Discretionary Work Request for King County Road Services

Problem Description: Utilization of King County Road Services Division Materials Lab for testing of
materials for the following City of Renton project. Rainier Ave S (SR 167) - S Grady Way to S 2nd St Federal
Aid Number: STPUL- CM0167(048)
Nature of Request: Field and laboratory testing of HMA, Aggregates, Concrete. Contract Administration of
materials by maintaining Record of Material, review and approval materials incorporated in the project.
Location: Project location is on Rainier Ave S (SR 167) from S Grady Way to S 2nd St in the City of Renton.

Special scheduling requirements: The City anticipates award of the construction contract in early Jan 2012.
The City anticipates construction will start early to mid February, 2012. The number of working days in the
contract is 440. A major portion of the work will be performed at night due to the high ADT of the corridor and
commitments made to businesses.

Recommended Action: Provide lab and field materials testing for concrete, aggregates, HMA and soils.
Provide materials review, documentation and certification and maintain record of materials and materials -
project file. The details of this Recommended Action is detailed in Exhibit A "Scope of Work" agreed to by -the
City and the County. The cost estimate is as follows based on 2012 labor rates: labor- $279,711 and
equipment- $8,846. Actual cost for work in 2013 will be based on 2013 labor and vehicle rates.

Pursuant to the INTERLOCAL AGREEMENT BETWEEN KING COUNTY AND THE CITY OF RENTON FOR
PROVISION OF SERVICES BY THE KING COUNTY ROAD SERVICES DIVISION (CAG -08 -180), the CITY OF
RENTON has requested to utilize King County for materials testing services on the Rainier Ave S (SR 167)
— S Grady Way to S 2nd St project.
SCOPE OF WORK
King County Materials Testing Laboratory (KCMTL) shall perform material testing and special inspection
services when requested by the City of Renton (COR), or designated representative, as outlined below,
to comply with Project and WSDOT requirements.
Assumptions:
1. COR will provide the KCMTL with one copy of the conformed set of plans and specifications.
2. KCMTL personnel will check -in with COR or designated representative each visit, upon arriving
and departing the site.
3. KCMTL will immediately notify COR or designated representative of any failing tests.
4. Assessment of safety or environmental issues are not included in KCMTL Scope of Work.
5. All estimated costs for testing include travel and paperwork.
6. Wages shown in the estimate include vehicle and King County Overhead charges.
7. All provisions of the interlocal agreement CAG -08 -180 apply.
Task 1 - Administration:
1.1 Develop and maintain a Record of Material (ROM) for the project.
1.2 Review and approval of Requests for Approval of Materials (RAM's) for the project.
1.3 Coordination with COR and Inspection Team for scheduling of testing.
1.4 Attend pre -con meeting and weekly construction meetings.
1.5 Review test reports for materials supplied by Contractor.
1.6 Arrange for WSDOT inspection and approval of precast concrete fabrication.
Deliverables
1. Final and complete ROM for the project.
2. All RAM's submitted for approval.
3. All documentation concerning review of test reports for materials supplied by Contractor.
4. All documentation concerning WSDOT inspection and approval of precast concrete fabrication.
Task 2 — Testing of Earthwork Materials:
2.1 Obtain Preliminary Sample from pit site
2.2 Laboratory Analysis (Gradation /SE) of Preliminary Sample
2.3 Obtain on -going Acceptance Samples
2.4 Laboratory Analysis (Gradation /SE) of Acceptance Samples
2.5 Proctors /Maximum Density Curves
2.6 Field Nuclear Density Testing

(2) All testing includes travel and paperwork. This is an estimate only. Costs may increase due to unforseen
needs of inspection staff, consultation and overtime.
(3) Curb, gutter and sidewalk can be deemed "commercial ". whereas the truck ticket is checked for mix
design conformance rather than field testing which will reduce the concrete testing hours. I would
