•The applicant is requesting a CUP-H, SA-H, mod to street
standards and mod to attached dwelling unit minimum
standards.
•The project site is zoned CD, Urban Design District A and is
developed with 2 existing single-family residences and one-
story commercial building, all proposed for removal.
Brief Description
•56 studio units, 14 2-bedroom units and two 3-bedroom units
•Access provided via existing alley right-of-way to the on-site structured parking

•A neighborhood meeting was held on January 18, 2023.
•A 14-day public comment period commenced on November 9,
2023 and ended on November 23, 2023.
•Staff received no comments from the public.
•Staff received comment from the Duwamish Tribe regarding
cultural resources and a second from DAHP stating interest in
reviewing the archaeological survey report.
•A SEPA Determination of Non-Significance -Mitigated (DNS -M)
was issued by the City’s Environmental Review Committee (ERC) on
December 18, 2023 with three mitigation measure. No appeals
were filed.
Brief Description Cont.
•Frontage improvements, including dedication, curb and gutter, tree
grates and a 12’ sidewalk are proposed along Williams Ave S.
Dedication is proposed for the existing western abutting alley ROW
•Landscaping proposed via incorporation into building design

•The proposal is consistent with relevant
Comprehensive Plan Land Use policies.
•The proposal is compliant with all relevant
zoning and design regulations if all conditions of
approval are complied with.
•There are safe walking routes to the school bus
stops for any students who may reside in the
future residences.
Analysis
•Police and Fire Prevention staff indicate that
sufficient resources exist to furnish services to the
proposed development.
•Students will attend following schools: Kennydale
Elementary, Dimmitt Middle School, Renton High
School.
•Water and sewer service is provided by City of
Renton. Water and sewer improvements will be
required along all project frontages.
Availability of Public Services
•The applicant submitted a Technical
Information Report prepared by D.R.
STRONG Consulting Engineers.
•The project is required to comply with
the 2022 City of Renton Surface Water
Design Manual.
•Connect into existing public storm
main in alley right-of-way abutting to
the south
•Fire and water connections from
Williams Ave S, sewer connection to
western alley

•Net density of 186 dwelling units per acre (rounded)
•Compatible with Comprehensive Plan
•Approximately 23% (16 units) of units are intended
for more than 2 members
•All units will receive light and air as they all abut the
exterior walls
