We would like to remove all trees listed on the arborists report with moderate and high risk ratings. We would also like to remove the remaining portions of the 2 trees which failed at the beginning of the month. Please let me know what the next steps are. We are hoping to begin this work as soon as possible. We would like to complete the tree removal work before we begin our roof repair and replacement. There shall be no tree cutting, removal, or land clearing on any site for the sake of preparing that site for future development unless a land development permit for the site has been approved by the City. You must obtain a Routine Vegetation Management Permit prior to: • Trimming/topping trees, mowing/cutting of ground cover, or removal of vegetative debris on a vacant property. • Use of mechanical equipment exceeding 27 horsepower. • Removal of a landmark tree (unless a land development permit authorizing its removal has already been issued). • Removal of trees beyond the minimum required to be retained. A Routine Vegetation Management Permit is required for the removal of more than two (2) trees or for the removal of landmark trees. A landmark tree is defined as a tree with a caliper of twenty-four inches (24") or greater, except for Big Leaf Maples, Black Cottonwoods, and Red Alder trees, which qualify as landmark trees with a caliper of thirty inches (30") or greater. Landmark tree removal may be granted for situations where: * The tree is determined to be a high-risk tree; or * The tree is causing obvious physical damage to buildings (over two hundred (200) square feet), driveways, parking lots, or utilities, and it can be demonstrated to the Administrator’s satisfaction that no reasonable alternatives to tree removal exists, including tree root pruning, tree root barriers, tree cabling, or preventive maintenance, such as cleaning leaf debris, deadwood removal, or directional/clearance pruning; or * Removal of tree(s) to provide solar access to buildings incorporating active solar devices. Windows are solar devices only when they are south-facing and include special storage elements to distribute heat energy; or * The Administrator determines the removal is necessary to achieve a specific and articulable purpose or goal of City code. High-Risk Tree Requirements: A tree identified as high-risk must be certified in a written arborist report, prepared by an arborist with an International Society of Arboriculture (ISA) Tree Risk Assessment Qualification (TRAQ), as possessing the following ISA Tree Risk Assessment characterizations: * The tree has a probable or imminent likelihood of failure; and * The tree has a medium or high likelihood of impact; and * The consequences of failure for the tree are significant or severe. Requirements for Arborist Reports: An arborist report is required for Routine Vegetation Management Permit applications. An arborist report that includes a tree removal plan, description of work, and pictures will address most, but not all, of the submittal requirements. A master application form is also required. Good afternoon, This email is a follow up on a conversation I had with Brianna Burroughs in person at Renton City Hall the afternoon of 12/7. My name is Kim Southwell, I am the current President of Union 670 Condo Association. We have had 2 large cottonwood trees fall on our furthest east building in the last week. The first tree fell Saturday, 12/2, around 3:30am. The second tree fell on 12/5 around 4:30pm. Luckily there have been no injuries but the building has significant damage. Both trees were growing in the eastern portion of the parcel, which is open vegetated land. We have serious concerns about the remaining cottonwood trees in the eastern part of our parcel. One of the trees that fell had conks (a type of fungus) growing on the main stem. Fungus spreads through the soil so the nearby cottonwood trees are very likely infected with the same fungus. Other surrounding trees have large amounts of ivy growing on them. There are houses north, east, and west of the land and a cul-de-sac that children regularly play in south of the land. Because the remaining trees are likely to fall and there are so many hazards, we are proceeding with tree removal while working through the vegetation management permit process. We have selected a contractor with an on-staff arborist who will be preparing the report and submitting the permit. I have attached pictures showing damage from both fallen trees and the 2 areas of hazardous cottonwoods, please let me know if you would like additional pictures.
