CALL TO ORDER Mayor C.J. Delaurenti led the Pledge of Allegiance to the Flag
and called the meeting of the Renton City Council to order.

AUDIENCE COMMENT
Latecomer Sewer Mr. William D. Johnson, PO Box 201, questioned city latecomer
Line Connecfaons sewer assessment charges when sewer line is constructed by a
in Highgate developer at no city cost. Mr. Johnson also asked whether he
would be required to hook up with sanitary sewer line in Highgate
development in Kennydale. Public Works Director Gonnason outlined
ordinance provisions for connection and policy regarding no notifi-
cation, no payment. Mr. David Hamilton, 1733 No. 20th St. stated
that he did not want to be assessed for separate lot divisions on
his one large lot. MOVED BY STREDICKE, SECOND SHANE TO REFER
QUESTIONS TO CITY ATTORNEY. CARRIED.
Union Ave. Mr. Sandy Webb, 264 Chelan Ave. SE expressed concern regarding
Traffic proposed apartment development and use of Union, already at maximum
traffic volume, noting one denial of mobile home park access to
City Sewer that street. Also recalling Doctor, developer, request of last
Connection week for sewer extensions; urging equal consideration to both large
and small developers. Councilman Perry noted that the Mobile Home
Park Rezone was before the Hearing Examiner and the City Council
would be reconsidering the sewer connection request by Dr. Bockoven,
new evidence being introduced.
Latecomers Councilman, Perry submitted memo received from Dr. Bockoven outlining
Agreement - past events and called attention to procedure and existing Cascade
Dr. Lomas/ Sewer District agreement and lines running through their property and
Dr. Bockoven utilizing city trunk lines. After further discussion it was MOVED
BY PERRY, SECOND SHINPOCH TO REFER TO UTILITIES COMMITTEE. CARRIED.

Mr. Dean Bitney, 1082 Anacortes NE, advised of rezone request on
property south of Leisure Estates, noting matters including T zoning,
density, and traffic were being discussed and resolved in committee.

Public Hearing
Nelson P1 ./Monster Letter from Warren Gonnason, Chairman Board of Public Works, was read
Road - Street recommending that proposed street vacation be held in abeyance in view
Vacation of the circumstances until all of the Monster Road closure matters have
Vac 2-78 been resolved. It was suggested that temporary street use permit be
granted in the interim. Mr. Nielson, 1602 Monster Road SW, stated
that since closing a portion of Monster Road, by the railroad, people
had been using his backyard for a turn around. Mr. Nielson felt that
due to that previous road closure the city has no need for the property.
Councilman Stredicke questioned whether Mr. Nielson was aware he would
have to pay one half the assessed value of the property. Mr. Nielson
said he was not aware he would have to pay for the roadway, nor did he
fee] he should pay having given the right-of-way previously and that he
was in no hurry; because the street has been marked with signs at this
time to help keep through traffic out. MOVED BY SHANE, SECOND TRIMM

COMMITTEE FOR RECOMMENDATION. CARRIED. Councilman Stredicke questioned
council 's direction to committee to vacate, issue street use permit,
post, or barricade? Mayor advised the street would be barricaded
while the committee reviews. MOVED BY STREDICKE, SECOND SHINPOCH
TO AUTHORIZE ADMINISTRATION TO ISSUE NO-FEE STREET USE PERi1IT UNTIL
JANUARY 1, 1979, PENDING RESOLVING OF MONSTER ROAD CLOSURE MATTERS.

OLD BUSINESS
Water Rate Council President Clymer submitted Committee of the Whole report
Study recommending that the water rate study be tabled in the Committee
of the Whole until the next committee meeting, August 10, at which
time the staff will present recommendations as to why the rates
should be adjusted. MOVED BY PERRY, SECOND SHINPOCH TO CONCUR IN
COMMITTEE RECOMMENDATION. CARRIED.
Award of
Contracts for
Senior Center:
Center Construc- Senior Center Building Advisory Committee Chairman Clymer submitted
tion report recommending award of contract, Senior Citizen's Center
Construction, to Calhoun Construction Company, Inc. in the amount
of $1,095,084.00 less the recommended deductive alternatives ($23,904)
and the negotiated items ($22,000) for a total adjusted amount of
$1,049,180 plus applicable tax, Mayor and City Clerk authorized to
sign the contract documents. Funding was discussed and analysis report,
dated July 17, 1978 reviewed. MOVED BY CLYMER, SECOND SHINPOCH TO CONCUR
IN COMMITTEE BID AWARD RECOMMENDATION. Roll call vote: 4 Aye' s, 2 no' s,
Aye - Clymer, Shinpoch, Stredicke, Perry; No - Trimm, Shane. Aye's
prevailed. MOTION CARRIED.
Center Senior Center Building Advisory Committee Chairman Clymer submitted
Watermain report recommending award of contract, Senior Citizen's Center Watermain,
to low bidder Renton Construction Company, Inc. in the amount of
$23,400.00, Mayor and City Clerk authorized to sign the contract
documents. MOVED BY CLYMER, SECOND SHINPOCH TO CONCUR IN COMMITTEE.
RECOMMENDATIONS. CARRIED.
Funding - Senior Center Building Advisory Committee Chairman Clymer submitted
Senior Citizens report recommending that the City Council declare surplus and sell the
Center second floor kitchen equipment that will not be used in the new
facility with proceeds being placed in the Senior Center Construction
fund. MOVED BY CLYMER, SECOND SHINPOCH TO CONCUR IN COMMITTEE
RECOMMENDATION. CARRIED.

(HEALTH AND SANITATION) OF ORDINANCE NO. 1628
ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY
OF RENTON" RELATING TO CHARGES FOR PROPERTY NOT
PREVIOUSLY ASSESSED
THE CITY COUNCIL OF THE CITY, OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION I: Existing Section 8-717 (A) of Chapter 7,
Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled
"Code of General Ordinances of the City of Renton" is hereby amended
to read as follows:
Section 8-717 (A), as amended: In addition to sewer
connection permit fees as required by Ordinance and the rules and
regulations promulgated thereunder, there is hereby imposed upon, and
the owners of properties which have not previously been assessed or charged
or borne an equitable share of the cost of the City's sewer distribution
system shall pay, prior to any connection to a City sewer main, a
special connection charge in an amount computed in the following manner
and as set forth in the immediately succeeding paragraph.
However, whenever a developer provides a sewer line to
an area the costs of which were entirely borne by the developer, and
the developer does not enter into a latecomer agreement with the City,
then those abutting property owners that would have been affected /
had a latecomer's agreement been entered into shall be considered as
having been previously assessed for the purposes of this section.
SECTION II: This Ordinance shall be effective upon its
passage, approval and five days after its publication.

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING A PORTION OF CHAPTER 7 OF TITLE VIII

THE CITY COUNCIL .OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION I: Existing Section 8-702 (D) of Chapter 7,
Title VIII (HEALTH AND SANITATION) of Ordinance No. 1628 entitled
"Code of General Ordinances of the City of Renton" is hereby amended
to read as follows:
Section 8-702, (0), as amended: The owner of each house,
building or property used for human occupancy, employment, recreation
or other purpose, situated within the City and abutting on any
street, alley or right-of-way in which there is now located or may
in the future be located a public sanitary or combined sewer of City
of Renton in which said public sewer is within one hundred feet (100' )
of the property line and which has been determined to be a health
hazard by the City of Renton or the Seattle-King County Health
Department, or its successor agencies, or which has participated and
been included in a Local Improvement District, is hereby required
at his expense to install suitable toilet facilities therein and to
connect such facilities directly with the proper public sewer in
accordance with the provisions of this Chapter, within ninety (90)
days after date of official notice to do so. Nothing herein shall
require any such owner to connect with said sanitary or combined
sewer when such sewer is installed by a developer for the purpose
of meeting platting requirements and said owner is not within the'` •
confines of said plat.
SECTION II: This Ordinance shall be effective upon its
passage, approval and five days after its publication.
