Description of Work
Add scope of work and budget for additional environmental services,sampling,testing and monitoring due to contamination

(JUT,storm system,etc.)to minimize excavation in areas with contaminated soil and groundwater.
The Local Agency of City of Renton
desires to supplement the agreement entered into with KPG, Inc.
and executed on 10/05/2009 and identified as Agreement No. CAG-09-170
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby revised to include:
Attached Exhibit A-1 for Supplement No. 4.

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for
completion of the work to read: No change.

Section V, PAYMENT,shall be amended as follows:
Authorize maximum amount payable shall increase by$243,000.16 to a new maximum amount payable of
$ 4,185,509.16,as set forth in the attached Exhibit E-1 for Supplement No. 4.

Construction Services—Environmental Monitoring During Construction

Scope of Work
A. Project Description
The purpose of this supplement is to add scope of work and budget to the contract, for
additional environmental services, due to conditions encountered during construction
of the Rainier Ave S project. The extent of contamination encountered on the corridor
thus far, is beyond the levels and areas anticipated for the project. Therefore,
additional sampling,testing and monitoring is required,to determine the extents of the
contamination and concentration levels. This is required in order to secure approval
from the Department of Ecology to remove and properly dispose.of these contaminated
materials as part of the project construction. Included with this supplement is budget
for design revisions to relocate facilities(JUT, storm system, etc.)to minimize excavation
in areas with contaminated soil and groundwater.
This scope and fee will serve as Supplement#4 of CAG#09-170. The Consultant Fee
Determination is attached to this scope of work and is labeled Exhibit E-1.
B. Deliverables
Consultant deliverables are described in Task 14 of the Scope of Work.
C. Proposed Schedule
The proposed work as defined in this scope shall continue until December 31St, 2014.
E. Scope of Work
Task 14—Construction Services
This task covers the effort required to manage the contract and to assure that the
project meets the City's expectations for schedule, budget, and quality of product.
Effort included.under this task is as follows:
14.1 Management and Support—The Consultant shall manage, provide progress
reports, and support Widener&Associates and GeoEngineers with providing

material quantities and exhibits to the environmental team during the
monitoring and testing activities during construction until December 2014.
14.2 The Consultant shall provide design revisions to the City and Construction
Management Team where deemed appropriate by the City. These revisions will
be based on the location,type, and concentrations of contaminated material
found. These design revision may include the following:
• Relocation of the joint utility trench alignment
• Revise stormwater pipe connections, structure types, and backfill material
• Revise depth of excavation in areas where possible and exposed to
contaminates
14.3 Environmental Services (Widener&Associates)—The Consultant shall provide
the services and deliverable outlined in Exhibit G-1 attached to this scope of
services. The Fee under this task in outlined in detail in Exhibit G-1.
14.4 Construction Observation and Chemical Analysis(GeoEngineers)—The
Consultant shall provide observation of the excavation of contaminated soil
activities and obtain samples for chemical analytical testing per the original
contract. This task expands the area of which these activities are occurring as
well as amends the original scope and is defined in Exhibit G-1. The Fee under
this task in outlined in detail in Exhibit G-1.
Deliverables:
• Project schedule and necessary updates
• Monthly progress reports and invoicing
• Provide exhibits and quantities to support environmental monitoring efforts
• Additional deliverables are outlined in Exhibit G-1

Task 14.3—Environmental Services
CONSULTANT will perform the following Construction Support and Permit Compliance for the Project as
follows:
1. Project Management
a. Monthly Reporting and Invoicing.
2. Permit Compliance
a. Monitor SWPPP for compliance with Construction Stormwater General Permit for
duration of Project.
b. Deliver electronic link to Biological Assessment updates every six months,as required
for duration of Project.
c. Monitor noise for compliance with noise variance requirements and assist with analysis
if determined to be out of compliance.
3. Construction Support
a. Construction Outreach Planning Meeting-Present and discuss the Public Outreach Plan
at a meeting with City, KPG and Construction Management Consultant. CONSULTANT
will refine and prepare a final document describing the outreach plan for use by the
City, Construction Management Consultant and Contractor.
b. Property Survey/Assessment of Needs—CONSULTANT.will prepare and deliver a
preconstruction survey to property owners(up to 45 businesses)along the construction
corridor to inquire about special needs and access, business hours and deliveries,
residents with disabilities, medical problems,construction sensitivities,power and
water interruptions for utility changeovers,and other concerns.The survey will help
identify potential construction mitigation options.The survey will be conducted by
CONSULTANT,and may be accompanied by the City, KPG and Construction
Management Consultant.
c. Survey Matrix—CONSULTANT will create a matrix indicating all affected properties
along the corridor, showing site access and contact information that can be updated
with information from the preconstruction survey, property owner commitments,
easement restrictions, utility adjustment,and property restoration needs,and used to
track any as-built information for each property owner.

• Construction Hotline—CONSULTANT will set up and maintain a dedicated community
hotline,24 hours a day,7 days a week,for construction concerns.
4. Hazardous Materials Identification-Provide the City with assistance to quantify the
contamination level in the soils and the drainage system in and around the former Scott's Dry
Cleaner site.
a. Take water samples from existing drainage system and test pits.
b. Send water samples to testing lab for analysis. Compile results.
c. Dig test pits for water and soil samples.Soil samples to be taken and analyzed by others.
See Task 14.4.
d. Develop Worker Safety Plan based on sampling and testing results.

Subtask 14.4 Construction Observation and Chemical Analysis(GeoEngineers)
The Consultant shall provide observation of the excavation of contaminated soil and obtain samples for
chemical analytical testing per the original contract. Scope includes excavation of approximately 15 test
pits in the vicinity of the former Scott Dry Cleaner and subcontracted chemical analysis of soil samples on
a RUSH (24-hour)turn around basis,reviewing catch basin water sample data and attending meetings to
identify remedies and solutions,and waste designation and coordination support.
