Hello,
The following are the items required to close out the Civil Construction Permit along with documents/forms that will be need to be
submitted in order to final the Civil Construction Permit, release of the performance bond, and recording any project documents.
Included are links to each required form along with notes indicating how these forms fit within the permit closeout process. You can also
access all of our forms on our website. Proactive communication is essential in completing the closeout process in a timely manner.
Please note that review and approval may take a couple weeks.
All requested documents noted below shall be uploaded to the City’s FTP site which can be accessed at the following link:

Civil Construction Permit (C22003168/C22004541) – Renton Contact: Jonathan Chavez
1. Civil Construction Punch List. Complete attached punch list items dated 5/3/2023.
2. Deferrals. Deferral permits must be issued for any items that will not be completed prior to Certificate of Occupancy. The four
(4) deferral permits have been approved and will be issued upon receipt of cash Surety devices in the amount identified on the
deferral decisions and associated agreements to construct improvements. As a note, the City typically requires deferral permits to
be issued prior to Temporary Certificate of Occupancy for deferred frontage improvement. To aid Home Depot with the opening
that occurred today (5/4/2023), the City allowed the deferral permits to be issued prior to Certificate of Occupancy and issued the
Temporary Certificate of Occupancy on 4/25/2023.
a. DEF23001823 - Deferral permit for the public improvements along S. Grady Way and Talbot Road S. for outlot 1 shown on
the civil construction permit (C22004541) at 901 S Grady Way. Permit is approved until the outlot has been permitted, sold,
or it has been no more than three (3) years from the date of this approval (April 7, 2026), whichever is less. NOTE: Applicant
has appealed the deferral decision.
b. DEF23001824 - Deferral permit for the public improvements along Talbot Road S. for Outlot 2 shown on the civil
construction permit (C22004541) at 901 S Grady Way. Permit is approved until the outlot has been permitted, sold, or it has
been no more than three (3) years from the date of this approval (April 7, 2026), whichever is less. NOTE: Applicant has
appealed the deferral decision.
c. DEF23001874 - Deferral permit for three (3) streetlights along S. Grady Way as shown on the civil construction permit at
901 S Grady Way is approved until April 11, 2024
d. DEF23001916 - Deferral permit for 30 feet of sidewalk along S. Grady Way as shown on the civil construction permit at
901 S Grady Way is approved until April 11, 2024.
3. Complete Landscaping. Complete landscaping and site furniture installation. Coordinate directly with Jill Ding
(jding@rentonwa.gov).
4. Conditions of Approval. Ensure all project entitlement conditions of approval are completed (i.e. SEPA, Site Plan,
Modifications, Permit, etc). NOTE: attached is communication between Jill Ding and Home Depot regarding the screen of the
storage area that will need to be addressed further.
5. Record Drawings. Provide the CAD file(s) of the record drawings to the City.
6. Bill of Sale. Sign, notarize, and submit a PDF of the attached Bill of Sale.
7. Maintenance Bond/Maintenance and Defect Agreement. Provide the following:
a. Maintenance Bond in the amount of $35,632.93. (Amount provided by the Engineer of Record and confirmed by the
City.)
b. Maintenance and Defect Agreement form
8. Public Sewer Easement. Provide sewer easement as shown on the approved Civil Construction Plans. See attached plan for
reference. Submit PDF copy of the Public Utility Easement. Note: The City will verify easement language and the accuracy of the
exhibits.
9. Public Water Easement. Provide water easement as shown on the approved Civil Construction Plans. See attached plan for
reference. Submit PDF copy of the Public Utility Easement. Note: The City will verify easement language and the accuracy of the
exhibits.
10. King County Recording Fees. Pay invoice for King County recording fees invoiced by the City. Note: The City will record the
project’s legal documents electronically on the Applicant’s behalf. The City will provide you an invoice for the recording fees once
the draft legal documents are far enough in review to determine the required fees to record the documents with King County
(required information include type and total pages of each document). Invoices can be paid online by visiting the City’s Permit
Portal.
