ED93579 CASE# 23-9310 OF COLLISION 08/14/23 04:19 OF CbLLI510N NARRATIVE On 08/14/2023, 1 was working uniformed patrol in a marked police car as 1 R23. At approximately 0420 hours, I was dispatched to a fire department assist at 483 Kirkland Ave NE, which is within the city limits of Renton, county of King, Washington. Dispatch advised that the fire department was out on a vehicle fire and they believed the vehicle was stolen. The associated vehicle (Unit 1) is believed to be a 2018 Hyundai Elantra (WA/BLS2615, VIN/5NPD84LF7JH366933). When I arrived on the scene the fire department had already extinguished the fire from Unit 1. Unit 1 was facing northbound on Kirkland Ave NE. Unit 1 was on top of a utility box of some sort. Unit 1's front end was also obviously crashed into a Quest Utility Pole (#A0505957). There were no occupants inside the car or anyone that could be located at the time. Upon further inspection of Unit 1, it appeared that the entire vehicle had caught on fire. The entire vehicle including the interior cabin was burnt. The front and rear license plates of the Elantra survived the fire and matched the same make and model of the vehicle that was on fire. I was unable to verify the plates matches the VIN as the entire vehicle had burnt. I also noticed that there were tools located in the front compartment of the vehicle. It also appeared that the ignition of the vehicle was on the roadway adjacent to the front driver's side door. The trunk of the vehicle also appeared empty. Other officers had also pointed out that there was an oil slick that stretched from at least the 600 block of Kirkland Ave NE to the final resting place of the vehicle. The oil slick was on the southbound lanes of Kirkland Ave NE and appeared to follow the curve of the roadway. Other officers and 1 canvassed the area for video surveillance. I was able to contact a resident who had heard the accident happen. I identified him as Humberto Hermenegildo (DOB: 05/02/1997, verified via DOL photo). He is a resident at 3004 NE 5th P1, Renton, which is about a block away from where the accident occurred. My conversation with him is summarized as follows: Humberto stated that at around 0350 hours, he was awake and heard people talking loudly from the direction where the accident occurred. He could not make out what the voices were saying but said that the voices sounded like male voices. Shortly after, Humberto described hearing a loud screech and crash come from the direction where the accident occurred. He then described seeing a white vehicle speed westbound on NE 5th PI past his home. He also described a person who appeared to be running behind the white vehicle as it sped away. He was unable to describe this person. Humberto said that he had partial video surveillance that captures the same white vehicle driving past his home headed eastbound on NE 5th PI, and then shortly after speeding away westbound on NE 5th PI. He was unable to further describe this vehicle. Other officers spoke with a resident at 483 Kirkland Ave NE. They were able to view surveillance footage from their residence. The footage showed what appeared to be Unit 1 and a white vehicle chasing each other southbound on Kirkland Ave NE. An Evidence.com link has been sent to Humberto to upload his video of the incident. Photos of the scene were also uploaded to Evidence.com to be added to the case file. The driver of Unit 1 is currently unknown. This report is for informational purposes to document the incident.
