SUMMARY OF ACTION:
Mayor Law appoints the following to the Airport Advisory Committee:
Kurt Boswell, Airport-at-Large, primary position, for an unexpired term expiring on 5/7/15.
Mark Speigelman, Airport-at-Large, primary position,for a term expiring 5/7/17.
Mike Johnson, Airport-at-Large, alternate position, for an unexpired term expiring on 5/7/17.
Neil Sheesley, South Renton, alternate position, for a term expiring 5/7/17.
Melody Kroeger, Renton Hill/Monterey Terrace, alternate position,for a term expiring 5/7/17.
Frederick Lund, West Hill, alternate position, for a term expiring 5/7/17.
Blake Misenar,The Boeing Company,for a term expiring 5/7/17.
Jeffery Thomson, Highlands, alternate position,for a term expiring 5/7/17.
STAFF RECOMMENDATION:
Confirm Mayor Law's appointments of Mr. Boswell, Mr. Speigelman, Mr.Johnson, Mr. Sheesley, Ms.
Kroeger, Mr. Lund, Mr. Misenar, and Mr.Thomson to the Airport Advisory Committee.

' Citizen Comment:Adkins— Brad Adkins(Renton)stated that two months after he purchased his property in
Piper's Bluff Development the Renton Highlands,the lot across the street sold to a developer. He
remarked that he has essentially had to build a moat around his home because
the developer is causing May Creek to flood his property. Mr.Adkins stated
that he has had to hire a lawyer to help battle the developer,the home builder,
and the City. He expressed frustration with the situation and invited City
officials and staff to visit his property to see the situation firsthand.
Mayor Law remarked that the administration will review the issue and provide
a response to Council and Mr.Adkins.

Budget: 2014 Carry-Forward Administrative Services Department requested approval of the 2014 Carry-
Ordinance Forward Ordinance in the amount of$81,275,518,which increase the
2013/2014 Biennial Budget by carry forward funds from 2013 for project that
were not completed in 2013,establishing an amended total biennial budget of
$601,657,988. Council concur.
CED: Renton Lodging Tax Community and Economic Development Department recommended approval
Advisory Committee of the Renton Lodging Tax Advisory Committee recommendation to allocate
Allocations $168,587 to the Renton Chamber of Commerce to fund the Renton Visitors
Connection, and $100,000 to the Renton Community Marketing Campaign
administered by Saunderson Marketing Group;and approval of the related
contracts. Council concur.
Community Services: Parks Community Services Department recommended approval of the Parks Property
Property Tax Levy Agreement, Tax Levy Agreement with King County to accept$196,771 annually through
King County 2019 to support the repair, replacement, improvement, and expansion of parks,
open space,trails, and recreational opportunities within the City. Refer to
Finance Committee.

member, we have the following staff recommendations for the Renton Airpor#Advisory

CED: Declare Sunset Area as Community and Economic Development Department recommended adoption
an Economic Target Area of a resolution declaring the Sunset Area as an "Economic Target Area" in order
to leverage public investment and attract private investment to stimulate new
commercial and residential development in the neighborhood. Refer to
Plannin�and Development Committee.
Transportation: Lake Transportation Systems Division recommended approval of an agreement,and
Washington Loop Trail, all subsequent agreements,to accept$346,000 in grant funds from the
WSDOT Grant Washington State Department of Transportation to accomplish design and
construction of the Lake Washington Loop Trail project. City match is$54,000.
Council concur.

UNFINISHED BUSINESS Public Safety Committee Chair Corman presented a report recommending
Public Safety Committee concurrence in the staff recommendation to reduce the number of authorized
Police: Convert Commissioned commissioned police officer positions by one full time equivalent(FTE)to

Attorney:Amend RMC 1-3-2, Public Safety Committee Chair Corman presented a report recommending
Definition of Administrator concurrence in the staff recommendation to approve the ordinance expanding
the definition of"Administrato►" in RMC 1-3-2 to all City department
administrators,due to recent amendments to the Renton Municipal Code.
The Committee further recommended that the ordinance regarding this matter
be presented for first reading.
MOVED BY CORMAN,SECONDED BY TAYLOR, COUNCIL CONCUR IN THE
COMMITTEE REPORT. CARRIED. (See page 124 for ordinance.)
