,590) set forth in Paragraph 4 of the Addendum #02-13 by
Seventeen Thousand Two Hundred Eighty Five dollars ($17,285.00) to an Amended Contract
Sum of One Hundred One Thousand Eight Hundred Seventy Five dollars ($101,875) and
extended the term set forth in Paragraph 3 of the Addendum#02-13 to December 31, 2013.
Addendum#04-14 increased the Amended Contract Sum of One Hundred One Thousand Eight
Hundred Seventy Five dollars ($101,875) set forth in Paragraph 4 of the Addendum #02-13 by
Ten Thousand Four Hundred Fifteen dollars ($10,415.00) to an Amended Contract Sum of One
Hundred Twelve Thousand Two Hundred Ninety dollars ($112,290) and extended the term set
forth in Paragraph 3 of the Addendum #03-13 to December 31, 2014.
Addendum #05-14 increased the Amended Contract Sum of One Hundred Twelve Thousand
Two Hundred Ninety dollars ($112,290) set forth in Paragraph 4 of the Addendum #02-13 by
Nineteen Thousand Six Hundred Ninety Dollars ($19,690) to an Amended Contract Sum of One
Hundred Thirty One Thousand Nine Hundred Eighty dollars ($131,980) and extended the term
set forth in Paragraph 3 of the Addendum #03-13 to December 31, 2015.
NOW, THEREFORE, in consideration of the mutual terms and covenants previously I
exchanged and to be exchanged in the future,the Parties agree to the following amendments:
SECTION 1. Paragraph 1, entitled Scope of Services, shall be amended as follows:
Exhibit A of the Consultant Agreement is edited to the extent required to add additional
services for Consultant to perform. Thus, Exhibit A's language shall remain the same
except for the additional language contained in Exhibit A of this Addendum.
SECTION 2. Paragraph 5, entitled Consultant Agreement Sum, shall remain the same
except for the following modification:

The total amount of this Agreement shall not exceed the sum of Eighteen Thousand
Three Hundred Thirty Two Dollars ($18,332) (with a 5%contingency).
SECTION 3. Paragraph 4, entitled Term of Consultant Agreement, shall be amended
as follows:
The Parties mutually agree to extend the term of this Consultant Agreement to 5:00
p.m. on December 31, 2016. The Parties may agree to extend this Consultant
Agreement with another Addendum, if necessary.

Contract Amendment
Dear Vanessa:
Per your request, EA is submitting this proposed contract amendment to provide additional services to
the City of Renton on the Quendall Terminals Project. In September 2015, EA completed our services on
Phase 38—Prepare and Issue FEIS and Mitigation Document(the Quendall Terminals FEIS and Mitigation
Document were published on August 31, 2015). On September 24, 2015, South End Gives Back filed an
appeal of the adequacy of the FEIS. Following is our proposed Scope of Work and Budget for EA's and
our sub-consultant, Raedeke Associates', Phase 4 — EIS Appeal Hearing Assistance services to support
the City in preparing for and attending the hearing.
Scope of Work
EA will complete the following tasks in Phase 4—EIS Appeal Hearing Assistance: I
• Task 1: Provide analysis responding to the technical challenges to the adequacy of the EIS. We
assume that this analysis will address key technical topics raised in South End Gives Back's
appeal letter(EA will identify these topics in conjunction with the City). We assume that EA will
directly respond to the topics related to general SEPA adequacy, and Raedeke will respond to
the topics related to Critical Areas/Plants and Animals. Raedeke will coordinate with the
applicant's consultant, KPFF, for additional information on the proposed stormwater control !I
system, as necessary. (Note: we assume that the Eity's attorney and applicant's attorney will '�,
address legal issues raised by the appellant.) �
• Task 2: Prepare a timeline describing the opportunities for public input into the Quendall il
Terminals SEPA review process.
• Task 3: Document the involvement of US EPA in the Quendall Terminals SEPA review process,
including their participation in establishing the assumed baseline for the cleanup/remediation of
the site for purposes of the EIS.
• Task 4: Prepare a Technical Memorandum containing EA's and Raedeke's analysis of the key
technical topics. EA will take the lead in preparing the Memo, and will incorporate Raedeke's
analysis.
• Task 5: Respond to questions from the City on the Technical Memorandum.
• Task 6: Coordinate and communicate with the City via telephone and email throughout Phase 4.
Meeting/Conference Calls:
• Attend a meeting/participate in conference calls with the City.One(1), 2-hour meeting in
Renton attended by one(1) EA professional staff and one (1)Raedeke professional staff is
assumed. Up to two(2)conference calls are assumed.
Hearing:
• Attend appeal hearing(a one (1)day, up to 8-hour hearing in Renton attended by one(1) EA
professional staff and one(1) Raedeke professional staff is assumed).As necessary, EA and
� Raedeke are prepared to advise the City and give testimony at the hearing.
Budqet
Based on the above Scope of Work, we will need a budget adjustment of 18 332 for our Phase 4
services (see the budget breakdown below). This budget includes all time and expenses during this
phase, and takes into account services provided by EA and our sub-consultant, Raedeke Associate. We
propose to provide services on an hourly basis during Phase 4 according to our current Fee Schedule
(see Attachment A). We will bill you for labor and expenses on a monthly basis.

Proposed Contract Amendment
All of the terms and conditions specified in our original 4-14-10 contract with the City still pertain unless
modified herein. If the Scope of Work and Budget in this proposed contract amendment are acceptable
to the City and Century Pacific, please proceed with authorizing this adjustment. EA is prepared to begin
our Phase 4 services immediately upon authorization. Please call either of us if you have any questions.
