REQUEST FOR QUALIFICATIONS
ENGINEERING SERVICES
ITS and Smart Mobility Master Plan
The City of Renton (City), in accordance with Policy & Procedure No.250‐02, is soliciting statements of
qualifications (SOQ) for A&E Professional Services for the project referenced above. The City is seeking
consultants with expertise in Civil Engineering planning and design for the Intelligent Transportation System
(ITS) and smart mobility master plan, with offices located in State of Washington and licensed to do business
in the State of Washington. Interested consultants must submit Statement of Qualifications (SOQ) as outlined
below. Please review the complete RFQ on the City of Renton’s web page, www.rentonwa.gov/bids.
Project Background:
Renton’s Transportation Network communication consists of fiber, ethernet over copper, wireless (radio).
Currently, there are traffic signal controllers, video detection systems, PTZ cameras, Opticom on the Renton’s
Transportation Network. This project will develop the Renton’s Intelligent Transportation System (ITS) and
Smart Mobility Master Plan. The new master plan will guide the future development of ITS/mobility in
Transportation encompassing not only the physical elements of ITS mobility technologies, but also its
operation and maintenance needs and the policies and procedures that need to be in place to ensure its
successful implementation. The project is locally funded at $100,000, which includes both consultant and in‐
house costs.
Project Description
The work to be performed by the consultant consists of performing engineering planning for the ITS and Smart
Mobility Master Plan. The anticipated scope of work of the proposed project will inventory and evaluate the
City’s ITS System, identify system limitations, determine future needs, and identify future improvements.
Selected consultant will identify stakeholdersneeds, advise the City on upgrades to the Transportation
network and remote access security/firewall, communication network/infrastructure, evaluate server(s) and
cloud bases data management options, identify issues with existing traffic signal infrastructure, and provide an
assessment of new technology that may be required to support future ITS mobility development and security.
Areas of key interest include:
Expansion of ITS to corridors and intersections not included in current system;
ITS enhancement on existing ITS corridors and intersections;
ITS operation and maintenance management;
Explore links to GIS and Lucity (asset management software);
GIS‐based emergency vehicle preemption;
Adaptive traffic control system engineering analysis;
Data management including collection, analysis, storage and dissemination, with a particular focus on
automated traffic signal performance measures and arterial performance measures;
Evaluate ITS communication infrastructure and identify improvements to increase security, reliability
and provide redundant paths. Fiber buildout recommendations to all traffic signals that current do not
have fiber optic communications

Evaluate system server requirements, and identify improvements to increase performance and limit
down time;
Enhancements to get UPS units online. Possible recommendations for new forms of charging signal
cabinets such as Hydrogen fuel cells
Advanced technologies, including potential steps to be taken in order to accommodate autonomous
vehicles;
ITS parking management options and EV charging options for areas where the City currently manages
on‐street and off‐street parking.
Security, software program, firewall recommendations
Expend PTZ camera network to the public.
Modernize Traffic Management Center (TMC)/artificial intelligence to assist with managing the TMC.

Submittal
For all submittal requirements, please review the complete RFQ which is available on the City of Renton web
page, www.rentonwa.gov/bids/. This link will direct you to the City Clerk’s “Call for Bids, Proposals,
Qualifications” page. Under the “Request for Qualifications” section, select “Engineering Services – ITS and
Smart Mobility Master Plan”.
Please submit three (3) individually bound hard copies of the SOQ, along with one (1) USB flash drive with an
electronic version to: City of Renton, 1055 South Grady Way, attn: Flora Lee no later than 2:00p.m. (PST) on
Wednesday, December 13, 2023. No submittals will be accepted after that date and time.
Any questions regarding the submittal process and/or the technical aspects of the project should be e‐mailed
to Flora Lee at FLee@rentonwa.gov. Please write RFQ title in the subject line. Questions received by phone or
fax will not be considered. Any questions submitted within three (3) business days of the submittal deadline
may not be addressed.

Title VI Statement
The City of Renton in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to
2000d‐4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the
Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation
issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract
entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26

will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, national origin, or sex in consideration for an award.
Certification Regarding Federal Debarment And Suspension Status:
“Consultant affirms that neither it nor its principals nor its subcontractors and their principals: (1) are
presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from the
award of contracts by any federal department or agency; (2) have within a 3‐year period preceding any
partially or wholly federally funded contract been convicted of or had a civil judgment rendered against them
for commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or
performing a public (federal, state, or local) contract or subcontract; been in violation of federal or state
antitrust statutes, or been convicted of embezzlement, theft, forgery, bribery, falsification or destruction of
records, making false statements, or receiving stolen property; or otherwise criminally or civilly charged by a
governmental entity (federal, state, or local) with commission of any of the offenses enumerated in (2) above;
and, (3) have within a 3‐year period preceding an award of any partially or wholly federally funded contract,
had one or more contracts terminated for cause or default by any federal or state agency. Consultant further
promises that if it or its principals in the future are debarred or suspended from eligibility of award by the
federal government that it shall within 3 days notify the City of such change in status.”
Terms and Conditions
The City may, at its sole discretion, cancel this Request for Qualifications (RFQ), issue a new RFQ, reject any or
all Statements of Qualifications (SOQs), seek or obtain data from any source that has the potential to improve
the understanding and evaluation of the responses to this RFQ, seek and receive clarifications to an SOQ and
waive any deficiencies, irregularities or technicalities in considering and evaluating the SOQ’s.
The City reserves the right to waive as informally any irregularities in SOQs and/or to reject any or all
submittals.
This RFQ does not commit the City to enter into a contract. The City assumes no obligations, responsibilities
and liabilities, fiscal or otherwise, to reimburse all or part of the costs incurred by the parties responding to
this RFQ. All such costs shall be borne solely by each Submitter.
Materials submitted in response to this competitive process shall become the property of the City and will not
be returned. All SOQs received will become the property of the City and are considered public records and
subject to public disclosure under the Public Records Act (RCW 42.56) All submittals are deemed public
records as defined in RCW 42.56.
ADMINISTRATIVE INFORMATION:
1) Minority‐owned and Women‐owned Business Enterprises: The City strongly encourages minority
owned and women owned businesses, socially and economically disadvantaged business enterprises,
and small businesses to respond to this RFQ, to participate as partners, or to participate in other
business activity in response to this RFQ.

2)Basic Eligibility: Any successful firm must be licensed to do business in the State of Washington, the
City of Renton and must have a state Unified Business Identifier (UBI) number. In addition, the
successful firm must not be debarred, suspended, or otherwise ineligible to contract with the City.
3)Approval of Sub‐Consultants: The City retains the right of final approval of any sub‐consultant of the
selected firm who must inform all sub‐consultants of this provision.
4)Documents Produced: All project drawings, reports, specifications, and other documents produced
under Contract to the City shall become the exclusive property of the City.
5)City Contract: The selected consultant will be required to enter into the attached City Professional
Services Template which may be updated.
