Reason for Extension: During the period of the previous Temporary Use Permit the Castle Auto Project Team has worked diligently with the City of Renton Team to pare down the requirements for the Change of Use submittal. Currently we are working with the sub-consultant teams to mobilize and complete the scope of work below. Currently many consultants are busy and are several weeks out to complete the listed project scope. Note this will likely result in the need for a longer extension or additional extensions in the future. The critical path for submittal of the Environmental Review Package is the Site Survey. Of late surveys can take up to 6-8 weeks to complete. Submittal Timeline: A complete submittal timeline will be provided next week pending confirmation from sub-consultants, as discussed with Andrew this morning. Preliminary Estimated Timeline: Environmental Review: Submittal: 8 – 10 weeks contingent on completion of site survey. CAUTION: This email originated from outside the City of Renton. Do not click links, reply or open attachments unless you know the content is safe. 2 Environmental Review: (City of Renton Review): 8-12 weeks for posting, comments and review. Modification Submittal: Submitted with Environmental Review; 3-4 weeks. Modification Review: (City of Renton Review): Building Permit Preparation: 2-4 weeks. Is Building Review allowed to be reviewed concurrently with Environmental Review? Building Permit Review (City of Renton Review) 6-8 weeks Project Scope Requirements: provided by Andrew and Matt Right now, based on my conversations and site visit, a building permit, Environmental Review and Modification to deviate from the Refuse and Recycling standards (RMC 4-4-090) would be needed. For the Environmental Review they would need to provide: · Item 1: Pre-Application Meeting Summary · Item 3: Land Use Permit Master Application Form · Item 5: Project Narrative · Item 6: Environmental Checklist · Item 10: Neighborhood Detail Map · Item 11: Affidavit of Installation of Public Information Sign (needed because of the modification) · Item 12: Site Plan o The site plan can be combined with the landscape plan and tree retention plan into one document. · Item 13: Architectural Elevations o This is needed because the Automall District standards require that service areas shall not face public street frontage. Elevations, combined with the floor plan, will be able to show that the proposal is meeting the service area requirements. · Item 15: Landscape Plan, Conceptual · Item 17: Tree Retention/Land Clearing (Tree Inventory) Plan o This is needed to show retained trees on site. · Item 18: Arborist Report o The arborist report is needed to ensure that trees retained to meet vegetation standards in the Automall District, (tree requirements along SW Grady and retained trees in the required 2.5% minimum landscaping areas) are healthy and can be retained to meet standards. · Item 29: Traffic Study · Item 30: Colored Rendering (I told them pictures of the existing building is sufficient) When we were on-site I told them that the critical area items, such as wetland review, stream/lake study etc., were not needed. For the Building Permit they would need to provide: · Site Plan o The site plan can be combined with the landscape plan and tree retention plan into one document. · Architectural Elevations o This is needed because the Automall District standards require that service areas shall not face public street frontage. Elevations, combined with the floor plan, will be able to show that the proposal is meeting the service area requirements. · Floor Plan o This is needed because the Automall District standards require that service areas shall not face public street frontage. I’m not sure specifically what Building would want with regards to drawings. For the Modification they would need to provide: · Item 2: Land Use Permit Master Application · Item 4: Project Narrative · Item 5: Justification for the Modification Request · Item 6: Neighborhood Detail Map · Item 7: Site Plan I’ve also said that we would need documentation from Republic that their existing refuse and recycling area is meeting the needs of Republic Services. I didn’t commit to approving a modification but that we are open to one to avoid site development work. Many of the needed items are repeated. This is also with the caveat that no site development work occurs. Please let me know if there is anything else you need.
