The following briefly describes the application and the necessary Public Approvals. See also https://rb.gy/zt04j PROJECT DESCRIPTION: The applicant is requesting a Shoreline Substantial Development Permit (SM) and Environmental (SEPA) Review for the installation of a new boat lift for the property owners of 3101 Mountain View Ave N on an existing dock. The project site and adjacent properties are zoned as R-8. The site is on the shoreline of Lake Washington (Reach E) within the Shoreline Residential and Aquatic designations. The proposed boat lift would be located approximately 144’ waterward of the ordinary high-water mark on the south side of the dock. The boat lift would be 12’- 2” wide by 15’-11” long. The bunk of the boat lift would extend 18” above the ordinary high-water mark and the lift will sit on the lake bed of Lake Washington on foot pads. No dredging, fill, or excavation would be done for the project. DATE OF APPLICATION: September 19, 2023 NOTICE OF COMPLETE APPLICATION: September 20, 2023 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review, Shoreline Substantial Development Permit OTHER PERMITS WHICH MAY BE REQUIRED: Letter of Permission from the U.S Army Corps of Engineers and Hydraulic Project Approval (HPA) from the Washington State Department of Fish and Wildlife (WDFW) REQUESTED STUDIES: Lake Study CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Residential Medium Density (RMD) on the City of Renton Comprehensive Land Use Map and Residential-8 (R-8) on the City’s Zoning Map.
