1. Approved Engineering Plans: Signed plans are at the link above.
2. Updated bond quantity worksheet based on final engineering design: To be provided by engineer once plans have been signed. Can happen concurrent with plan approval.
3. Payment of all fees associated with the Civil Construction Permit: This is the final review and inspection fees, including System Development Charges for water, sewer and stormwater.
There are also the public works connection fees that will be paid at this time.
4. Permit Bond: This will be based on the final bond quantity worksheet. Permit bond will need to be in place prior to notice to proceed.
5. Authorization of specialized billing: This is just a simple email confirmation of who will be the specialized billing contact on the project. This is for things like inspector overtime
hours (if needed).
6. Business and contractors licenses for the contractor and subs: Contractor contact information is needed prior to scheduling the preconstruction meeting. Contractor must be present
at the meeting.
7. Insurance certificate(s): Insurance certificate meeting City minimum requirements and also naming the City as “additionally insured”.
8. DOE NPDES Construction Stormwater General Permit Coverage: Since the project will disturb over an acre, provide proof of NPDES permit coverage from the Department of Ecology.
9. Pre-Construction meeting: A preconstruction meeting will need to be held with City staff prior to the contractor mobilizing. The preconstruction meeting requires 1-2 weeks notice
to schedule with staff and can be scheduled once the previous steps above have either been finalized or close to finalized.
10. Final Plat presubmittal: Presubmittal of the final plat documentation will need to occur with the issuance of the Civil permit and notice to proceed.

I have sent the plans out to stormwater department to assist in reviewing and accepting the connection design. There are some maintenance considerations due to the shallow cover of
pipe, however, these are things that we can work through and I anticipate either having comments or approvals by the end of the week. That being said, I don’t see any problem beginning
on the preconstruction items. I’m reattaching the list of items below that can be worked on while the approval is pending. The biggest items are getting the final fees, bond quantity
worksheet and permit bond going. The insurance and licenses will occur with contractor selection. In order to begin processing the fees and bond amounts, I will need an updated bond

8. DOE NPDES Construction Stormwater General Permit Coverage: Since the project will disturb over an acre, provide proof of NPDES permit coverage from the Department of Ecology.
9. Pre-Construction meeting: A preconstruction meeting will need to be held with City staff prior to the contractor mobilizing. The preconstruction meeting requires 1-2 weeks notice
to schedule with staff and can be scheduled once the previous steps above have either been finalized or close to finalized.
10. Final Plat presubmittal: Presubmittal of the final plat documentation will need to occur with the issuance of the Civil permit and notice to proceed.

The project is at the 2-yard line for engineering approval and the engineer has only 1 design issue at the stormwater outfall connection point that still needs to be resolved but once
that change is made I am ready to have the engineering plans signed.
With engineering approval the project enters our preconstruction phase. Depending on having a contractor, the preconstruction phase goes fairly quickly (I’ve seen it occur within 2
weeks of receiving contractor’s info, insurance, bonding etc.) to having a preconstruction meeting to the notice to proceed. We will also want to begin reviewing the final plat documentation
at the onset of construction because of the tight timeline windows and the need for an extension. Below is a preliminary list of what will be needed for the issuance of the permit

Brianne: I am working with Mr. Skattum on his 11 lot plat in Renton noted above. I was informed that the project entitlements are set to expire in November 2023. It would be our plan
to start street and utility construction in July of 2023, however, I am not sure we would be able to complete all the required construction and plat recording prior to November 2023.
Would there be an opportunity to get an extension of entitlement on order to complete the work and achieve recording or does this issuance of construction permits allow for an extension
of entitlements?
