Request for Statement of Qualifications (SOQs) and Proposals (RFPs) for Design
of the Fiber Optic Extension to Kennydale Fire Station and Water Reservoir Site
Submittal Date: February 14, 2018
The City of Renton is soliciting proposals from qualified consultants to prepare engineering
plans and specifications for construction bid documents, and to provide services during
construction for the extension of an existing City-owned fiber optic network to provide service
to a new Fire station and Water Reservoir site in the Kennydale area.
BACKGROUND
The City of Renton currently has a limited City-owned fiber network serving City facilities. The
City intends to extend the existing network from Gene Coulon Memorial Beach Park at 1203
Lake Washington Blvd N in order to provide fiber service to a new fire station and water
reservoir located at 1404 N 30th Street.
SCOPE OF WORK
The work includes the field verification of the existing fiber optics and conduits within a 2-mile
section of existing roadways and through an existing park, and to identify and design the best
route to connect the existing fiber optic system to the new fire station and water reservoir site.
The general location of the route has been identified by the City as shown on the attached map.
The design of system improvements will include conduits, cables, pull boxes, connections and
other related appurtenances to complete the system.
The work includes the following:
Field verification and confirming inventory of all existing City of Renton fiber optic
conduits, cables, junction boxes, vaults and related appurtenances within the project
area defined within Figure 1 with the assistance of City staff.
Assessment of the physical and operational condition of the available conduits and fiber
optic cables.

Design the best route from the existing City-owned fiber optic system to the new fire
station and reservoir site on N 30th St.
Develop cost estimates for the construction of the improvements at the 30%, 90% and
final design plans.
Provide technical support during the bid phase.
Provide consultant services during construction of the improvements.
Consolidate information provided by installation contractor into final as-built drawings.
PROJECT TIMEFRAME
Timeframe of design and construction work is expected to be tight. Construction work in/near
Coulon Park must be completed before the summer of 2018 and all work must be completed
prior to the completion of the Fire Station, which is scheduled for January 2019.
To meet these tight time constraints, the firm will be need to have resources available for
immediate work. Provide estimate of time availability for team members within the proposal.

PRE-PROPOSAL MEETING
There will not be a pre-proposal meeting for this project.
CONSULTANT SELECTION AND EVALUATION PROCESS
The City of Renton staff and representatives will evaluate the consultant’s written proposals
based on the project approach, each firm's engineering/technical skills and resources, project
team's engineering/technical skills, history of performance, and knowledge. After the proposals
have been evaluated, the highest ranked firms may be interviewed. All firms submitting
proposals will be notified in writing as to their status in the selection process. Attached are
copies of the evaluation criteria that will be used in determining the short list of firms to be
interviewed and the evaluation criteria used for the interviews. If the City determines it wishes
to perform final selection through an interview process, the successful consultant will be based
upon those interviews only.
INFORMATION TO BE PROVIDED IN PROPOSALS
To be considered responsive, proposals must include the following information. Proposals that
do not fully comply with these instructions may not be considered.
To facilitate evaluation, proposals shall be organized in the order of the outline below. Do not
exceed 20 pages, exclusive of resumes.
A. PROJECT APPROACH
1. Discuss specific tasks to be included in the Scope of Work and describe the
proposed approach to complete each task.

2. Provide a preliminary time schedule for carrying out various tasks.
3. Prepare time estimates for staff members used in each of the major tasks.
B. PROJECT MANAGEMENT
1. Provide a description of your approach to organize and carry out the work.
2. Provide an organizational chart indicating how the firm's management will
interface with this project.
C. PROJECT TEAM MEMBERS
1. Describe the expertise for each proposed team member and indicate their role in
this project, office locations of the members, technical expertise, and other
pertinent information.
2. Include descriptions of three projects that your firm has completed that are
related to the proposed project. Describe the work that your firm's assigned staff
members completed on these projects.
3. Identify sub-consultants that you will use on this project, indicate their specific
role(s), and outline their experience on similar related projects.
4. Provide estimate of hours each team member will have available to meet
schedule needs.
D. REFERENCES
1. Provide three recent references that may be contacted concerning your firm's
performance on a project of this type within the previous three years.
2. Provide three recent references that may be contacted concerning the
performance of your firm's proposed Project Manager on projects of this type.
3. Provide a professional resume for each key member of the proposed team.
E. INSURANCE, RECORDKEEPING, AND OTHER REQUIREMENTS
The firm that is selected for this project will be required to obtain, at its own expense,
professional liability insurance of $1,000,000 for the term of the contract and other
insurance as required. Indicate if you can meet this requirement.
F. DEADLINE
The deadline for submittals is 4:00 p.m. on Wednesday, February 14, 2018. If mailed, the
submittal must be postmarked no later than Wednesday, February 14, 2018.
Five (5) hardcopies of the written proposals shall be mailed or delivered to Renton City
Hall. No faxes or emails will be accepted.
