and would like to know if you plan on having the project proceed or if you would like to withdraw the
project.

Dear Mr. Holmberg:
Based on further review of the application for the proposed two-lot Anardi Short Plat, additional materials
are needed prior to continuing processing the project. Due to the location of the site within a critical area
as shown on the City's Coal Mine Hazard map, moderate and high coal mine hazards appear to be
present. A coal mine assessment/geotechnical report (RMC 4-3-050.J.8) is required. Additionally, the
site's location in a critical area requires environmental review. The project has been placed "on-hold" to
stop the process until such materials are submitted.
An additional land use application fee will also be required for the Environmental Review. The fee of
$200.00 (1/2 off full price of$400.00) will be required to be paid prior to proceeding with processing the
project. The environmental review will be reviewed along with the preliminary plat to the Hearing
Examiner.
Please take note that a previous short plat project (Davis Short Plat LUA 01-145), located within a few
blocks of your subject site, is also located in the same coal mine hazard area. A coal mine assessment
was prepared for the.site and is available for your review (during normal business hours, 6th floor, City
Hall).
The project will remain "on hold" until the requested information and fee has been received. Once the
additional information has been received, staff will review the information and subsequently schedule the
Environmental Review Committee meeting. All requested materials should be submitted to Development
Services, 6th Floor, City Hall to the attention of Susan Fiala. Please contact me, at (425) 430-7382, if you

I have reviewed the preliminary application for this short plat, located at 1723, Shattuck Ave
South and have the following comments. This site was previously reviewed as PREAPP No.02-
04G.
WATER
2. The proposed project is located within the 300-water pressure zone.The site is outside the
Aquifer Protection Arca.
3. Ail new construction must have a fire hydrant capable of delivering a minimum of 1,000
gllm and must be located within 300 feet of the structures. If the building square footage
exceeds 3600 square feet in area,then the minimum fire flow increases to 1500 GPM. The
existing fire hydrant on Davis Ave S is substandard (4" Hydrant; pursuant to as-built -
WTR-27-i 132). Watennutin extension may be required to meet the Tire flow requirements. !-
The existing hydrant will be required to be replaced to meet city code as a condition of the s
permit.
4. There is an existing 8-inch water main in Shattuck Ave S. There is also u 4-inch water main
in Davis Ave South. This watcnnain is only capable of delivering 405 GPM, with a static
Street level water pressure of 74 PSI. This waterrnuin cannot deliver the minimum fire flow
(1000 GPM).
5. The Water System Development Charge(SDC) would be triggered al the single-family rate
of $1,105 per new building lot. This fee is collected prior to issuance of a construction
permit.

2. The existing single family home is served by a sanitary sewer in Davis Ave S.(see attached
side sewer card). Therefore a permit will be required to 'cut and cap' the sewer and remove
the stubs, A demolition permit will also be required for the existing structure.
3. Duel side sewer will not be allowed. Individual sewer stubouts will be required prior to
recording of the Short Plat.
4. The Sanitary Sewer System Development Charges (SDC) is S760 per new lot. These arc
payable at the time the utility construction permit is issued.
SURFACE WATER
I. There is a storm drainage pipe in Davis Ave S.
2. A storm drainage plan and drainage report in accordance with the 1990 King County
Surface Water Manual standards is required to be submitted with the formal application of
the short plat,
3. The Surface Water System Development Charges(SDC)are $525 per new building lot.The
fee is payable at the time the utility construction permit is issued.
STRFA C'IMPROVEMENTS
•
I. Per City of Renton code projects that are 2-4 residential lots in size.arc required to install
half pavement width per standards. The project also requires installing curb/gutter,
sidewalks and paving along the full frontage on Davis Ave S and Shattuck Ave S.
2. All new electrical, phone and cable services must be underground, Construction of these
franchise utilities must be inspected and approved by a City of Renton ,public works
inspector prior to recording of,the short plat.
3. The traffic mitigation lee of $75 per additional generated trip shall be assessed per
additional single family home at a rate of 9,57 trips (1 x 9.57 trips x $75/trip = $717.75).
This fee is payable at time of recording the short plat.
GENERAL COMMENTS
1, Submit a conceptual utility plan with the formal application. Jf you have any questions,call

3. Permit application must iieludc an itemized cost of construction estimate for these

the date of review. The applicant is cautioned that information contained in this summary may be
subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner,Zoning
Administrator,Board of Adjustment,Board of Public Works,and City Council). Review comments may
also need to be revised based on site planning and other design changes required by City staff or •
made by the applicant. The applicant is encouraged to review all applicable sections of the Renton
Municipal Code. The Development Regulations are available for purchase for$50.00 plus tax,from
the Finance Division on the first floor of City Hall.
Project Proposal:Tho subject property is addrossod as 1723 Shattuck Avenue South. The proposal
is to subdivide a 11,250 square foot lot(0.26-acre)into 2 lots_ The silo is currently developed with a
single-family residence,which would be removed or demolished as part of this proposal.
Zoning/Density Requirements:Tho subject property is located within the Residential-8 dwelling
units per acre(R-8)zoning designation. The density range required in the R-8 zone is a minimum of
5-0 to a maximum of 8.0 dwelling units per acre(du/ac). For lots under one-half acre in size,the
minimum density requirements do not apply and maximum density is increased to 9.7 du/ac.
In order to calculate not density,private access casements serving more than three units,as well as
sensitive areas,must bo deducted from the gross area of the property. There appears to be no areas
required to be deducted on the subject site. The proposal for 2 units on the property arrives at a not

Development Standards:Tho R-8 zone permits ono residential structure I unit per lot. Detached
accessory structures are permitted at a maximum number of two per lot at 720 square feet each,or
one per lot at 1,000 square feet in size.
Minimum Lot Size,Width and Depth—Tho minimum lot size permitted in the R-8 is 4,500 square feet.
A minimum lot width of 50 foot for interior lots and 60 foot for corner lots, as well as a minimum lot
depth of 65 feel, is also required.
Building Standards—The R-8 zone allows a maximum building coverage of 35%of the lot area or
2,500 square feet,whichever is greater for lots over 5,000 square feet in size. Lots under 5,000
sauaro feet in size are permitted a maximum building coverage of 50%of the lot area. Building height
is restricted to 30 feet and 2-stories. Detached accessory structures must remain below a height of 15
foot and one-story with a gross floor area that is loss than the primary structure. Accessory structures
are also included in building lot coverage calculations.
Setbacks—Setbacks are measured from the property lines to the nearest point of the structure, The
required setbacks in the R-8 zone arc a0 foot in the front,21teet in the rear,5_feet on interior side

Parking/Street improvements: Each lot is required to accommodate off street parking for a minimum
of two vehicles. Full street improvements(curb,gutter and 6-foot wide sidewalk)along the site's
Shattuck Avenue South street frontago would be required for tho short plat. The applicant may elect
to ask the Board of Public Works for a waiver or deferral for off site street improvements. Please
contact Juliana Sitthidet at(425)430.7278 for additional information regarding the Board of Public
Works.
Access: The additional lot proposed could receive access from Shattuck Avenue South. The
proposed driveway to the new lot would be required to be setback a minimum of five feet from the
northern or southern property boundary.
Environmental Review: Short plats four lots or less that do not have any critical areas as defined by
the City of Renton's Municipal Code(RMC4-3-050)are exempt from the Environmental Review
process, Upon review, no critical areas were detected at this time.
Permit Requirements: Short plats of four or less lots are processed administratively within an
estimated time frame of 6 to 8 weeks for preliminary approval. The application fee is$1,000,plus
$0.37 per mailing label required for notification to surrounding property owners within 300 feet of the
site. The applicant will be required to install a public information sign on tho property. Detailed
information regarding the land use application submittal is provided In the attached handouts.
Once preliminary approval is received,the applicant must complete the required improvements and
satisfy any conditions of the preliminary approval before the plat can be recorded. The newly created
lots may be sold only after the short plat has been recorded. For your use,I have attached a copy of
the short plat recording process to be completed after preliminary short plat approval. •
Fees: In addition to the applicable building and construction permit foes,the following mitigation fees
would be required prior to the recording of the plat(the project will be credited for the existing home).
• A Transportation Mitigation Fee based on$75.00 per each now average daily
trip attributable to the project;
• A Parks Mitigation Fee based on$530.76 per esiw,single family residence;and,
• A Fire Mitigation Feo based on$488.00 per new single family residence.

Expiration: Upon preliminary short plat approval,the preliminary short plat approval is valid for two
years with a possible one year extension.

The applicant is proposing to short plat an existing 11,250 square foot lot and remove an existing
single family house. The site, near the intersection of Davis Avenue S and Shattuck Avenue S is
designated Residential Single Family on the Comprehensive Plan Land Use Map and is zoned R-8,
consistent with this designation. Similarly,the surrounding area is also zoned R-8.
Relevant Comprehensive Plan Lattd Ust Policies:
Policy T.�I.34 Net development densities should fall within a range of S to 8 dwelling units
per acre in Residential Single Family ncighborhoculs,
Policy LU-35, A 'mbd,,u,e,t lot size of 4,500 Square feet shank! be allowed in single family
residential neighborhoods except when flexible development standards are used for project
review.
Policy LU-36. Allow developtn nt at 9.7 dwelling units per acre on infill parcels of one acre
or less as an incentive to encourage single family small lot development on 4,500 square ft,
• lots.
Policy T.U-40.7. New plans proposed at higher densities than ,adjacent neighborhood
developments may be modified within the allowed density range to reduce conflicts betwecn
old and new development patterns.
Analysis:
The proposed net density falls within the permitted range of 5 to 9.7 dwelling units per net acre for
parcels of one acre or less. The actual density for this short plat is 7.74 lots per net acre(see
attached Density Worksheet). Both lots exceed the minimum lot size of 4,500 square feet .
However, they arc smaller than surrounding lots which are typically 14,700 and because the two
new lots are bordered by Go' right-of-ways on two sides. encroachment on adjacent neighborhoods
is not seen as an issue.
Recommendation:
Support this two lot short plat.

Drainage Narrative
This project involves short platting a 0.26 acre parcel into two lots. The
existing house will be removed and replaced with two new houses.
Stormwater runoff from the site drains west to the existing catch basin and
pipe storm system located on the east side of Davis Street. This conveyance
system flows north along Davis Street, down to the valley floor and
presumably to Green River. Because this is a very small site, it is assumed
that there will be no downstream impacts and that drainage control will be
limited to connecting the roof drains from the new houses into the existing
storm system in Davis Street.
