SUMMARY OF ACTION:
Mayor Law appoints the following to the Municipal Arts Commission:
Mr.Jon Schindehette, 15322 SE 234th Street, Kent, WA 98042, for a term expiring on December 31, 2014
(position formerly held by Pat Pepper)
Mr. Paul Hebron, 555 Bremerton Avenue NE, Apt A201, Renton, WA 98059, for a term expiring on
December 31, 2013 (position formerly held by Brook Lindquist)
Ms. Natalie Gress, 17227129th Avenue SE, Renton, WA 98058,for a term expiring on December 31,
2013 (position formerly held by Dalia Amin)
STAFF RECOMMENDATION:
Confirm Mayor Law's appointments of Mr. Schindehette, Mr. Hebron, and Ms. Gress to the Municipal
Arts Commission.

Appointment: Municipal Arts Mayor Law appointed the following individuals to the Municipal Arts
Commission Commission: Jon Schindehette for a new term expiring 12/31/2014(position
�— previously held by Pat Pepper), Paul Hebron for an unexpired term expiring on
12/31/2013(position previously held by Brook Lindquist), and Natalie Gress for
a new term expiring 12/31/2013 (position previously held by Dalia Amin). Refer
to Communitv Services Committee.
� Annexation: Fairlane Woods, Community and Economic Development submitted King County Boundary
129th PI SE&SE 160th St Review Board Closing Letter regarding the proposed Fairlane Woods
Annexation and recommended approval ofthe annexation. Council concur.
(See page 42 for ordinance.)
Community Services: Disaster Community Services Department recommended approval of the Regional
Plan, Public Health-Seattle & Disaster Plan interlocal agreement with Public Health-Seattle and King County
King County (PHSKCj for temporary use of the Renton Community Center building in the
event of a disaster. Council concur. (See page 42 for resolution.)

2/6/2012 150 people counted over and above the total county count completed last year,
and this ear there were 73 homeless eo le counted in Renton.

Utilities Committee Utilities Committee Chair Taylor presented a report recommending
Utility: Establish Liberty Lift concurrence in the staff recommendation to approve the establishment of the
Station Installation 2012 capital project called Liberty Lift Station Installation 2012 project and transfer
Project the$400,000 budgeted from the Oversizing Account(#426/465330) into this

Finance Committee Finance Committee Chair Briere presented a report recommending

Course Green Fees Waiver, to waive associated fees in the amount of$2,900 for the Liberty High School
Liberty High School Girls golf teams for the 2012 spring season. MOVED BY BRIERE,SECONDED BY

SUBJECT; Renton Munfcipal Arts Commission Appointments
The Renton Municipaf Arts Commission has three recommendatians to fill vacant '•
- positions. Commissianer Pat Pepper ful�lled her second term and did not seek re- '
appointment; Commissioner Brook Lindquist resigned at the 6eginning of 201.2. 7he
third vacancy is the Youth Commissioner position vacated by dalia Amir�in 2010.
Comrnissioners Evelyn Reingofd,Denise ZuUig and Biil Hufs completed Intervlews with �
five applicants,selecCed from a pool of seven appllcaElons. The applicants were asked
questions about the9r knawledge of the Arts Commission, and how they could �
contribute to the implemen#ation of the Arts&Culture Master Pian. In additian, �
applicants answered questions abaut their ability to cantribute to a group deciSlon and ;
,
to move processes forward as well as taking an fdea snd being able to implement it.
White all five candidates were strong applicants,the interview pane!was unanimous in
. the decision to fill the vacancy by recommending the appointments of Jon Schindehette �
. and Paul Hebron. 7he panEi aiso recommends appointing Natalie Gress for the Youth
Commissfon position. 7hese recommendations were approved bythe full Commission
at thelr February meeting. ;

.1on Schindehette is a Senior Creative Director at Wizarcis of the Coast. He brings to the !
Cammission a broad bacicground ln creative fields that includes art directivn, pottery, {
illustration,graphlc desfgn,3D animatfon,web design,photagraphy and more. He is the � ;
author of an art blog that connects artlsts fram arqund the world. His desire to give ;
back to the community,visionary outlook,goal orientation and ability to take an idea or �
concept and make it happen will be invaluable ta the Commission. He served on the
SiFF-Renton Host Committee and sees Renton as his"to#al community"wt�ere he can .
work,play and g€ve back.
Paul Hebron is a Renton_resident who ls a recent graduate af the Bellevue Col(ege �
animation and motion graphics program. His employment experlences ir�c)ude Wizards ;
of the Coast and graphic design work. Paul approaches community services in a �

thoughtful, business-like and problem soiving rrianner. He speaks passionatefy a6out h(s !
desire to connect people and wanting to see arts and culture grow in Rentan. 7he Arts ; i
Commission believes thafi he will hefp 9t be successfuf in that endeavor. '
Nataiie Gress is a sophomore at l.i6erty High School. Natalfe has been attending Arts '
Commission meetings for the past several months,but was onfy able to apply to the
Commission in Decerrtber when she turned 15 years old. Natal(e ls active in the drama
program in Liberty,a past particfpant in the Summer Teen Musical and an avid soccer
player. She has already cantributed her thoughts and perspective in several meetings
and wilf assist the Arts Commission in braadening Its reach through social media and
enhancing its focus on youth and education. ;

Public Safetv Committee Public Safety Committee Chair Persson presented a report recommending
Fire: Renton Disaster Recovery concurrence in the staff recommendation to adopt the City of Renton Disaster
Plan Recovery Plan,which defines roles and responsibilities for key recovery support
functions to be carried out within the City in the recovery phase following a
disaster. All City departments participated in developing the plan. The Disaster
Recovery Plan will be scheduled for review and update every four years.
The Committee further recommended that the resolution regarding this matter
be presented for reading and adoption.

Sales Tax Credit, Benson Hill relating to annexations. MOVED BY BRIERE, SECONDED BY ZWICKER,COUNCIL

RESOLUTION#4132 A resolution was read authorizing the Mavor and Citv Clerk to enter into an
Solid Waste: 2012-2013 Waste interlocat cooperative agreement with King County for a Waste Reduction and
Reduction& Recycling Recycling grant. MOVED BY TAYLOR,SECONDED BY PALMER, COUNCIL ADOPT
Program, King County Grant THE RESOLUTION AS READ. CARRIED.
RESOLUTION#4133 A resolution was read adopting the City of Renton Disaster Recovery Plan.

The following ordinance was presented for second and final reading:
ORDINANCE#5655 An ordinance was read annexing certain territory, approximately 39 acres,the
Annexation: Fairlane Woods, northern and western boundaries which are coterminous with existing City
SE 129th St&SE 160th St limits,the eastern boundary is a parcel line at SE 132nd St., if extended,and the
southern boundary is a parcel line at SE 160th St., if extended; Fairlane Woods
Annexation (File A-i1-001). MOVED BY ZWICKER,SECONDED BY BRIERE,
COUNCIL ADOPT THE ORDINANCE AS READ. ROLL CALL. ALL AYES. CARRIED.
NEW BUSINESS Council President Zwicker remarked that the initial Clean Community Initiative
Solid Waste: Clean Community event occurred on Saturday, February 25. He explained that residents cleaned
Initiative up a neighbor's yard, and the$260 in dump fees were reimbursed from
program funds. Mr. Zwicker thanked everyone involved in the project.

The Community Services Committee recommends concurrence in Mayor Law's appointments to
the Municipal Arts Commission of Mr. John Schindehette for a new term expiring on December
31, 2014 (position formerly held by Pat Pepper), Mr. Paul Hebron for an unexpired term
expiring on December 31, 2013 (position formerly held by Brook Lindquist), and Ms. Natalie
