The 5-year administrative review allows the City to administratively alter conditions as reasonably necessary to respond to new impacts associated with the fill operation or to respond to significant risks to public health, safety and welfare. Since the special fill and grade permit was approved with conditions, no complaints have been received. In addition, the City will be constructing a permanent stormwater infiltration facility within the Upper Balch Pit property. Filling activity is anticipated to resume after construction of the regional Monroe Ave NE Infiltration Facility (LUA23-000284, ECF).
