PROJECT DESCRIPTION: The applicant is requesting a Shoreline Exemption for a Substantial Development
Permit for interior remodeling within the existing single-family home. The Thomas Residence project involves a
comprehensive interior remodel of the existing residential home with no changes to the existing roof structure or
perimeter wall. The project commences with demolition, including the removal of existing flooring, cabinetry,
countertops, doors, millwork, windows, stairs, rails, and specific sections of the laundry, garage, and utility spaces.
The scope of work encompasses the installation of flooring, cabinetry, countertops, ceramic tile, appliances, and
new stairs. Additionally, there will be the trimming out of seven fixtures and the installation o f electrical outlets,
switches, lights, and fixtures. The first floor will undergo door relocation and framing for new doors, while the
second floor will experience the relocation of windows and doors. The project site is situated within the Shoreline
Residential designation and Lake Washington Reach E.

EXEMPTION JUSTIFICATION/DECISION: An exemption from a Shoreline Management Substantial Development
Permit is hereby Approved on the proposed project in accordance with RMC.4.9190C “Exemption from Permit
System’ and for the following reasons:
Normal maintenance or repair of existing structures or developments, including damage by accident, fire or
elements. " Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully-
established condition. " Normal repair" means to restore a development to a state comparable to its original
condition, including but not limited to its size, shape, configuration, location, and external appearance, within a
reasonable period after decay or partial destruction, except where repair causes substantial adverse effects to
shoreline resource or environment. Replacement of a structure or development may be authorized as repair where
such replacement is the common method of repair for the type of structure or development and the replacement
structure or development is comparable to the original structure or development including but not limited to its
size, shape, configuration, location and external appearance and the replacement does not cause substantial
adverse effects to shoreline resources or environment.
This proposal does not require an environmental threshold determination as it meets the following exemption
criteria in accordance with WAC 197- 11-800(3) “Categorical Exemptions”:
Repair, remodeling, and maintenance activities. The following activities shall be categorically exempt: The repair,
remodeling, maintenance, or minor alteration of existing private or public structures, facilities, or equipment,
including utilities, recreation, and transportation facilities involving no material expansions or changes in use
beyond that previously existing, except that, where undertaken wholly or in part on lands covered by water, only.
minor repair or replacement of structures may be exempt (examples include repair or replacement of piling, ramps,
floats, or mooring buoys, or minor repair, alteration, or maintenance of docks).
Staff Comment: The proposed interior remodel would qualify as remodeling of an existing structure.
FINDINGS: The proposed development is:
i. Consistent with the policies of the Shoreline Management Act.
ii. Consistent with the City of Renton Shoreline Mater Program.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened by
the approval body. The approval body may modify his decision if material evidence not readily discoverable prior
to the original decision is found or if he finds there was misrepresentation of fact. After review of the
reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be
no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within
the 14-day appeal time frame.
APPEALS: This administrative land use decision will become final if not appealed in writing to the Hearing
Examiner on or before 5:00 PM on February 6, 2024. An appeal of the decision must be filed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Appeals must be submitted electronically to the City Clerk
at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals
to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process
may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
EXPIRATION: Two (2) years from the date of decision (date signed).

Introduction:
The Thomas Residence project entails a comprehensive interior remodel of an existing residential
building. This narrative outlines the scope of work, focusing on interior modifications. It is important to
note that no exterior structures are part of this building permit application.
Demolition (1320):
The project begins with extensive demolition, including the removal of existing flooring, cabinetry (kitchen,
bathrooms, wet bar), countertops, doors, millwork, windows, stairs, rails, and specific sections of the
laundry, garage, and utility spaces.
Framing (3100):
New interior framing will be constructed. On the upstairs, windows and doors will be relocated. The main
floor will also see the relocation and framing of new doors. A panoramic window, or 'Nanawall', will be a
feature addition. All will be subject to engineering drawings and calculations.
Plumbing, Electrical, and HVAC (3600, 3700, 3800):
Rough plumbing involves capping existing fixtures and relocating several bathroom and kitchen fixtures.
Electrical work includes installing new fixtures as per electrical plans. HVAC work involves relocating the
fireplace, kitchen hood, bathroom fans, furnace, and air vents as required by the new design.
Insulation (4700):
Existing insulation, assumed to be up to code, will be retained. Anything not up to code, will be brought up
to code.
Windows, Doors, and Drywall (4590, 5000):
New windows will be installed throughout. The project also includes hanging, mudding, patching,
skimming, and sanding new drywall.'
Interior Finishes:
· Flooring (5100): Installation of new engineered hardwood in various rooms including living areas,
bedrooms, and bathrooms.
· Finish Carpentry (5200): Installation of new baseboard and trim.
· Cabinet and Vanity Install (5450): All cabinetry will be installed as per shop drawings.
· Countertops (5420): Installation of Quartzite and quartz countertops in various bathrooms and the
kitchen.
· Ceramic Tile (5200): Tile work in the guest and primary bathrooms, including heated floors.
· Finish Plumbing (5600): Trimming out seven fixtures.
· Interior Painting (5920): Painting millwork, walls, and ceilings.
· Finish Electrical (5700): Installation of electrical outlets, switches, lights, and fixtures.
· Appliance Install (5595): Installing appliances in remodeled areas.
· Stair and Guardrail Work (5120, 5260): Installation of new stairs nosing, handrails, and railings.
Shower Glass and Cabinet Hardware (5440):

Materials:

Conclusion:
This project is an interior-only remodel. No exterior structural changes are part of this permit application.
