HomeMy WebLinkAboutPN_Project Narrative_New Life_20230706_v1.pdf 10317 8th Ave NE Seattle, WA 98125 509.336.9200 kplusarchitects.net PROJECT NARRATIVE NEW LIFE CHURCH July 5, 2023 PROJECT NAME, SIZE, AND LOCATION OF SITE • Project Name: New Life Church Office Building • Gross Site Area: Approx. 56 acres • Location: 15711 – 152nd Avenue SE LAND USE PERMITS REQUIRED FOR PROPOSED PROJECT • Commercial Building Permit • Conditional Use Permit ZONING DESIGNATION OF THE SITE AND ADJACENT PROPERTIES • Site: R-14 • Adjacent properties: R-14, RMH, R-4 (King County) CURRENT USE OF THE SITE AND ANY EXISTING IMPROVEMENTS The project site is a single parcel that is currently developed with a 54,320 square foot Church, a 36,000 square foot Church Auditorium added in 2010 (total 90,320 square feet of church use), a 38,680 square foot Private School serving children from kindergarten – 8th grade, a parking lot with approximately 796 parking stalls, a storm water system, children outdoor play areas, and a multi-purpose playfield. SPECIAL SITE FEATURES (i.e., WETLANDS, WATER BODIES, STEEP SLOPES) The site contains steep slopes, wetlands, and Maddison Creek. No critical area impacts will result from the proposal. STATEMENT ADDRESSING SOIL TYPE AND DRAINAGE CONDITIONS The site drains to the north into an existing bioswale and then to a detention pond that outlets toward the west and ultimately drains through a network of ditches to the Cedar River. PROPOSED USE OF THE PROPERTY AND SCOPE OF THE PROPOSED DEVELOPMENT The project is to build a new building in the north parking lot approximately 6,400 square feet of new office space for the church, New building to be located in the North portion of the parking lot. Construction will require to relocate and reroute the storm detention pipes. And 40 parking stalls will be removed. FOR PLATS, INDICATE THE PROPOSED NUMBER, NET DENSITY, AND RANGE OF SIZES (NET LOT AREA) OF THE NEW LOTS This does not apply. ACCESS Site access is from 152nd Avenue S.E. at the two existing driveways. A gated emergency access also connects to 152nd Avenue S.E. at the north end of the site. UTILITIES The FDC vault, and water meter are to remain in their current location. New water piping is proposed along with 2 new fire hydrants on site. PROPOSED OFF-SITE IMPROVEMENTS (i.e., INSTALLATION OF SIDEWALKS, FIRE HYDRANTS, SEWER MAIN, ETC.) No offsite improvements are anticipated. TOTAL ESTIMATED CONSTRUCTION COST AND ESTIMATED FAIR MARKET VALUE OF THE PROPOSED PROJECT Building costs: $2,400,000 On-site earthwork & Utilities: $550,000 Off-Site frontage improvements: $783,000 ESTIMATED QUANTITIES AND TYPE OF MATERIALS INVOLVED IF ANY FILL OR EXCAVATION IS PROPOSED Excavations for concrete/asphalt removal and construction of piles or footings will be the only proposed grading. NUMBER, TYPE, AND SIZE OF ANY TREES TO BE REMOVED A few trees on site will be removed for the building location and for the frontage improvements but all trees will be replaced from new proposed growth per landscape plan. EXPLANATION OF ANY LAND TO BE DEDICATED TO THE CITY None. ANY PROPOSED JOB SHACKS, SALES TRAILERS, AND/OR MODEL HOMES To be determined. CONSTRUCTION STANDARDS 1. Haul Routes: A construction plan indicating haul routes and hours, construction hours, and a traffic control plan must be submitted to the Development Services Division for approval prior to a construction permit being issued. 2. Haul Hours: Haul hours shall be restricted to the hours between eight-thirty (8:30) a.m. and three- thirty (3:30) p.m., Monday through Friday unless otherwise approved in advance by the Development Services Division. Permitted Work Hours in or Near Residential Areas: Construction activities that require construction or building permits and that are conducted in residential areas or within three hundred feet (300') of residential areas shall be restricted to the following hours: a. Single Family Remodel or Single Family Addition Construction Activities: Single family remodel or single family addition construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and ten o’clock (10:00) p.m., Monday through Friday. Work on Saturdays and Sundays shall be restricted to the hours between nine o’clock (9:00) a.m. and ten o’clock (10:00) p.m. b. Commercial, Multi-Family, New Single Family and Other Nonresidential Construction Activities: Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 4. Emergency Extensions to Permitted Work Hours: The Development Services Division Director is authorized to grant an extension of working time during an emergency. An emergency shall include but is not limited to natural and manmade disasters. 5. Temporary Erosion Control: Temporary erosion control must be installed and maintained for the duration of the project. This work must comply with the Surface Water Design Manual and must be approved by the Renton Development Services Division.
