DEVELOPMENT IDENTIFICATION Kimley-Horn and Associates, Inc. has been retained to provide a traffic analysis for Camellia Court development. This report is intended to provide the City of Renton with the necessary traffic generation and mitigation fee determination to facilitate their review of the development. The Camellia Court development is located on the west side of Williams Avenue S, north of S 2nd Street. A site vicinity map is included in Figure 1. The development is proposed to consist of 74 multifamily residential units. The site is currently occupied by one single-family detached unit, one duplex unit, and 4,625 square feet (SF) of shopping center. The site will primarily access the City of Renton street network via the existing alley access to Williams Avenue S and S Tobin Street. There will be 42 parking spaces provided on the ground level and 44 parking spaces provided on the lower level, equaling a total of 86 vehicle parking spaces provided on site as a part of the development. TRIP GENERATION Trip generation calculations for the Camellia Court development have been performed utilizing data published in the ITE Trip Generation Manual, 11th Edition (2021). The average trip generation rates for the following ITE Land Use Codes (LUCs): ⚫ LUC 221, Multifamily Housing (Mid-Rise) – 74 proposed units ⚫ LUC 210, Single-Family Detached Housing – 3 units being removed ⚫ LUC 822, Strip Retail Plaza (<40k) – 4,625 SF of space being removed The trip generation for the Camellia Court development is summarized in Table 1. The trip generation calculations are included in the attachments. 3. TRANSPORTATION IMPACT FEES The transportation impact fees for the Camellia Court development are based on the current impact fees and could increase when the fees are actually paid. The current traffic impact fees for 2023-2024 are $7,550.02 per dwelling unit for the apartment uses. A credit for the existing single-family home is $12,208.54 per unit and $29.88 per square foot of strip retail plaza. The total credit for the existing structures is $174,820.62 for the single-family housing and retail plaza. The Camellia Court is proposing to include 74 apartment units, resulting in a transportation impact fee of $383,880.86 after credit has been accounted for. Camellia Court March 2023 Traffic Analysis Page 4 090223009 4. CONCLUSIONS The Camellia Court development is proposed to include a 74-unit multifamily residential building. The site is currently occupied with three residential units and 4,625 SF of shopping center. The development is anticipated to generate 252 new ADTs with 18 new AM peak-hour trips and 8 new PM peak-hour trips. The peak-hour trip generation falls below the City of Renton threshold of 20 peak-hour trips for requiring a full traffic impact analysis. The current transportation impact mitigation fees totals $383,880.86 with credit for the existing uses; however, the actual fee will be determined when a complete building permit application is filed.
