HomeMy WebLinkAboutAddendum - 1AMENDMENT NO. 1 TO AGREEMENT FOR 2022 RENTON SEWER REPLACEMENT THIS AMENDMENT, datedfor reference purposes only asJuly 5, 2023,is by and between the City of Renton (the “City”), a Washington municipal corporation, and Carollo Engineers, Inc. (“Consultant”), a Delaware Corporation. The City and the Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-22-053, dated April 7, 2022, to provide necessary services for the 2022 Renton Sewer Replacement project (referred to herein as the “Agreement”); Whereas, the Parties wish to amend the Agreement to change the scope of work, change the time for performance, and change the compensation in order to separate the project into two phases and prepare two sets of construction documents as described in Exhibit A-1. NOW THEREFORE, It is mutually agreed upon that CAG-22-053 is amended as follows: 1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit A-1, which is attached and incorporated herein. 2.Time of Performance:Section 3, Time of Performance, is amended pursuant to the schedule(s) set forth in Exhibit C-1. All Work shall be performed by no later than December 31, 2024. 3. Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $90,043.00 from $443,709.00 to $553,752, plus any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit D-1, which is attached and incorporated herein. 4.All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. For the year 2022, the City will be undergoing a replacement project consisting of various sewer main, manhole, and side sewer replacements within the City’s system. The sewer infrastructure to be replaced as part of this 2022 Sanitary Sewer Replacement Project were selected by the City of Renton based on field observations and inspections and are located within City right-of-way and on Private property within City easements at seven different general sites (see City provided site maps illustrating the proposed work following the Scope of Work). Work within the City right-of-way will take place on Kirkland Ave NE and NE 16th St (Site 1), NE 4th St (Site 2), NE 6th St and NE 7th Pl (Site 3), Tacoma Ave NE, NE 6th St, and Shelton Ave NE (Site 4), NE 6th St (Site 5), Taylor Ave NW and NW 7th St (Site 6). Work on private property within existing City easements will be required off Monroe Ave NE (Site 7) and various points on other sites where access is needed for system abandonment. The Project includes the construction of approximately 1,600 lineal feet (LF) of 8-inch sewer main, approximately 120 LF of 12-inch sewer main, approximately 13 sewer manholes (7 manholes to be abandoned), and approximately 32 service laterals (24 service laterals to be abandoned). These quantities will be further refined during the alternative analysis and design. The scope of work for this phase of the project will include: x A project area survey and creation of a project basemap. x Geotechnical explorations and analysis. x An alternatives analysis of various project elements. x Summarizing the preliminary design findings and alternative analysis in a Basis of Design Report (BODR). x Design of the replacement of the sewer mains, manholes, and service laterals selected for the Project. x Providing permitting and public outreach support during the design process. x Supporting the City during the bidding process. Engineering Services During Construction (ESDC) for the 2022 Sanitary Sewer Replacement Project will be scoped and completed as part of a future phase. SCOPE OF SERVICES SUMMARY – AMENDMENT No. 1 General Assumptions for all tasks in this Scope of Services shall remain unchanged from the original agreement unless modified below. None.                         pw:\\Carollo/Documents\ EXHIBIT A  SCOPE OF SERVICES DETAIL – AMENDMENT No. 1 TASK 200 – PRELIMINARY DESIGN Based on discussions with the City, during the basis of the design phase, Site 6 will need additional topographic surveying to extend west to the upstream manhole. Task 200 includes the following subtasks related to Amendment No. 1. Task 210 – Survey and Basemap Development The limits of Site 6 will be extended west to MH0580 per Exhibit A of this Amendment No. 1. TASK 300 – DESIGN Based on discussions with City Staff during the basis of the design phase of work, only sites that are entirely in the City’s right-of-way will continue to design, which include Sites 1, 2, 3, and 6, and will be packaged as Phase 1 of this Project. The sites that require right-of-entry (ROE) agreements, which include Sites 4, 5, and 7, will continue with the design phase later to allow ROE agreements to be finalized to perform lateral locating pre-design work. Task 300 includes the following subtask related to Amendment No. 1: Subtask 310 – Design (60%, 90%, Final) Phase 2 Design Package will include Sites 4, 5, and 7. x Prepare 60% design documents to include drawings, specifications, and Engineer’s opinion of probable construction cost (OPCC). x Prepare 90% design documents to include drawings, specifications, and Engineer’s OPCC. x Conduct City review meetings at the 60% and 90% design phases. x Perform internal QA/QC at each design phase. x Prepare Final bid-ready drawings, specifications, and Engineer’s OPCC. TASK 400 – BIDDING SERVICES Based on direction from City Staff to have two design packages for Phase 1 and 2, Phase 1 and 2 packages have been separated for bidding services. Following completion of Task 300, the project will be bid and the Consultant shall provide Bidding Services to assist the City with the bidding process for both Phase 1 and Phase 2. This task includes: x Answering bidder questions. x Preparing addenda and/or bid clarifications. x Providing input on the apparent low bidder. Task 400 Assumptions: 1. Attendance at a pre-bid walkthrough is not required. 2. Up to two (2) addenda and/or bid clarifications as required for each phase. 3. Up to six (6) bidder questions responses as required for each phase. Task 400 Deliverables: 1. Bidder question responses. 2. Addenda (as required) for each phase.
