Concluding, Ms. Mathias explained that the City adopted the moratorium

AUDIENCE COMMENT Howard McOmber(Renton) announced that the warm-up program at St. Luke's
Citizen Comment: McOmber— Episcopal Church has been in operation for one year. He explained that the
Cold Weather Shelter church opens its doors every morning and invites people to come in and have a
cup of coffee. He thanked everyone who volunteers for the program. Mr.
McOmber also thanked City officials and staff for opening the Cold Weather
Shelter at the Harambee Center over the weekend. He also noted that local
churches are collecting unused coats, hats, scarves, and other cold weather
clothing for distribution to the needy.
Citizen Comment: Del Duca— Dan Del Duca (Seattle)stated that he represents a client who owns a property

PUBLIC HEARING 1 This being the date set and proper notices having been posted and published in
�': accordance with local and State laws, Mayor Law opened the public hearing to
s consider the six-month moratorium on new residential development within the
�f2`12��•�Q,S CA(Commercial Arterial)and RMF (Residential Multi-family)zones, except
within the City Center Community Plan Area.
Senior Planner Angie Mathias reported that Council established a moratorium
on the acceptance of applications for residential development in the CA
(Commercial Arterial)and RMF(Residential Multi-family) zones on November 3,
2014. She reported that the City Center Community Planning Area was exempt
from this moratorium.
Ms. Mathias reported that the RMF zone is exclusively a multi-family zone and
does not allow commercial uses within it. She reported that the RMF zone
allows a density of up to 25 dwelling units per acre. She displayed a map
indicating where the RMF zones are located throughout the City. Additionally,
Ms. Mathias reported that the CA zone requires a mixed-use component in
order to have residential development. She reported that the CA zone allows
density up to 60 dwelling units per acre. She displayed a map indicating where
the CA zones are located throughout the City.
Ms. Mathias reported that high density residential development requires
extensive planning and significant investment in infrastructure and services,
especially transportation. She displayed a map of the City's regional growth
center, as designated by the Puget Sound Regional Council,and reported that
the City has made significant infrastructure investments in this area. She
reported that two other areas,the Sunset Community Area and the City Center
Community Planning Area, have also received considerable infrastructure
investments. Ms. Mathias reiterated that the City Center Community Planning
Area was specifically exempt from the moratorium. She added that the Sunset
Community Area was not exempt from the moratorium because its zoning
designation is mostly Center Village and is not affected by the moratorium.

NOTICE IS HEREBY GIVEN that the Renton City Council has fixed the 1st day of
December, 2014, at 7:00 p.m. as the date and time for a public hearing to be held in the
seventh floor Council Chambers of Renton City Hall, 1055 S. Grady Way, Renton, 98057,
to consider the following:
The six-month moratorium on residential development within the CA
(Commercial Arterial) and RMF (Residential Multi-Family) zones, except
within the City Center Community Plan Area.
All interested parties are invited to attend the public hearing and present written or
oral comments regarding the proposal. Written comments submitted to the City Clerk

Residential Development in`� public hearing on 12/1/2014 to consider the moratorium on residential

Fire: 2014 Emergency Fire & Emergency Services recommended approval of an agreement with the
Management Program, EPMG Washington State Military Department to accept Department of Homeland
Grant Funds Security Emergency Management Performance Grant(EPMG)funds in the
amount of$53,167 to support the emergency management program;and
recommended adjusting the budget as necessary. The total grant amount
(budgeted and unbudgeted) is$88,167. Council concur.
Lease:Term Extension, Transportation Systems Division recommended approval of Amendment No. 1
Landing Gear Work, LAG-13- to LAG-13-005,with Landing Gear Works, LLC, increasing their leased area and
005 extending the expiration date for an additional 18 months to 8/31/2016. Refer
to Transqortation (Aviation)Committee.

AUDIENCE COMMENT Beth Asher(Renton)thanked City officials for opening the Harambee Cold
Citizen Comment:Asher— Weather Shelter during the recent snap of cold weather. She shared stories of
Harambee Cold Weather helping people during the cold weather. She added that the Harambee shelter
Shelter is open from 8 p.m.to 8 a.m.
Councilmember Palmer added that Harambee is also one of the few shelters
that allow men,women, and families. She stated that the organization has
separated facilities. She thanked everyone who volunteers to support the
shelter.

SUMMARY OF ACTION:
On November 3, 2014, Council adopted a resolution establishing a moratorium on residential

The Preliminary Sunset Neighborhood Park Master Plan was presented to the
Board of Park Commissioners on October 14, 2014. The Board of Park
Commissioners recommended the Sunset Neighborhood Park Master Plan be
adopted with the recommendation forwarded to the City Council.
The Committee ofthe Whole recommends concurrence in the Board of Park
Commissioners' recommendation to adopt the Sunset Neighborhood Park
Master Plan.

Councilmember Corman expressed gratitude for the impressive work the
Community Services Department and the Park Board have done on the Sunset

the administration and Council have received numerous phone calls from
citizens expressing concern about traffic issues in Renton. He added that
residents are also concerned that the City is allowing apartments to be built in
areas where there is no public transportation and street improvements. Mayor
Law further expfained that the purpose of the moratorium is to provide Council
an opportunity to have a meaningful discussion on this topic at their upcoming
retreat.

Neighborhood Park Master November 23, 2009. The Master Plan represents a collaborative effort between
Plan multiple City departments, public and private partners, and the community to
provide opportunities for active and healthy lifestyles;environmental

SUMMARY OF ACTION:
The City is in the process of updating the Comprehensive Plan. As part of that process,the City is
analysing, evaluating, and considering changes to zoning and the allowed uses in some areas of the
City. In some areas, a moratorium is appropriate to ensure there is not a significant increase in the
number of applications for development as the City engages in the process of analysis, review, and
consideration of potential amendments to the allowed uses and zoning. Residential development that
occurs away from central areas that have appropriate or planned infrastructure for pedestrians, are well
served with transit, or plan to be, and have goods and services in close proximity encourages residents
to rely on their cars. This type of residential development does not help the City fulfill its vision and
places additional burden on the road network and service delivery.
STAFF RECOMMENDATION:

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, ESTABLISHING A
MORATORIUM ON ACCEPTING APPLICATIONS FOR RESIDENTIAL
DEVELOPMENT WITHIN THE CA (COMMERCIAL ARTERIAL) AND RMF
(RESIDENTIAL MULTI-FAMILY) ZONES, EXCEPT WITHIN THE CITY CENTER
COMMUNITY AREA AND FOR PREVIOUSLY APPROVED AND VALID LAND USE
APPLICATIONS.
WHEREAS, the City is engaged in the process of updating its Comprehensive Plan and is
reevaluating the Land Use designations and zones and the allowed uses and densities of those
designations and zones; and
WHEREAS, the City has a Designated Regional Growth Center where the City intends to
accommodate a significant amount of residential and employment growth because the Growth
Center has existing and planned infrastructure to accommodate such growth;and
WHEREAS, other areas of the City are increasingly challenged to provide adequate
public facilities and services to accommodate high density growth and the City would like
adequate time to review the appropriateness of allowing high density away from central areas
not associated with the designated Regional Growth Center; and
WHEREAS, under state law, the City has the authority to establish moratoria on
accepting applications for development;and
WHEREAS, the City Council has determined that there is a need for a moratorium on
accepting applications for residential development within the CA (Commercial Arterial) and
RMF (Residential Multi-Family) Zones, except within the City Center Community Area and for
previously approved and valid land use applications;and

WHEREAS, the City Council will hold a public hearing within sixty (60) days of the
passage of this resolution;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals as findings are found to be true and correct in all
respects.
SECTION II. The City Council hereby declares a moratorium upon the submission,
acceptance, processing or approval of any applications for residential development within the
CA (Commercial Arterial) and RMF (Residential Multi-Family) Zones, except within the City
Center Community Area and for previously approved and valid land use applications.
SECTION III. The interim zoning control set forth herein shall be in effect until May 3,
2015, unless subsequently extended by the City Council pursuant to state law.
SECTION IV. A public hearing will be held within sixty (60) days of the passage of this
resolution.
