NARRATIVE
23-8289
On 07/19/2023 at approximately 1222 hours, I was dispatched to an injury vehicle collision in the 100
block of Sunset Boulevard North, within the City Limits of Renton, County of King, State of
Washington.
While en route, Dispatch advised that the collision involved a vehicle versus motorcycle with the rider
down and reportedly injured. Dispatch advised that the Renton Regional Fire Authority (RRFA) would
be simultaneously dispatched.
Upon arrival, I noticed moderate mechanism to the involved motorcycle with the involved rider being
attended to by RRFA. Both vehicles had been moved off the roadway and into a nearby parking lot.
The driver of the involved vehicle was standing by at the scene but declined having suffered any
injuries to himself or his passenger.
The driver of Unit#1 was positively identified via pictured WADL with a Motorcycle Instruction Permit
endorsement and was the sole rider of the motorcycle registered to him. The rider of Unit#1 was
being attended to by RRFA. Per the other involved party, Unit#1 was traveling directly behind Unit
#2. Unit#2 had come to a stop for a red light and Unit#1 was unable to stop his motorcycle in time,
subsequently colliding with the rear of Unit#2. The rider of Unit#1 was then partially ejected from the
motorcycle. The rider of Unit#1 suffered a fractured left forearm and was later transported to
Overlake Hospital for further care.
The driver of Unit#2 was positively identified via pictured WADL and had an adult passenger in the
vehicle with him. The driver of Unit#2 said he was traveling southbound in the 100 block of Sunset
Blvd N approaching the intersection of Bronson Way N in lane 1 of 2. The driver of Unit#2 stated that
he stopped at the legend-controlled intersection for a red light. Shortly thereafter, Unit#2 felt the
impact of Unit#1 colliding into the rear of Unit#2. Unit#2 suffered moderate damage to the rear of
the vehicle, specifically the rear bumper towards the passenger side of the vehicle.
Based on the above statements, I believe that the rider of Unit#1 was not paying attention to traffic in
front of him. Teder violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving which is
defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an
inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1)
attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not
limited to, the nature and condition of the roadway, the weather conditions, the presence of
pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to
something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a
motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take
appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord.
5635, 11-14-11). 1 did not issue Teder a citation.
Unit#1 was transported privately back to Unit#1's registered address by the driver of Unit#2 due to
extensive damage and the rider having been medically transported to Overlake Hospital. Unit#2 was
able to be driven away from the scene without further incident. An exchange of information and case
number were provided to all involved parties.
