For reference, the City of Renton has processed several land use applications for the I-405 Renton to Bellevue Express Toll Lanes Project, the most recent being the I-405 Renton to Bellevue Express Toll Lanes Project - Noise Variance in August of 2020 (LUA20-000147). Your comments have been included in the official project file and the reviewing official will consider your concerns and requests as part of their review. You have been made a party of record and if you have any additional questions or comments moving forward please feel free to contact me at (425) 430-7289. Since we were not asked about our concerns before this construction started, I feel this is a last minute decision to let us comment. And indeed, an imposition on our daily needs to function normally during waking hours if our normal sleep patterns are going to be disposed for several years. The least that can be done are as follows: 1. If high intensity lights are going to be used, there needs to be either some sort of deflection constructed along the area between the freeway and our houses, on the edge of the 405 and for all our windows that face the 405, or there needs to be total black out shades/ dimming windows installed. Already for two years, this coming summer, we have had the invasion of stadium lights from the TopGolf facility, who have done nothing to install deflection from the stadium lights reaching us all every night till 2am, holidays included. 2. Noise has been a constant issue in this area of Renton for at least the last 2+ years, since the Renton Municipal Airport has been allowed to fly very loud prop planes over our houses, next to the 405 freeway. At the very least all prop planes during this construction period must be diverted to a different flight pattern that doesn't fly over our houses. This constant noise invasion is tantamount to public and private harassment at a level that causes all kinds of ills to the human body and mind. Having the 405 construction added on top of this constant noise is not only disturbing, since it's going to be happening for at least 2 years but it unconscionable to force it on anyone. Making it inhumane. 3. If the state could be so cruel as to not pay to install thicker windows, insulation and black out shades, at the very least, for something that is not our doing and is forced upon us, must supply alternative housing for the following 2 years to all residents who line the side of 405 and are in close proximity to where construction is the most intense. Also, for all of us living near the 405 and the Landing, there is a constant need to monitor these areas for very extremely loud cars, motorcycles and trucks that race around the streets at The Landing and on the 405 freeway. Along with what should be a banning of all the extremely loud air breaks on the semi trucks all hours of the night. All of this compound, irritates and puts impositions on our lives, just simply because we live in this area of Renton. And for all those who would suggest to anyone who complains about all the above, to just move. May I remind you of the astronomical cost of housing and the same for the interest rates on mortgages. Moving is an impossibility to most of us. Yet all these noises and extreme lighting gets added infinitum with each passing year, making our existence less bearable.
