EE29354 CASE# 23-13512 OF COLLISION 11/24/23 09:43 OF CbLLI510N NARRATIVE On 11/24/2023 at approximately 0945 hours Renton Officers were dispatched to a reported Accident at the referenced location, within the City of Renton, County of King, State of Washington. The reporting party, identified by his WADOL as Craig A. Miser (06/22/1963), contacted ValleyCom dispatch to report that he had been involved in a traffic collision in his 2020 Dodge Charger (WA Plate BVY9361, Unit#2). He reported that the other vehicle had left the scene. While enroute, Ofc. Weber contacted Miser and a witness, later identified by his WADOL as Ruben L. Bell (08/05/1972). The other involved vehicle (Unit 1) was reported driving southbound on Garden Ave N. I located U 1, a 2013 Toyota Venza (Temp Tag A6711926) parked behind a business in the 100 block of Garden Ave N. The registered owner, identified by his WADOL as Michael F. Haney (04/03/1964), was looking at the damage to the right rear bumper of the Venza, and he began to walk away to the east as I approached. I contacted Haney and asked him if he had just been involved in an accident, which he confirmed. I asked him to describe what had occurred. He said that he was driving eastbound on N 3rd ST, when he saw two vehicles racing. According to Haney, one of the vehicles swerved around him, while the other one (U2) struck his vehicle. I asked him why he did not stop to exchange information, he stated that he was looking for a place to pull over and where I located him was the first place he could do so. Garden Ave N is a two-way street with multiple locations to stop. I observed that Haney had traveled a considerable distance, had parked his vehicle behind a business, out of plain view from the street, had locked the vehicle, and had began walking away from it. Haney stated that he had insurance, but he was unable to provide a copy. He also stated that he did not have a cell phone. He reported no injuries. Based on the totality of what I observed, it did not appear that Haney had any intention of returning to or reporting the collision. I spoke with Ofc Weber, who relayed that Miser was traveling northbound on Park Ave N, approaching N 3rd ST with a reported green light. Miser stated that U-1 ran the red light in front of him, causing the front right of his vehicle to collide with the left rear of U-1, which caused moderate damage. Miser stopped at the scene and waited for police to arrive. He reported no injuries. I spoke with witness Bell, who stated that he was standing at the intersection of N 3rd ST and Garden Ave N, which he heard the collision and observed U-1 continue to drive eastbound on N 3rd ST, before it made a right-hand turn to head southbound on Garden Ave N. Bell did not witness the collision or see the signal lights at the intersection where the collision occurred. I provided Haney with my business card and told him to email me a copy of his insurance, or he would be cited for Operating a Motor Vehicle without Insurance under RCW 46.30.030. At the time of this report no proof of insurance has been provided. Based on the totality of the circumstances listed above, I also determined that Haney failed to stop for a red traffic signal light, which caused the collision between the two vehicles. I issued him a Notice of Infraction for operating a motor vehicle without insurance, as well as Failure to Obey a Traffic Control Device, under RCW 46.61.050.
