JUSTIFICATION FOR CHANGE
This justification for change was prepared in accordance with FAA Program Guidance
Letter 12-03
1. Brief description of the proposed contract change(s) and locations(s).
This change order consists of the following:
Installation of 12 temporary threshold lights and modification of 6 existing edge lights
to serve as temporary threshold lights for the North Bridge Replacement including:
- Provide and installation of base cans
- Provide and install new 5kV cable and splice kits
- Install Airport provided threshold lights
- Provide and install threshold lens
- Equipment and labor
- Site restoration including soil disposal and removal of excess materials
- Allowable contractor mark-up
2. Reason(s) for the change(s) (Continue on reverse if necessary).
Temporary Threshold Lighting
The imminent nature of the North Bridge project requires installation of 18 threshold
lights for continued airport operations. The Electrical subcontractor is on-site and is
familiar with the specific airfield lighting systems. The Electrical subcontractor is
able to accelerate installation by rapid acquisition of the necessary parts, and able to
reduce construction costs through the use of taxiway light fixtures salvaged from the
edge light system demolition.

Justification was prepared in accordance with FAA program guidance letter 12-03.

Change Order Cost Analysis/Backup for Taxiway B System Rehabilitation—North Portion
Reconstruction and Airfield Signage Modifications
Change Order#4(Non-FAA Eligible)
This cost analysis is prepared in compliance with Program Guidance Letter 12-03. Comparative costs
have been taken from bid prices for other projects,from construction cost guides and from quotes from
suppliers. The quantities to complete each of the activities listed below are small in comparison to the
quantities for a typical project,therefore unit prices for the items listed will be higher than expected for
a large quantity.
1) Temporary Threshold Lighting for North Bridge Replacement
This activity consists of the following tasks.
• Excavation and Haul
The excavation and hauling(exporting)of spoils is the equivalent of the WSDOT bid item Structure
Excavation Class B Incl. Haul. From the Unit Bid Analysis WSDOT web site for this item and for small
quantities, unit bid prices ranged from $1.00 to$500.00 per cubic yard (CY). Using engineering
judgment, both of these values are outliers and the practical range for unit bid prices ranges from
$21.50 to$300.
For the estimated quantity of 10 CY,the cost for Excavation and Export can be expected to range from
$200 to$3,000.
• 12-Inch Can Extensions
Provide and install 12-inch Base Can extensions for mounting of the temporary threshold lights. The
contractor's unit price of$25 per unit is within the industry standard for this item of work.
For the estimated total quantity of 12 each,the cost for the Base Can Extensions is$300.
• SkV Cable and Splice Kits
Provide and install approximately 450 LF of cable and 24 splice kits. The contractor's unit prices of$1.15
per LF of cable and $16.35 per each for splice kits are within the industry standard for this item of work.
For the estimated quantity of 450 LF of cable and with splices,the cost is$909.90.
• Threshold Lights
Install 18 Airport provided threshold light fixtures.
For the element of work,there is not cost for materials.
• Threshold Lens
" Provide and install 18 threshold lenses. The contractor's unit prices of$63.95 per each is within the
industry standard for this item of work.
For the quantity of 18 Each of threshold lenses,the cost is$1,151.10.
• .Labor
The labor effort matches the contractor's effort to accomplish this task. The labor rate of$75 closely
matches the labor rate of$77.91 from the 2012 Friday Harbor Airport project.
• Equipment
Equipment rates were established using the 2003/2004 NECA Tool and Equipment Schedule. On-site
durations match field observations. Equipment total charge of$346.47 is lower than the billing rates
from the February 2013 NECA rates schedule.
Temporary Threshold Lighting change order price from ICON Materials $10,715.67
Conclusion: The requested change order amount is a fair and reasonable estimate for completion of the
Temporary Threshold Lighting system.
