In addition, the project includes alterations to roughly 5,000 sf of existing first floor office space, construction of a new 90’ x 22’ exterior canopy, and a 688 sf second story balcony (Exhibit 3). With the exception of the canopy and balcony, all work would occur within the existing 23,820 sf building envelope. The PACCAR site totals approximately 66 acres and is comprised of multiple parcels. The proposed work would occur at 485 Houser Way S (APN 722300010), located in the Heavy Industrial (IH) zone and Employment Area (EA) Comprehensive Plan designation. The site is currently accessed off Houser Way N. No changes parking, access, or landscaping are proposed. 194 parking spaces and 25 semi-truck parking spaces are currently provided on site. Critical areas mapped on the site include a high seismic hazard, sensitive slopes, and the wellhead protection area zones 1 and 2. The applicant submitted an Environmental Checklist and Traffic Memo with the application. Exist. Bldg. Area SF: 23,820 SF Proposed New Internal Bldg. Gross Floor Area: 29,820 SF STAFF RECOMMENDATION: Staff Recommends that the Environmental Review Committee issue a Determination of Non-Significance (DNS). A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day appeal period B. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The project area is within a high seismic hazard, sensitive slopes, and the wellhead protection area zones 1 and 2. A Geotechnical Report was not included with the land use application materials . The proposed exterior improvements to the existing building are limited. The perimeter of the building is already covered by pavement. The 90’ x 22’ exterior canopy will require no earth disturbance as it is designed to be installed completely attached to the building. The 688 SF second story balcony is proposed to be built on pillars. The majority of the proposed project which is an interior mezzanine tenant improvement, will also be installed using pillars. Therefore, minimal impact to earth disturbance will be performed for installation of the project. It is anticipated that the City’s adopted building code and construction standards would adequately mitigate any impacts of the proposed tenant improvements on the project site; therefore, no further mitigation is recommended. Mitigation Measures: No mitigation recommended. Nexus: N/A 2. Transportation Impacts: The project area is creating 6,000 SF of new building area within the existing building through the creation of a second story mezzanine. Public comment submitted (Exhibit 6) expressed concerns over increased traffic on Meadow Ave N. It is not anticipated that the proposed mezzanine project would generate any significant traffic impacts. A Traffic Impact Analysis was not required as the addition would generate nine (9) AM peak hour trips and nine (9) PM peak hour trips, which is fewer than the 20 peak hour trip threshold to require the analysis (Exhibit 8). . The application passed the City Transportation Concurrency Test (Exhibit 5), and based upon the test of the citywide Transportation Plan, consideration of growth levels included in the Level of Service tested Transportation Plan, site specific improvements, and future payment of Transportation Impact Fees, the proposal will have met the City’s concurrency requirements. The proposed additional building square footage would be subject to transportation impact fees that are calculated and paid at the time of building permit issuance. The 2023 transportation i mpact fee for general office space is currently $16.39 per square foot. No change to parking is proposed. Mitigation Measures: No mitigation recommended. Nexus: N/A D. The Environmental Determination decision will become final if the decision is not appealed within the 14 -day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on September 11, 2023. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
