Scope of Work
During the terrn of this Coniract, Perteet Inc. (COt�SULTA�IT) will perform
prafessional services far the City of Renton (CITY), as detail�d belaw:
INTRODUCTIt�N
The project will construet impravernents tc� extend N Park Avenue from the existing
intersection with Lagan Auenue N northward to conneet to the Southport site no�er
uncier construction. The purpose is to provide a connection to the Southport
deve#apment and relieve congestion on Lake Washington Bou(evard.
GENERAL SCt3PE t�F SERVICES
This phase of the praject wiil conduct Survey and Basemapping services far the N
Fark Avenue extensian between,logan Avenue N and the Southpart development. �
At the aption af the CIT'Y, the CONSUITANT may be asked to provide final design,
enviranmentai support, right-af-way acquisition support, and/or construction
management services.
Currently, gnly local agency #unds will be used in the planning, design, and/or
construction of the project. The CONSULTANT wi11 use procedures o�tlined in the
WSDC7T Loca} Agency Guidelines �LAG Manual} during developrnent of the project.
The wark included in this phase of the project includes the follt�wing tasks:

The CONSULTANT will complete all survey and basemapping services work under
this phase oF the cantract within three (3) months (9Q calencfar days) of notic� to
proceed.
Task 1 — Project Management
1.1 Provide continuous project management adr�ninistration (biliing invoices,
monthly pragress reports, consultant caardination) throughout the praject"s
duration (assume 12 months�.
1.2 Monitor praject budget and scl�edule. Schedule wiil be developed using MS
Project 2013. Schedule will be updated on a monthly basis.
1.3 Quality AssurancelQuality Control program. The CONSULTANT wiil canduct an
internal qua�ity assurance pragram prior ta majnr submi#tals. Majar submittals
are defined as the project basemapping. This task will supplernent the
contir�uous quality assurance prQgram by conducting a detailed review of
each majpr submittal for compliance with project criteria and,consistency with
the �rc�ject gaals.
Deliverables:
* Invoice and progress reports submitted rnanthly in F�ard copy via US Maif.
Four (4} prepared invoices will be submitted.
• MS Rraject Gantt Schedule submit#ed monthly in hard copy with project
invoices via US Rrtail. Four (4) schedule updates will be submitted,
• Markups of majar submittal quality cantrol reviews in hard copy forrnat with
each major submittal. One �1) quality control review dacurnent will be
submitted far the following:

Task 2 - Property C?wner Covrdination and Planning
The CONSULTAhIT will coordinate the basemapping developrnent uvith adjoining
rarge pr4perty owners, KnQwn key entities indude the City of Renton, the Boeing
Campany, Burlington Northern Santa Fe Raiiroad (BNSF), Puget Sounc! Er�ergy, an�!
SECO Deveiapment (5c�uthport site).
2.2 Rroperty t}wner Meetings
7he CUNSULTANT and the CiTY meet with individual pfoperty or�vners as requested
by the CITY. These meetings wil! be scheduled by the CITY and held to update the
praperty owners of the CITY's project. Property owners will incfude the Boeing
Ccsmpany, BNSF, PSE, and SECO Development. It is assumed that up ta two (2) one-
haur r�neetings will be heid with each of these �aroperty owners invaiving up to twa
(2} team mernbers from the CONSUL.TANT team at each of the rneetings.
Deliverables:
• Provide up ta twa (2) staff inembers for each Property Owner Meeting.
• Meeting Minutes frc�m property ov,rner rneetings, submittet3 via e-mai! in MS
Word format. fvleeting minutes will be provided dc�cumenting each of the
Praperty Owner meetings.

The CONSULTANT wi(I provide c4ntrol surveys; c�round based topographic and
p{animetric mapping completion surveys. 7he survey and basernap work may be split
inta two pieces, with a Base Survey and C�ptional Survey Areas as ilfustrated in
Figure 1. Surveying will be suffieient to compiete the preliminary and final design.
The CC�NSULTANT will proeure utility locate services for sub-surface utility paint
marking prior to field survey of the Base Area. Utilities will be located in horizontal
pfane only; the utility location senrice will not investigate the depth of existing

utiiities. Qepths af existing utilities can be eonducted at a Eater date with a
supplemeni to this contract.
Priflr ta field surveys being conducted, the CITY will acquire right af entries frorn
property owners along the corridar. Field surveys wil! be prepa�ed ta provide 1"=20',
1-faot cc�ntour interval design mapping for the Base Area illustrated in Figure l.
3.1 Con#ral Surveys — Base Area
The CC3NSULTANT wili perform control surveys for the project, inciuding datum
cantrol surveys, ground conirol for tapographic completion surueys, and cantrol
surveys far road right-of-way. Parcel boundaries wil! calculated using Title Reports
procured by the CCINSULTfi�NT. Any property carners discovered during the field
survey wi({ be surveyed and included in �he praject basemaps,
Datum contro! surveys will be ta provide the project in 1Nashingtan State Plane
Cocsrdinate System {W5PCSj, North Zane (NAD 83/91) harizot�ta! daturn; and North
Ameriean Vertical �atum (NAVD 88). The CONSUITANT will identify or establish
approximately ten (i0) horizontaf control points �nd ten (10} vert�cal benchmarks far
the project.
3.2 Topc�graphic Mapping Surveys — Base Area
The CC?IVSULTAtVT will p�ovide graund-based topagraphie surveys to generate
basemaps at a 1"=20' scale and ta prepare OTM generated 1-foat contaurs. Field
survey wil4 pick up curbs, edges of pavements, drainage strucfiures, fences,
rnailbaxes� retaining structures, culverts, guard rails, utifity surface features, f+eld
markings of existing sub-surface utilities, traffic and business signs, striping, trees

(D6H}, and limits of landscape areas.
CITY will obtain Right of Entry for survey on private property. CONSULTANT wiil use
appropriate signage, high-visibility c{crthing and traffic control device� whike
performing field survey work.
The CONSUI.TANT wiil deliver all topagrapF�ic survey mapping in digital AutaCAD
(2016 version} fQrrnat, with standard APIPVA Iayering, symbology and attribute
conventions. A!1 mapping uvilf be two-dir-�ensional with individua( line segments
connecting pcaints. Final digita! fifes are to be con�iguous at a 1-to-1 scale ir� model
space. Point data biocks will indude nurnber identifier; elevatic�n and description
fie(ds will alsr� be induded. Mapping is to be planirrie�ric with digital terrain
madeiing.
3.3 Basemapping — Base Area
The C�NSUI.TANT will cornpile the tapographic survey into a pra�ec# basernap
based an APWA standard layers, line types and symbr�is, deueloped from APWA '
standards, using AutoCAD 2016. The CONSULTANT wil! compile and map existing
teatures and underground utilities.
The CONSULTANT wili deliver ail topographic survey mapping in digital Autc�CAQ
{2p16 version) format, with standard APVtfA layering, symbology and attribute
conventions. All mapping will be two-dimensianaf with individual line segments
connecting points. Finaf digita! files are ta be contiguous at a 1-to-1 seale in madel
space. Poin# data blacks will incfude number ic4entifier; elevation and description
fields wi1! also be included. Mapping is tc� be p(anir-netric and support digita! terrain

Deliverables:
• {3ne (1) continuaus basemap file for the Base Area using AutoCAD 2n16 vsrith
field survey data, existing right-af-way limits and parce! boundaries,
c�rthophotography background, DTM surface, and suppart files suitable far
externaf referencing into design files.
Task 4 — Surveying and Basemapping — C►p�ional Area
The CUNSULTAN� wili procure utility locate serviees for sub-surface utility paint
marking prior fia field survey af the Optionaf Area. Utilit�es wi#I be located in
horizontal plane on1y; the utility locatian service w'rll not investigate the depth of
existing utilities. Depths af existing utilities can be conducted at a later date with a
supplement to this contract.

4.1 Control 5ur-veys — Optional Area

contral surveys for road �ight-af-way. Pareei boundaries will ealcuiated using TitEe
Reports procu�ed by the CONSUl7ANT. finy property c�arners discavered during the
field survey wi(I be surveyed and inc(uded in the project basemaps.
Daturn controC surveys wi11 be to provide the project in Washington State Plane
CoardinatQ System (WSPCS), North Zone (NAD 83/91) horizontal datum; and North
� American Vertical Datum {NAVD 8$�. The C�NSULTANT wifl identify or estab[ish •
