AMENDMENT NO. 2 TO
2022-2023 HUMAN SERVICES CONTRACT
# CAG-22-339 (CDBG-CV3)
THIS AMENDMENT, dated for reference purposes only as August 1, 2023, is by and between the
City of Renton (the “City”), a Washington municipal corporation, and Domestic Abuse Women’s
Network (DAWN) (“Agency”). The City and the Agency are referred to collectively in this
Amendment as the “Parties.”
Whereas, the City engaged the services of the Agency under Agreement CAG-22-339, dated
October 12, 2022 to provide assistance to Renton residents using Renton’s federal Community
Development Block Grant Round 3 (CDBG-CV3) funds (referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to adjust the budget line items with no
change to total funding amount.
NOW THEREFORE, It is mutually agreed upon that CAG-22-339 is amended as follows:
Exhibit 1, 2022-2023 Scope of Service is amended as follows (strikethrough = language to be
deleted):
Program Overview, Service Unit Performance Measures on page 23 of 26 are amended to
remove hotel/motel services as follows:
Program Overview:Agency shall use CDBG-CV3 funds to provide Emergency Subsistence
Payments (Rent Assistance) for up to three months, not to exceed $7,500 for each eligible low
and moderate income Renton household served, hotel/motel assistance, and Covid related
supplies/cleaning of shelter. Many families across our region have had their employment,
income, and/or access to essential needs adversely impacyed by the COVID-19 pandemic. This
funding will offer these families, housing assistance who find themselves likely to face eviction.
The program will help low and moderate income Renton households keep their housing through
financial assistance paid to landlords that can help cover late/back-owed rent; hotel/motel
assistance, and COVID related supplies/cleaning of domestic violence shelter.
Service Unit (SU)/Performance Measures Goals
SU 1: # Unduplicated City of Renton households served 10
SU 2: # of months of rent (up to 3 months per household not to exceed $7500) 6
SU 3: Number of hotel/motel nights 48

Definition of Service Units/Performance Measures
x Service Unit 1 = Number of unduplicated eligible low-moderate income City of Renton
COVID-19 impacted households served, estimated to be 10.
x Service Unit 2 = Number of months of rent assistance to Renton households impacted by
COVID-19, estimated to be 6. Utility assistance is allowed, but not to City of Renton or
other government owned utilities. No payments shall be made directly to households.
Rent assistance is for up to three months, not to exceed $7,500 per eligible houselhold.
x Service Unit 3 = Number of hotel/motel nights purchased to house at-risk Renton
residents and their families, estimated to be 48 nights, at approximately $125/night. Each
household is estimated to stay approximatwly 4-5 mights until space at shelter opens up
or other housing is found.
