Earth Solutions NW, LLC (ESNW) representatives provided earthwork observation, compaction
testing and consulting services at the subject site. ESNW provided the referenced geotechnical
engineering study and reviewed the referenced plans for the project. Our services included
providing earthwork observation and compaction testing on a part-time basis from June 17, 2022
to September 23, 2023. ESNW representatives made 79 site visits to observe or test stormwater
vault foundation subgrade, lot fills, utility trench backfills and pavement subgrade.
ESNW representatives conducted 178 field density tests in accordance with ASTM Test
Designation D6938 (Nuclear Gauge Method). Five representative soil samples were returned to
our laboratory for analysis of the maximum dry density and optimum moisture content in
accordance with ASTM D1557 (Modified Proctor). Density test results indicate adequate
compaction of at least 95 percent at the tested locations.
ESNW representatives observed stormwater vault foundation subgrade to be dense and suitable
for vault support.
ESNW representatives observed pavement subgrade to be dense and suitable for asphalt.
ESNW representatives observed erosion control measures to be maintained in accordance with
the project requirements and our recommendations.
Based on our observation and testing, and to the best of our knowledge, the earthwork was
accomplished in accordance with the project plans and our geotechnical recommendations.

Slope observation
ESNW Rep observed slope on south side of site where excavation for storm water vault is. Slope has
been noted as having water eroding the slope in days past. Rep observed no more erosion than in
previous visits.

Rep observed slope in good condition with no noticeable movement or erosion since previous
visits. Slope is protected from rain by plastic sheeting anchored with sandbags.

ESNW Rep observed slope on south side of site where excavation for storm water vault is located. Rep observed slope in good condition with no noticeable soil mobilization or erosion
since previous visits. Slope is protected via plastic sheeting and anchored with sandbags.

Sewer Trench Backfill
ESNW rep observed the contractor backfilling the sewer trench with native soil. The backfill was placed
in shallow loose lifts and compacted with a hoe pack. Compaction tests indicated an adequate
compaction of at least 95% at tested locations.
Storm Trench Backfill
ESNW rep observed the contractor backfilling the storm trench native soil. The backfill was placed in
shallow loose lifts and compacted with a hoe pack. Compaction tests indicated an adequate compaction
of at least 95% at tested locations.

The contractor collected a sample of the water in the stormwater vault. The sample was observed to be
at 1000NTUs, ESNW rep tested the sample with a Hanna Turbidity Meter.

Road Subgrade Observation
ESNW rep observed the contractor use a loader, with a full bucket of rock, proof roll the subgrade for
Road A. Four areas of moderate deflection were observed and ESNW rep recommended the
contractor over excavate these areas to a depth of 2-feet or until firm conditions are reached. The
grade should be restored using crushed rock compacted with a hoe pack or vibratory drum
roller. Alternatively, the contractor can cement treat these areas in lieu of overexcavation. ESNW
rep should observe another proof roll prior to paving.

Road Subgrade Observation
ESNW rep observed the contractor over excavating the areas of deflection, as per ESNW rep’s
recommendation. The subgrade was over excavated to approximate depths of 6 to 24-inches (6 inches
of over exaction where shallow utility crossings were encountered). The contractor backfilled these areas
with crushed rock and will compact the soil by end of day.

ESNW rep observed the contractor proof roll the road subgrade following placement of crushed rock for
the road base. Minor deflection of the rock subgrade was observed and ESNW rep recommends the
contractor minimize traffic on the crushed rock until the road is paved. A final proof roll should be
observed a few days prior to paving.

Sewer Trench Backfill Observation
ESNW rep observed the contractor placing the native backfill in shallow loose lifts. The backfill was
compacted with a large hoe pack. ESNW rep collect a sample of the native soil and transported it to the
laboratory for proctor analysis. The native soil was observed to be too far above the optimum moisture
content to receive adequate compaction at this time. ESNW rep recommends, re-testing the backfill
at a later date, adding cement mix to the native soil or backfill the top few feet of the trench with
granular non-moisture sensitive structural fill.

Sewer Installation and Backfill Observations:
ESNW rep. observed the contractor excavate a trench for the sewer installation. ESNW rep. observed
the contractor bed the sewer pipe with pea gravel. ESNW rep. observed groundwater when contractors
were installing manhole, and contractors over-excavated 4 feet at the manhole location and put 3 feet of
2–4-inch quarry spalls, and 1 foot of pea gravel as a base for the manhole. ESNW rep observed the
contractor backfill with imported sandy gravel (type 17 gravel). The backfill was placed in shallow loose
lifts and compacted with a large hoe pack. Compactions test taken showed a compaction of at least 95%
at test locations.

ESNW rep was onsite to observe and test sewer main backfill on 135th street. While onsite, the following
was observed:
Sewer backfill:
ESNW rep observed contractors in the process of burying a 12-inch diameter sewer pipe in an
approximately 24-foot deep trench. Pipe bedding consisted of pea gravel, and backfill consisted of
imported Gravel Barrow, compacted in 18-inch lifts with a hoe-pack. Compaction testing indicated
contractor had achieved at least 95% compaction where tested (See figure and table 1)

indicate an adequate compaction of at least 95% of the modified proctor maximum dry density at the

ESNW rep was on site to observe and test lot fill.
Lot Fill Observation
Prior to arrival, the lot fill was placed in 12-inch loose lifts and compacted with a vibratory drum roller and
a sheep’s foot vibratory roller. Compaction tests indicated an adequate compaction of at least 95% of the
modified proctor at the tested locations.
