Description of Work
Design changes to modify the scope of the project that would add additional Filterra units to the current design. A
detailed scope of work is attached as Exhibit A-1.
The Local Agency of City of Renton
desires to supplement the agreement entered into with KPG,Inc.
and executed on 10/5/2009 and identified as Agreement No. CAG-09-170
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:

Section 1, SCOPE OF WORK, is hereby changed to read:

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for
completion of the work to read: Completion date of Decemher 31, 2014 remains unchanged-
Section V, PAYMENT, shall be amended as follows:

Scope of Work
July 12, 2012
A. Project Description
On May 10th, 2012 the City of Renton received a Stormwater Retrofit and LID Grant from
the Department of Ecology (DOE) to install approximately 25 Filterra units along Rainier
Avenue from S Grady Way to S 3rd Street that would provide enhanced water quality
and oil treatment for stormwater runoff prior to discharging to Springbrook Creek. The
City's effort to add additional Filterra units along the corridor extend above and beyond
the requirements set forth in the Department of Ecology's 2005 Stormwater
Management Manual for Western Washington (SWMMWW) for enhanced treatment as
related to the Rainier Avenue Improvement Project.
Prior to obtaining DOE grant in May, the City approved the final Plans, Specification, and
Estimates for the construction of Rainier Ave S (SR 167) — S Grady Way to S 2nd St.
Additionally, a Surface Water Technical Information Report (TIR) was prepared for the
above mentioned project and in accordance with the 2005 Stormwater Management
Manual for Western Washington.
This scope of work includes the necessary tasks to revise the Plans, Specifications, and
Estimates to incorporate the estimated 25 new Filterra units along Rainier Avenue S. An
addendum to the TIR will be prepared to provide the necessary information
encapsulating the new Filterra units.
This scope and fee will serve as Supplement #3 of CAG #09-170. The Consultant Fee
Determination is attached to this scope of work and is labeled Exhibit E.
B. Deliverables
Consultant deliverables are described in each task of the Scope of Work.

C. Assumptions
• All proposed Filterra units will be installed within current project construction
limits of Rainier Avenue South Improvement Project — SW Grady Way to S 2nd
Street Project.
• Project Basin delineations per the TIR will not need to be revised.
• Minor adjustments to catch basin location are anticipated, but revisions to TIR
Gutter and Inlet analysis will not be required.
• Adjustment to conveyance alignments are anticipated, but revisions to the
Conveyance Analysis and XP-SWMM routing model will not be required.
• The size of the Filterra units to be incorporated into the plans shall be 4' x 4'
units (or other sizes as required) and shall be the basis of the design to be
incorporated into the Stormwater TIR addendum.
• Changes to the roadway and gutter profiles as designed in the current contract
documents will not be required.
• Relocation of roadway luminaire poles. and franchise utility vaults will not be
required.
• Coordination with the DOE shall be administered through the City and the City
shall consolidate and provide to the Consultant DOE's design review comments
throughout each phase of the design process.
D. Proposed Schedule
The proposed work as defined in this scope shall be accomplished in 3 months from the
City's issued Notice to Proceed date.
E. Scope of Work
Task 1—Management/Coordination/Administration (Design)
This task covers the effort required to manage the contract and to assure that the
project meets the City's expectations for schedule, budget, and quality of product.
Effort included under this task is as follows:
1.1 The Consultant shall provide continuous project management for the project
duration (estimate 3 months).
1.2 The Consultant shall prepare monthly progress reports identifying work in
progress, upcoming work elements, and a reporting of any delays, problems, or
additional information needs.

1.3 The Consultant shall prepare for and attend coordination meetings with City
staff at regular intervals in the design process to discuss key issues and track
progress (estimate 7 meetings).
1.4 The consultant shall provide internal quality assurance/quality control (QA/QC)
reviews of all work products prior to submittal for City review.
Deliverables:
• Project schedule and necessary updates
• Monthly progress reports and invoicing
• Meeting agendas and summary of decisions made/needed resulting from
design coordination meetings—7 meetings estimated
Task 10—Prepare Plans, Specifications and Estimates
This task includes the effort required to complete the Surface Water TIR Addendum and
revise multiple Plan sheets within the Approved for Construction Plan Set to add
approximately 25 new Filterra units along Rainier Avenue South.
10.1 Surface Water TIR Addendum —The Consultant shall review the existing TIR and
DOE grant and prepare a memo that will serve as an Addendum to the Surface
Water TIR prepared by GHD on November, 2011. This addendum will provide
updated information pertaining to the background of the project and the
increased number of Filterra units outlined in Sections 1 and 4 of the GHD
Surface Water Report. Updated tables and maps of the Filterra tributary areas
will be included in the memo as well as a summary of the total area treated.
10.2 Preliminary Design Phase -The Consultant shall prepare a preliminary design
layout showing the proposed locations of the new Filterra units and necessary
revisions to the conveyance system alignment where applicable. The preliminary
layout will be reviewed and discussed with City staff to make a final
determination on the number and location of the Filterra units to be installed
along the corridor prior to the design commencing.
It is anticipated that two (2) preliminary review meetings will be required to
accomplish this goal and will be integrated in with the 7 coordination meetings
identified in Task 1.

10.3 60% Design Phase- Following the City's and DOE's review comments on the
preliminary design layout, the Consultant shall revise the necessary plan sheets
to incorporate the new Filterra units in the Approved for Construction Plan Set.
This will be accomplished by using revision clouds, descriptions, and notes to
depict the changes in the plans.
The Consultant shall attend two (2) 60% Design review meeting with City staff to
discuss the design revisions in the 60% Design prior to proceeding with the Final
design Phase. These meetings are covered under Task 1.
The anticipated Approved for Construction Plan sheets that could potentially be
revised during the 60% Design Phase is as follows:

10.4 Final Design Phase—Based on the 60% Design review meeting, the consultant
shall incorporate all City and DOE comments into the Final plan sheets that will
be used for the development of the Change Order to incorporate the Filterra
Units during construction.
10.5 Change Order Development—The Consultant shall provide the necessary revised
plans sheets, specifications, estimates, and quantities to the project team during
the development of the Change Order as it applies to the addition of the new
Filterra units.
