MFP23006302 AQUIFER PROTECTION Construction in Zone 1 08/2019 Renton’s Aquifer Most of Renton’s groundwater collects in the Cedar Valley Aquifer, a naturally formed underground storage area made up of layers of sand and gravel that are capable of storing large quantities of water. Rain and snow that fall on the ground soak in and recharge the groundwater in the aquifer. Renton’s aquifer is shallow, only 23 feet below ground level in areas, and is therefore very susceptible to pollution. If oil, pesticides, or other hazardous materials are spilled they can soak into the ground or run off and pollute the aquifer and drinking water. Chemical spills can lead to short-term and long-term health eff ects, so it is important to prevent chemicals from reaching Renton’s water source. Aquifer Protection in City Code The Renton City Council passed the Aquifer Protection Ordinance in 1992, which contains provisions to protect the aquifer from contamination by substances that could make the groundwater unfi t to drink. The Aquifer Protection Code is applicable within an area referred to as the Aquifer Protection Area (APA). The APA includes areas within the City limits from which groundwater moves toward the downtown drinking water wells. Hazardous Materials A hazardous material is any substance that is a physically harmful or dangerous to the health of living organisms. These materials are designated as hazardous by the International Fire Code. All hazardous materials should be listed in a Hazardous Material Inventory Statement (HMIS) and a Safety Data Sheet (SDS) should be on hand. If unclear, read the product labels or talk to the suppliers. It should be assumed that a material is hazardous if the label contains the word(s): caution, danger, warning, caustic, hazard, corrosive, fl ammable, poison, or oxidizer. Hazardous product labels may also say: harmful or fatal if swallowed, use in well-ventilated area, and do not use near heat or fl ame. Spill Response Spilled hazardous materials must be cleaned up immediately. Each construction project should have spill response procedures appropriate for the operations and hazardous materials involved. Small spills can be cleaned up with absorbent materials (cat litter, pads, towels, etc.), a broom, and a dustpan. Store recovered waste in an impermeable, tightly-covered container until legal disposal can be arranged. Spill kits, stocked with supplies for cleaning hazardous waste located on site, should be kept close to the areas where they will be needed. Do not put waste into a dumpster, pour waste down a drain, or allow waste to evaporate. Bring hazardous waste to a legal disposal facility. For free help, call the King County Business Waste Line at 206-263-8899. If a spill can reach storm drains, surface water, or groundwa- ter, it is termed an unauthorized release by City Code. Unauthorized releases must immediately be reported by dialing 911. The Fire Department will respond as necessary and will notify the Water Utility if a release has occurred in the APA. An unauthorized release must also be reported to the Washington Department of Ecology by calling 425-649-7000. Secondary Containment Secondary containment refers to the practice of storing and handling hazardous materials in such a way that spills from a primary container will not reach soil, surface water, groundwater, storm drains, or the sanitary sewer (except for authorized discharges). This can be achieved in a variety of ways. Most often, the primary container is placed inside a secondary container large enough to hold the contents of the primary container. For example, a fi ve-gallon bucket of solvent can be secondarily contained in a tub that will hold the entire fi ve gallons. This secondary container should hold at least the same volume as the largest container stored in the unit. ZONE 1: The area from which groundwater, and any pollutants, reach the City’s wells within one year. ZONE 2: The area from which groundwater, and any pollutants, reach the City’s wells within a period greater than one year. Zone 1 Zone 2 »Primary containers should be impervious to the contents stored within, properly labeled, and fi tted with a tight cover which is kept closed except when substances are being withdrawn or used. »All secondary containment devices should be constructed of materials with suffi cient thickness, density, and composition to prevent structural weakening. »Hazardous materials stored outdoors and their attendant secondary containment devices should be covered to preclude precipitation. »Monitoring procedures should be in place in order to detect hazardous materials within 24 hours of a release. Hazardous materials should be removed from the secondary containment device within 24 hours of detection and legally stored or disposed. »Secondary containment can be achieved by building a barrier around the edges of the fl oor or sloping the fl oor towards the center. Areas in which there are fl oor drains, catchbasins, or other conveyance piping should discharge into a secondary containment device. Flammable and Combustible Liquids Storage and dispensing of fl ammable and combustible liquids from tanks, containers, and tank vehicles into the fuel and fl uid reservoirs of construction vehicles or stationary equipment on the construction site should be in accordance with these standards and the International Fire Code, as adopted or amended by the City. Unauthorized Releases Any unauthorized release should immediately be contained, reported, and cleaned up as required by RMC 4-9-015G, Unauthorized Releases. Contaminated soil, water, and other materials shall be disposed of according to state and local requirements. An unauthorized release is defi ned as: “Any spilling, leaking, emitting, discharging, escaping, leaching, or disposing of a hazardous material into the air, groundwater, surface water, surface soils or subsurface soils. An unauthorized release does not include discharges permitted under Federal, State, or local law.” Hazardous Materials Management Statement A hazardous materials management statement as described in RMC 4-8-120D8, Defi nitions H, should be submitted to and approved by the Department prior to issuance of a permit regulating construction activity in the APA. *Ten pounds of solid hazardous materials is considered equal to one gallon. Designated Person There should be a designated person on site during operating hours who is responsible for supervising the use, storage, and handling of hazardous materials and who should take appropriate mitigating actions in the event of a spill or fi re. Securing Hazardous Materials Hazardous materials left on site when the site is unsupervised must be inaccessible to the public. Locking of storage sheds, fencing, and fuel tanks on construction vehicles, or other techniques may be used if they will preclude access. Hazardous materials should be secured, as needed, against earthquakes to prevent damage that could result in release. Removal of Leaking Vehicles and Equipment Construction vehicles and stationary equipment that are found to be leaking fuel, hydraulic fl uid, and/or other hazardous materials should be removed from the site and the APA or repaired in place as soon as possible and may remain on the site in the iterim only if leakage is completely contained. Clean-Up Equipment and Supplies Equipment and supplies adequate for the immediate clean-up of the worst case release should be stored on the construction site in close proximity to hazardous materials. Pesticides and Fertilizers Pesticides and fertilizers may not be used within 100 feet of a City owned well or within 200 feet of a City owned spring. Beyond this buff er, refer to RMC 4-3-050G8d. Secondary Containment Guidelines In addition to secondary containment, the following standards apply to construction activities occurring in the APA if construction vehicles will be refueled on site and/or the quantity of hazardous materials that will be stored, dispensed, used, and handled on the site, exclusive of the quantity contained in fuel or fl uid reservoirs of construction vehicles, will exceed 20 gallons*.
