Incorporated in these drawings are the modifications discussed between myself with both yourself and Ms. Janette Samek-McKague. We have as built and located the existing trees along the west property line, and have adjusted the parking configuration accordingly. In addition, the plan drawing has been revised to show the existing asphalt paving in the southeast corner to remain except at the areas where vehicle access along N. 6th St. is to be removed. We have also indicated existing manholes and miscellaneous utilities on site. In addition to changes made to the proposed temporary parking layout, we are providing a conceptual permanent parking scheme per your request. In accordance with our discussion on obtaining deferrals on various improvements to this site, we have contacted Ms. Pat Porter with the Board of Public Works. It is our understanding that prior approval of the permit drawings by the Building and/or Planning divisions must first take place before any application for deferrals can be submitted to the Board for their review. It's to the best of our knowledge that with the resubmittal of these drawing, all outstanding issues from both the Building and Planning divisions have been satisfied. Upon conditional approval of the permit drawings, we shall submit to the Board of Public Works an application requesting deferral of improvements to landscaping/irrigation and on paving material. These pollutants enter the rivers and streams through storm run-off systems . Most run-off system designs consist of underground pipes leading to either underground detention vaults or detention ponds designed to prevent downstream flooding. Unfortunately, even with oil/water separators, these systems • concentrate pollutants, then discharge them to the receiving waters. Therefore, some means to remove typical urban-related pollutants is necessary in addition to the standard oil/water separators . This can be accomplished by designing shallow grass-lined swales leading to open detention ponds large enough to establish vegetation within them. It is that vegetation, acting in concert with the grass-lined swales, which create a bio-filter . E & H Properties indicate in their environmental checklist that no run-off will be generated by their proposed temporary parking lot for the Park Plaza Office Building. Compaction of the underlying soils will increase the imperviousness of the area in use . This will increase the amount of surface run-off in the immediate area. Additionally, deposition of oils and gas from vehicles utilizing the parking lot will occur . These pollutants will unfortunately be part of the storm water run-off . :y "- 3 - ,. The proximity of the Cedar River to the proposed Boeing Hazardous Materials Staging Center is of concern. As you are aware, the Cedar River is one of the more productive salmonid waters in the state . Precautions against spills, and improper drainage should be stressed. A drainage plan for the 25 year storm may be inadequate in light of the changing weather patterns the Pacific Northwest has been experiencing, and is predicted to dbntinue experiencing. The Washington Department of Fisheries wilt interested in the proposed drainage plan for this project. An Hydraulic Project Approval will be required for any work within the ordinary high water mark of state waters, including storm water run-off outfall .
