All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:

Highlands to Landing Pedestrian Connection
Exhibit A- I Scope of Work
Introduction and Background
This project will provide for pedestrian connectivity between the Highlands neighborhood and the
recently constructed Landing shopping area, as well as Gene Coulon Memorial Beach Park (Coulon
Park). Interstate 405 separates the neighborhood from these two areas, and no pedestrian facilities
exist along NE Park Drive east of 1-405 to Garden Avenue N. An informal trail does connect
pedestrians towards the Park,but it is partially on private property and is not accessible for
physically challenged pedestrians.
The City also has two other projects currently under design, one to improve truck movements at the
NE Park Drive/Garden Avenue N intersection, and the other to connect eastbound bicycle traffic
from NE Park Drive to the Houser Way N trail system,via a multi-use trail along the north side of
Lowes's property. The Highlands to Landing Pedestrian Connection project will be coordinated
with these projects, and may incorporate the bicycle trail project in to the construction documents.
Additionally, the design of this project may also require coordination with the design of the
Southport project by private development.
The project goals are as follows, and are listed in order of importance:
• Provide accessible pedestrian facilities to link the urban centers of the Highlands neighborhood
with the Landing;
• Design a project that fits within a budget of$1.5 million construction cost to enhance likelihood
of obtaining funds for project;
• Comply with Complete Streets initiative as feasible with planter strips to separate pedestrians
from traffic as the highest priority.
Phasing
The project will be accomplished in three phases:
Phase I—Preliminary Design
Phase 1 is underway and includes gathering data,performing topographic survey and right-of-way
resolution,identifying and prioritizing project goals,looking at alternatives to meet the goals, and
preparation of an alternatives analysis memorandum.
After the City determination of which alternative to go forward with, Otak will continue gathering
data and proceed with the development of the design to the 30 percent design level. Environmental

data will be compiled and technical memoranda will be prepared to document existing conditions
and project impacts for each project element,including sensitive areas,roadway storm runoff,
traffic,geotechnical,utilities, and construction staging. This documentation will be assembled into a
design report.
As the preferred alternative has been selected, the following scope of work for Phases 2 is presented
for City review and contract processing.
The work in Phase 2 will be completed within ten months from Notice to Proceed.
Phase 2— Final Design and Permitting
No right-of-way acquisition will be needed for this project, and environmental issues are minor. The
final design and construction documents (plans, special provisions, and engineer's estimate) will be
prepared in accordance with the City and WSDOT Standards. Environmental documentation and
permits will be prepared and submitted in Phase 2 to obtain necessary permits for construction.
Phase 3 — Construction Support
Upon completion of Phases 1 and 2, Otak may assist the City with review of Contractor submittals,
shop drawings, evaluation of change proposals, and responding to questions from the City and
Contractor, as directed by the City.

Work to be Performed by Subconsultants
The following work will be performed by subconsultants:
• Traffic analysis, signal design, and illumination design by Transportation Engineering Northwest
(TENW)
• Geotechnical investigations and analysis by GeoEngineers
• Cultural resources investigation and analysis during Phase 2,if needed by an as yet undetermined
subconsultant.
Items and Services to Be Furnished by the City
The City will provide the following items and services to Otak. Otak is entitled to rely on the
accuracy and completeness of this and other data furnished and represented by the City and others.
• Coordination with the South Lake Washington Roadway Improvements Project D 2030 ID
4012 Project.
• Any additional available as-built drawings and information on other projects in the immediate
vicinity.
• Traffic counts for pavement design.
• Any additional available traffic data and models for traffic analysis and signal design.
• Rights-of-entry upon all lands necessary for the performance of the work if any.
• Timely reviews of submittals at the mutually agreed upon times set forth in the project schedule
and the consolidation of all review comments by others onto one review set prior to return to
Otak.
• Payment of all review and/or permit fees.

PHASE 2—FINAL DESIGN AND PERMITTING
6.0 Project Management
6.1 Project Management and Coordination
Otak will manage contract issues, coordinate execution of the project, and meet periodically with the
City project manager and City staff. Some of the tasks include:
• Developing the project schedule and updating it as changes occur.
• Meeting with the City project manager and/or staff periodically.
Otak's project manager will provide direction to the project team,including subconsultants, and
conduct project coordination meetings with appropriate task leaders. The project manager will
monitor the project planned budget versus actual progress and take corrective actions if necessary.
Otak will prepare and submit monthly invoices and a brief progress report to reflect progress over
the last billing period and anticipated activities over the next billing period.
6.2 Quality Assurance/Quality Control (QA/QC)
The project work will receive quality checks at appropriate junctures in the progress. Specifically, the
design plans, cost estimates, technical memoranda, and reports will be reviewed by at least one
senior design team member with knowledge of the subject matter and by Otak's Project Manager or
Principal in Charge.
Assumptions:
• Otak's Project Manager will meet face to face with the City Project Manager/engineer on as-
needed basis. For budget purposes, Otak will assume three meetings, excluding kick-off meeting.
Meeting time for the Project Manager and Principal In Charge is budgeted under this task.
• Internal project team coordination meetings will be held on a monthly basis during the project
duration.These meetings will be in addition to the coordination meetings held with the City, but
budgeted as part of the specific work tasks.
• QA/QC will be required for approximately permit applications, four submittals of
channelization plan, three submittals of deviation requests, three submittals of plans,
specifications, and cost estimate, and two technical memoranda.

7.0 External Coordination
7.1 WSDOT Coordination
As the project is located within WSDOT's limited access area for I-405, all project elements require
WSDOT approval. Otak will coordinate with WSDOT throughout the project duration. During
Phase 2,it is assumed that this coordination will involve up to four (4) meetings with the WSDOT
liaison or other decision makers.Additional communication will be conducted by telephone and
email. Telephonic communications will be documented and email records will be preserved.
Coordination will be needed on the following topics:
• Bridge modifications
• Channelization plan and deviation approval
• Highway and Local Programs coordination related to federal funding requirements
• Review of 60%, 90% and 100% design plans and 90% and 100% specifications.
• General permit application

7.2 Utility Coordination
Otak will continue communications with franchise utility companies through Phase 2 to verify status
of the existing facilities, and to discuss any potential impacts to utilities,including relocation,
generated by the project. Impacts to franchise utilities are expected to be minor. Telephonic
communications will be documented and email records will be preserved.
8.0 Supplemental Basemapping
Otak will supplement the field survey performed in Phase 1 by continuing the survey along the
north edge of NE Park Drive from Bridge 900/23 to the intersection with Garden Avenue N
(roughly Project Stations 52+00 to 59+00). Full survey will include an area approximately 50 feet
wide,including the north travel lane, shoulder of the roadway and adjacent slope areas. Additionally,
superficial features will be surveyed in the intersection of NE Park Drive and Garden Avenue N to
50 feet on three legs and to 200 feet on the Lake Washington Boulevard leg, measured from the
intersection.
Field survey will include utility locates, existing surface features,including topography breaks,
pavement and other hardscape, trees over eight inches in diameter, utilities,invert elevations and
pipe dimensions, and boring locations if any. Survey of storm drainage facilities,including measure
downs,will extend at least one structure upstream and downstream beyond the project limits. The
base map will be updated showing existing planimetric features with contour lines at one-foot
intervals, compiled at a scale of 1 inch equals 20 feet.

It is assumed that traffic control plans submitted and approved during Phase 1 will be adequate for
Phase 2 survey work. Otak will provide traffic control services through a contractor and coordinate
with the City and WSDOT in advance of beginning survey work as required by permit conditions.
One additional day of field survey and basemapping is included in the fee estimate to pick up
additional information during design.

Assumptions:
• The City will provide the any additional existing information and requirements relevant to the
project as available,including current GIS data, as-built drawings, other City projects in the
vicinity including existing survey files in AutoCAD format, and information on City-owned
utilities.
9.0 Geotechnical Investigation (GeoEngineers)
The purpose of GeoEngineers' services is to provide design level geotechnical recommendations
specific to the selected preferred alternative design for the project's Final Design and Permitting—
Phase 2. GeoEngineers' specific scope of services includes the following tasks:
• Review geologic maps, topographical maps, and available geotechnical reports of the site and
vicinity in our database;and obtain and review geotechnical data available from the City of
Renton and WSDOT archives.
• Prepare an exploration plan for three or four proposed shallow borings. This information will
be submitted to the City of Renton and/or WSDOT in order to obtain necessary rights-of-
access and permits,if required.
• Locate and clear existing utilities at the boring locations. We will contact the One Call Utility
Locate Service before beginning our explorations.
• Explore subsurface soil and groundwater conditions by complete three or four borings using
limited access track- mounted hollow-stem auger drilling equipment to depths of up to 15 feet
deep below the existing ground surface. The borings will be completed at key improvement
locations (walls,luminaire poles,pavements, etc.) to be determined.
• Drilling of the borings will be performed under the direction of one of our engineers or
geologists,who will classify the materials encountered, obtain representative samples of the
various soils, and develop a detailed log of the explorations. The samples will be sealed and
returned to our laboratory for reexamination and testing.
• Perform laboratory tests on samples obtained from the borings. The laboratory tests may
include moisture content determination,Atterberg Limits, and sieve analyses, as appropriate.
• Evaluate pertinent physical and engineering characteristics of the soils based on the results of
the field exploration, laboratory testing and our experience, and provide conclusions and
geotechnical recommendations for the following:

- Earthwork and site preparation. We will include an evaluation of site soils for use as
structural fill and gradation criteria for imported fill, as appropriate. This will include an
evaluation of the effects of weather and/or construction equipment on site soils and
mitigation of unsuitable soil conditions.
- Considerations for temporary excavation support and permanent slopes.
- Seismic design criteria based on the AASHTO guidelines.
- Considerations related to groundwater conditions including anticipated seasonal fluctuations.
- Guideline recommendations for sedimentation and erosion control during and following
construction, and permanent site drainage.
- Comment on any anticipated construction difficulties identified from the results of our site
studies and from our experience on projects at similar sites.
- Guideline pavement design recommendations. We will also provide a summary of the
existing pavement thickness as encountered in the borings.
- Lateral soil bearing pressures for design of drilled shaft foundations for proposed luminaire
poles in accordance with Washington State Department of Transportation (WSDOT) design
guidelines.
- Appropriate design capacities and lateral restraint for the planned retaining wall support.
• Provide consultation and attend meetings, as requested.
• Prepare a report documenting our services. A draft report will be issued for review and the
report will be finalized following receipt of review comments from the project team.
Deliverable:
• Draft and Final Geotechnical Memorandum
Assumptions:
• GeoEngineers will attend up to two design team meetings.
• This scope covers only Phase 2-Final Design and Permitting and does not include construction
support services. Subsequent scopes will be developed for future phases of the project to
include construction support services as requested.
• GeoEngineers will prepare exploration and traffic control plans and permit applications on
behalf of the City of Renton if required. The City of Renton will submit the permit applications
and pay associated fees as well as applications for right-of-entry to private property that may be
necessary to complete the explorations.
• GeoEngineers have not budgeted for the removal and disposal of the drilling spoils in
anticipation that we will be able to leave the waste soil on site.
• Traffic control services will be required to complete explorations within road/shoulder areas.
GeoEngineers assumes that the work will be coordinated so that drilling occurs while the survey
crew is on site which will allow us to take advantage of the traffic control and private utility
locate services being provided for the survey. Based on our understanding of the project
constraints,we anticipate that traffic control can be maintained using signs and cones only and
that flagger(s) will not be needed. We assume that notification of at least 2 weeks will be
provided to schedule drilling to overlap with survey activities.

10.0 Environmental Documentation and Permitting
10.1 SEPA Checklist, ECS, and ESA compliance
Prior to the 60% submittal a draft SEPA checklist will be prepared and submitted to the City for
review. Comments will be incorporated and the SEPA checklist will be delivered to the City for
their use and processing.
Endangered Species Act (ESA) compliance and Section 106 compliance is required due to federal
funding in the project. After completion of the 60%PS&E plans and SEPA determination is made,
an Environmental Classification Summary (ESC) for NEPA compliance,including documentation
necessary for compliance of the ESA,will be prepared. Plans must be sufficiently complete so that
construction impacts can be ascertained as part of the "effects determination". A field review will be
performed to verify the impacts assessment.
10.2 Section 106 Compliance (may be done by a subconsultant—to be determined)
Prior to the 60% submittal,Area of Potential Effects (APE) documentation will be prepared and
submitted through WSDOT Highway and Local Programs (H&-LP).At this point, H&LP may
determine that a cultural resource investigation is required. The fee estimate assumes that it will not
be required,but a contingency line has been added to address the possibility.
Assumptions:
• The project will result in a No Effects determination for ESA compliance
• A Letter of No Effects may be required for ESA compliance per WSDOT standards and
protocols
• The project will be exempt from a cultural resource investigation.
• No other permits or buffer mitigation for John's Creek will be required.
• The City will be responsible for all permit fees.

11.0 Final Design
11.1 Stormwater Technical Information Report (TIR)
Based on information determined during Phase 1, detention will not be required.Water quality
improvements will also not be required, based on the assumption that the improvements in the
intersection of Garden Avenue N are accomplished by the City's intersection improvement project.

These assertions will be factually demonstrated in the Preliminary Hydrologic and Hydraulic
Technical Memorandum to be submitted as part of Phase 1.
A Technical Information Report required by the 2009 King County Surface Water Design Manual as
amended by the City or Renton will be prepared and submitted at approximately the 60% design
level for City review. Comments will be addressed and incorporated into a final version.

11.2 Channelization Plan and Deviation Requests
Otak will prepare a channelization plan showing proposed channelization. The plan will be
submitted to the City and to WSDOT for review and comments,with up to three review cycles by
WSDOT. A deviation request will be prepared for shoulder width/shy distances and submitted to
the City and to WSDOT for review and comments with up to two review cycles by WSDOT.
Deliverables:
• Up to three (3) draft channelization plans and one (1) final mylar channelization plan.
• Up to two (2) draft deviation requests and one (1) stamped and signed final deviation request.
11.3 Bridge Load Rating Report
Otak will perform a bridge load rating to evaluate the adequacy of various structural elements to
carry predetermined applied loads.The bridge load rating will be performed in accordance with the
WSDOT guidelines specified in the Bridge Design Manual,which includes Load Resistance Factor
Design (LRFD) and Load Factor Design (LFD) methods. The summary of the results will be
reported in the WSDOT's Bridge Rating Summary sheets and submitted along with calculations.
The bridge load rating report will be submitted with the 90% plans for review and comment from
the City and WSDOT.Any comments will be addressed in the 100% design, and a revised report
will be submitted to both agencies for documentation purposes.

The project lies entirely within WSDOT's limited access right of way and all project elements are
subject to WSDOT's review and approval, and therefore,WSDOT design standards apply. Certain
elements may be designed to City of Renton standards upon agreement with WSDOT.
When City of Renton standards exceed WSDOT standards, COR standards apply,including the
City's Complete Streets code to the extent feasible. It has already been determined that bicycle lanes
are not feasible for this project.Additionally, the City of Renton has given direction on priorities
related to project elements that would exceed WSDOT design standards, as described in the
Meeting Summary of July 22, 2011.
Plans will be submitted at the 60%, 90% and 100% design levels for review and comment by the
City and WSDOT. Comments will be addressed and resolved with the reviewer. For each submittal,
it is estimated that eight (8) copies will be provided to the City and .pdf format via ftp site to
WSDOT. Each submittal can also be made available in .pdf format if requested.
The 60%plans will be submitted after the first review cycle of the channelization plan and
deviations request has been completed.
11.4.1 Civil Design
Otak will prepare plans for roadway elements including paving, channelization, drainage, sidewalk,
signing,guardrail, temporary erosion and sediment control (TESC), demolition, survey and
alignment control, traffic control, and details as further described in the estimated sheet list above.

11.4.2 Structural Design
Otak will prepare bridge modification plans to remove and reconstruct the north railing from Bridge
900/23 to gain additional width for a sidewalk on the bridge. The new railing will be a crash-tested
railing. Otak will also prepare retaining wall plans. It is estimated that there will be up to three (3) fill
walls and one (1) cut wall. Otak will also design traffic barrier to be flush with the existing bridge
columns under I-405.
11.4.3 Signal and Illumination Design (TENV)
TENW will prepare 60%, 90%, and 100%plans, specifications, and cost estimates for the following
project components:
• Signal modification to the future signal that will be constructed at the Park Avenue N/Lake
Washington Bouelvard/Garden Street intersection by another intersection project.
• Signal modification at the existing WSDOT Park Avenue N and I-405 Southbound Ramps
intersection to accommodate new ADA compliant ramp,pedestrian heads/pushbuttons, and
potential signal equipment upgrades.
• Roadway illumination (prepare illumination levels at up to five separate existing luminaries that
may require relocation,reconstruction, or modification to existing street illumination system
along project length.
• Pedestrian illumination (per City of Renton standards, consistent with the 3rd/4th corridor
project) along the entire length of the project.
11.4.4 Landscaping and Irrigation Design
Otak will prepare landscaping and irrigation plans and details for planter strips and edge restoration.
Assumptions:
• The South Lake Washington Roadway Improvements Project D 2030 ID 4012 will be
constructed first—and will incorporate design changes recommended and designed by this
project.
• If this project is constructed before the South Lake Washington Roadway Improvements Project
D 2030 ID 4012, additional design and construction costs will be necessary to modify the
existing signal to accommodate the proposed pedestrian crossing of Lake Washington Boulevard
at NE Park Drive. The additional design costs have not been included in the attached estimate.

• Plan sheets as described in the estimated sheet list above (8 half-size copies and .pdf format)

12.0 Specifications
Otak will provide complete contract provisions,including updating of the City's boilerplate to
specific project conditions, current amendments, special provisions, and appendices as needed.

Contract provisions will be provided to the City for review at the 60-percent, 90-percent and 100-
percent design levels. The 60-percent submittal will contain an outline of special provisions required
as a minimum. The 90-percent and 100-percent submittals will contain all sections of the contract
provisions.
Assumptions:
• The City will provide the boilerplate language for the Call for Bids, Proposal and Contract
Document sections of the contract provisions.
• The contract documents will be based on the 2012 edition of WSDOT/APWA Standard
Specifications, current amendments, City of Renton requirements, and WSDOT General Special
Provisions.
• If needed, the City will provide the City's general special provisions, updated to the 2012
WSDOT Standard Specifications.
Deliverables:
• Bid item list and list of Special Provisions at 60-percent design (8 copies and .pdf format)
• Contract provisions at 90- and 100-percent design (8 copies and .pdf format, and MS Word
format for final)
13.0 Cost Estimates
Otak will compile the quantities and opinion of probable cost (i.e., engineer's estimate) at 60-, 90-
and 100-percent level design for submittal to the City. The estimate will be prepared using historical

14.0 Public Outreach
The City will lead the public involvement effort for this project. Otak will support the City's efforts
by attending community meetings (up to two), and preparing presentation materials consisting of
engineering plans and graphical representations that illustrate the design.

Assumptions:
• It is assumed that there will be two meetings for the project—one at the end of the 30% design
(beginning of Phase 2) and another before the start of construction.
• The City will provide location and materials needed for the meetings,including meeting notices,
handouts, sign-in, and comment sheets.
15.0 Assistance during Bid Period
Otak will provide responses to bidders' questions and assistance to the City,including:
• Assisting City in responding to engineering questions from Bidders.
• Interpreting and clarifying the bid documents.
• Assisting the City preparing contract addenda.
• Assisting the City Project Manager in evaluating the bids.
• Providing a recommendation on award of the contract.
Assumptions:
• It is assumed that no pre-bid meetings or pre-bid submittals will be required.

PHASE 3 - CONSTRUCTION SUPPORT
(The following scope outline may be incomplete, and is presented for informational purposes only.)
If requested by the City, at the completion of Phase 2 Otak will provide the following services
during the construction phase of the project. A fee estimate for Phase 3 has not been included.
16.0 Project Management
Otak will manage contract issues, coordinate execution of the project, and meet periodically with the
City project manager and City staff. Otak's project manager will provide direction to the project
team,including subconsultants. The project manager will monitor the project planned budget versus
actual progress and take corrective actions if necessary. Otak will prepare and submit monthly
invoices and a brief progress report to reflect progress over the last billing period and anticipated
activities over the next billing period.
17.0 Construction Assistance
• Review of Contractor submittals;
• Review of shop drawings;
• Evaluation of change proposals;
• Responding to questions from the City and Contractor
