SUMMARY OF PROPOSED CHANGE:
Reason/Justification:The final accepted quantities for bid items 11 HMA, 17 Cement Conc.Sidewalk and 22 Vehicle Induction Loop
Detector were less than 75-percent of their original plan quantities.Accordingly,per Section 1-04.6 of the Standard Specifications,payment
may be adjusted upwards for each of those bid items subject to conditions listed in that Section.Negotiated increases,based on
justification included in attached letters of June 13,2011,with clarification for bid items 11 and 17 immediately below,are as shown below:

37.5 TON-15 TON=22.5 TN for which contractor lost equiv.of$50/TON per letter of June 13,2011.This translates to
$50/TON x 22.5115=$75/TON to be added to unit price of installed HMA Asphalt,=$75/TON x15 TON=$1,125.00

97.5 SY-13 SY=84.5 SY for which contractor lost equiv.of$7.50/SY per letter of June 13,2011.This translates to
$7.50/SY x 84.5/13=$48.75/SY to be added to unit price of installed Sidewalk,=$48.75/SY x13 SY=$633.75

Dear James,
I appreciate your acknowledgement of the venue to negate the negative impacts that
unrealized quantities create. With regard to Bid Item No. 11(asphalt) and Bid Item No. 17
(Sidewalk) reductions in scope, I believe the following is an equitable proposal:
A) Project Overhead Costs— 12.5%of bid item price.
B) Crew time loss of efficiency based on reduction of billable work(short pours) due to
reduction in scope. — 12.5%of bid item price.
Combined, the negative impact created by reduction of scope is 25%of the bid item price for
asphalt and sidewalk work.
Bid Item No. 11 —Asphalt—Original Bid Item Quantity and Price=50 TN@ $200/TN. 7590
of 50 TN original quantity=37.5 TN. 25% of$200 bid item price= $50.00. Quantity installed
=30 TN, less 15 TN added by change order= 15 TN adjusted total.

In response to your e-mail dated 5/27/11 regarding significantly Iess quantities installed for
bid item No. 22 —Vehicle Induction Loop Detector, please find attached a letter from the
Electrical Subcontractor, MT Electric.
Per their attached letter, they are seeking an increase price adjustment in the amount of
$750.
Please review MT Electric's request and advise.

RE: Unit price adjustment for decreased quantities
David,
The Bid Item 22,Vehicle loop induction detector quantity was decreased from 9 EA to 3
EA or 66%. Due to the decrease and inefficiency of man power and equipment involved
to install 3 loops for only$1,500,MT Electric Requests an increase in Unit cost of 33%
to$750 EA.Net result is still a 50%decrease in total cost for the bid item. Also the
roadway suffers less saw cuts to its surface. We feel that this is an agreeable equitable
adjustment.
Original 9 EA @ 500 =$4500 T.
Decreased 3 EA @ 500 =$1500 T.
Adjusted 3 EA @ 750 =$2250 T.
Please let us know if this is acceptable.Even at this price we are not covering our real
costs for 24MH plus equipment.
