CAUSE NO: 23-14444
CERTIFICATION FOR THE DETERMINATION OF PROBABLE CAUSE
That J. Christiansen is a Police Officer with the Renton Police Department and has reviewed the
investigation conducted in Renton Police Department Case Number 2023-14444;
There is probable Cause to believe that Patrick Eugene Lemma (DOB: 05.01.1963) committed the
crime(s) of Hit and Run -Attended Vehicle, in violation of RCW 46.52.020. This belief is predicated on
the following facts and circumstances:
On 12.16.2023 at approximately 1536 hours, I was dispatched to a report of a hit and run collision
which occurred at NE 1st PL and Union Ave NE, in the City of Renton, Washington, at approximately
1331 hours. I was dispatched for an In-Station report (ISR) with the victim driver and his wife, who
was a front seat passenger at the time of the collision.
I met with the victim driver, identified by his WADL as Pavlo Honhalo (DOB: 04.01.1989) and his wife,
front seat passenger Yana Honhalo (DOB: 05.24.1993), both individuals are from Ukraine and speak
very limited English. As a result, they brought their friend, Vadim Alex Kharkiv (DOB: 08.17.1999), to
translate. Further, Yana spoke limited, broken English and Pavlo spoke no English.
Yana explained her husband Pavlo was driving their black in color 2013 Volkswagen Passat bearing
WA/ CGD7278, southbound on Union Ave NE. As the vehicle approached the intersection with NE
1st PL, Pavlo attempted to make a left turn, eastbound onto NE 1st PL.
The suspect vehicle, a black in color GMC Sierra bearing WA/ C45776R, was facing westbound on
NE 1st PL, and stopped at a clearly visible stop sign. As the victim vehicle proceeded with their left
turn, the suspect vehicle pulled out onto Union Ave NE, attempting to turn left, southbound onto
Union Ave NE, striking the victim vehicle on the driver's side rear wheel well and bumper area,
causing noticeable damage.
After the collision took place, the driver of the suspect vehicle stopped and got into a verbal
altercation with Yana, who was the front seat passenger, and the only person in the victim vehicle
who spoke limited English. Yana was `afraid' and she began to record the interaction on her cell
phone, which she later allowed me to view. The suspect driver was identified on the video as the
following individual:

I ran the suspect vehicle through WACIC/NCIC, and it returned clear and valid to a registered owner
listed as Patrick Eugene Lemma (DOB: 05.01.1963) and Christine Anne Lemma (DOB: 08.23.1966),
with a DOL address listed as 4012 NE 1st PL, Renton, WA 98056. Further, since Yana and Pavlo
explained the suspect vehicle driver was a male, listed above, and was the only occupant of the
vehicle, I ran the associated PIC for Patrick Eugene Lemma (DOB: 05.01.1963) through
WACIC/NCIC/DOL. This inquiry returned clear and valid, and I obtained a DOL photograph for
Lemma, which is listed below:

I photographed the damage to the victim vehicle and uploaded all photographs into Axon evidence
under this case number. Further, after reviewing the video recorded by Yana, I believed Lemma may
have been impaired during this incident as he was slurring his words and he was very hostile towards
Yana, repeatedly telling her to "shut up" and "go sit in the car." I confirmed with Yana and Pavlo at no
time did Lemma provide his driver's license, insurance card or registration. Yana stated Lemma
never gave them his information, instead he began to film her on his cell phone.
Yana and Pavlo were not injured in the collision and both were wearing their safety belts. Yana was
`scared' or concerned Lemma would obtain their address information and `come after them.' Pavlo
advised he would like to pursue charges for hit and run and they would aid in prosecution if a
Ukrainian translator could assist-1 assured them if this case went to court, they would be provided
with a translator.
I provided Yana with a link to upload the video into Axon evidence under this case number.
Based on the fact the suspect and suspect vehicle, which was positively identified by photograph as a
vehicle belonging to Patrick Eugene Lemma (DOB: 05.01.1963)struck Pavlo and Yana's vehicle at a
time when all parties pulled over but Lemma refused to provide any information, as required by law,
then left the scene of the collision without providing his driver's license, insurance information or
registration, I established probable cause Lemma was in violation of RCW 46.52.020: Hit and Run-
Attended Vehicle.
I updated dispatch and Sgt. Woodward and I responded to the suspect's last known address, 4012
NE 1 st PL. At approximately 1614 hours, I arrived at the address and observed the suspect vehicle,
pulled in front first, into a carport at the address. I knocked on the door and Lemma answered,
wearing the following clothing.
I introduced myself to Lemma, and advised him the contact was being recorded. I immediately
recognized Lemma as the same individual Yana and Pavlo recorded after being involved in a collision
in which Lemma was the driver. I told Lemma I was investigating a hit and run collision from
approximately 3 hours prior involving the vehicle that was currently parked in his carport. Lemma
looked somewhat taken aback I was standing at his doorstep but he responded "Ok." I asked Lemma
if he had any information he would like to share with me involving this collision and informed him the

other involved party had him on videotape. Lemma stated he `just woke up,' and did not wish to
speak with me. I advised Lemma he would be receiving a criminal citation via the mail for this
incident, and I left the location at a roximately 1618 hours.
