AFFAIRS SERVICES
THIS AMENDMENT, dated for reference purposes only as December 1, 2023, is by and between
the City of Renton (the “City”), a Washington municipal corporation, and Outcomes by Levy LLC
(“Consultant”), a Washington limited liability company. The City and the Consultant are referred
to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this
Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG‐23‐029, dated
February 1, 2023, to provide governmental affairs services (referred to herein as the
“Agreement”);
Whereas, the Parties wish to amend the Agreement to extend the services in order to maintain
continuity and progress in governmental affairs.
NOW THEREFORE, It is mutually agreed upon that CAG‐23‐029 is amended as follows:
1.Scope of Work: Section 1, Scope of Work is amended to update the scope of work to
include the 2024 priorities specified in Exhibit A‐1.
2.Time of Performance: Section 3, Time of Performance, is amended to reflect the term of
the Agreement is extended through May 31, 2024, so that all Work shall be performed
no later than May 31, 2024.
3.Compensation: Section 4, Compensation Amount, is amended for compensation to not
exceed $15,000 per length of the amendment extension, plus any applicable state and
local sales taxes. Compensation shall be paid at a flat rate of $200 per hour.
4.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

EXHIBIT A‐1 – SCOPE OF WORK
2024 Key Projects and Deliverables
Sound Transit:
• Stay on City team working Sound Transit issues to ensure forward progress on
405/44th and Rainier/Grady.
• Help facilitate City’s communication with Sound Transit staff and Board.
• Other duties as assigned.
Crisis Care Center
• Assist Mayor in putting together discussions with Kent (Mayor Ralph), Auburn (Mayor
Backus), and other cities if desired.
• Assist with coordination with King County on operations and siting requirements.
• Continued assistance with outreach to potential providers to meet with South County
group.
Federal Issues
• Help City staff put together and vet with Mayor and CAO a prioritized list of projects
for which the City can seek U.S. Senate “Congressionally Directed Spending” (CDS)
and U.S. House “Congressional Project Funding” (CPF) allocations for FFY 2025.
• Assist with identifying and evaluating other potential federal grants for city’s
consideration.
Training for New Staffer
• Act as resource to help newly hired local/regional/state/federal relations liaison learn
of necessary list of Councils, boards, commissions, and other governmental bodies
important for tracking in new job.
• Act as resource to help introduce key regional, state, and federal points of contact to
newly hired local/regional/state/federal relations liaison.
