The plan would be to start the project mid August (I would do earlier but am waiting for DOE Permit to be issued as current owner did not apply for it). The majority of the expenses and work would be done in the first 90 days including Water, Sewer, Storm, and grading (by end of October) with the remainder being testing, final sidewalks and roads and punchlists. I am going to work with contractor to look for time to shave off or if something can be done in Parallel but this shows it ready for plat recording February 2024. Please let me know if you have any questions or would like to discuss but would appreciate based on this on extension as it is critical to the project. Also can you please tell me the current expiration date as I was told in November but not exact date. The following criteria would need to be met before the City could grant an extension to this preliminary plat: 1. An extension request would need to be submitted at least 30 days in advance of the expiration of the plat (please do not submit this request now, as items 2 and 3 have not yet been completed); 2. A Construction Permit would need to be issued (it is my understanding that the plans have been approved, however the permit has not yet actually been issued); and 3. Substantial progress has been made towards final construction, engineering, and surveying necessary to record a final plat (this has not yet been completed as construction has not begun. It sounds like items 1 and 2 should be fairly easy for you to complete prior to the expiration of the preliminary plat. In order to ensure compliance with item 3, we suggest that you provide us with a written construction timeline. Based on our review of your proposed construction timeline, we would be able to indicate whether or not an extension request would be supported. When you have drafted this timeline, please provide a copy to Mike and myself. Jill – Not sure if you are aware but my company Sapphire Homes is under contract to close on the Skattum 106th 11 lot plat to finish out the plat and build the houses. Assuming all looks good we are waiving feasibility this Friday, closing end of the month and plan on starting plat construction as soon possible (the long pole right now is DOE permit which current owners had not applied for). I wanted to hopefully get an email or 5 minutes on the phone to make sure I understand what I need to do or have done to get the plat extension. Your email to Cory on April 25th is towards the bottom of this string, I have already contracted for final plat drawings and should have ready to submit next week. There are some maintenance considerations due to the shallow cover of pipe, however, these are things that we can work through and I anticipate either having comments or approvals by the end of the week. That being said, I don’t see any problem beginning on the preconstruction items. I’m reattaching the list of items below that can be worked on while the approval is pending. The biggest items are getting the final fees, bond quantity worksheet and permit bond going. The insurance and licenses will occur with contractor selection. In order to begin processing the fees and bond amounts, I will need an updated bond quantity worksheet from your engineer with the final tabulation of construction work based on the City’s updated numbers. In an effort to help expedite the final short plat application, the City is offering a pre-submittal review which can be done before substantial completion of the site improvements. For the pre-submittal review you can submit the “paperwork” (i.e., Items #1, #2, #5, #8, #9, #11 and #12 are not required for this review). Once the improvements are complete onsite and the conditions of the preliminary plat have been met, then the official Final Plat Application with all submittal items can submitted for review, approval, and recording. 1. With engineering approval the project enters our preconstruction phase. Depending on having a contractor, the preconstruction phase goes fairly quickly (I’ve seen it occur within 2 weeks of receiving contractor’s info, insurance, bonding etc.) to having a preconstruction meeting to the notice to proceed. We will also want to begin reviewing the final plat documentation at the onset of construction because of the tight timeline windows and the need for an extension. I was informed that the project entitlements are set to expire in November 2023. It would be our plan to start street and utility construction in July of 2023, however, I am not sure we would be able to complete all the required construction and plat recording prior to November 2023. Would there be an opportunity to get an extension of entitlement on order to complete the work and achieve recording or does this issuance of construction permits allow for an extension of entitlements?
