SUMMARY OF ACTION:
Ordinance amendment updates the Arts & Culture Master Plan responsibilities, removes specific
reference to organizations regarding grants (reflecting openness to new organizations as well as
supporting current ones), adds "as resources allow" referring to grants disbursement since the
commission is reliant on outside grant funding, and increases the total number of commission members
from twelve (12) to thirteen (13) for assistance in additional commission responsibilities.
STAFF RECOMMENDATION:
Adopt the ordinance amending Chapter 8, Municipal Arts Commission, of Title II (Commissions and
Boards) of the Renton Municipal Code.

Community Service: Fee Community Services Department requested approval to waive picnic shelter
Waiver Request, CROPWALK fees in the amount of$280 for the annual CROPWALK event. Refer to Finance
Event Committee.
CAG: 11-031, Extend Public Executive Department recommended approval of Addendum No. 1 to CAG-11-
Defender Services, Cayce & 031,with Cayce&Grove, LLC, in the amount of$450,000 to extend public
Grove LLC defender services until 12/31/2013,with the option to extend for an additional
year. Refer to Finance Committee.
Executive: Municipal Arts � Executive Department recommended amending City Code by changing the
Com_mission Appointments, number of inembers appointed to the Municipal Arts Commission from 12 to

Code Amendment 13,and updating related code language. Refer to Communitv Services
Committee.
Fire:Accept Passenger Van Fire and Emergency Services Department recommended approval of an
Donation, King County interlocal agreement with King County to accept the donation of a passenger
van for use by the Zone 3 Explorers' program. Council concur. (See page 54 for
resolution.)
Fire: Firefighter Medical Fire and Emergency Services Department recommended approval of an
Services,Valley Medical interlocal agreement with Valley Medical Center Occupational Health Services
Center Occupational Health in the amount of$63,150 (for 2013)for firefighter medical services and
Services (aboratory testing from 2013 through 2015. Council concur. (See page 54 for
resolution.)
Fire: 2014—2019 County- Fire and Emergency Services Department recommended approving placement
Wide EMS Levy of the county-wide EMS levy on the 2013 ballot, and setting a public meeting
on 3/11/2013 to consider pro and con testimony for taking a position
supporting or opposing the proposed 2014-2019 EMS Levy rate ballot measure.
Council concur.
Transportation: ORCA Transportation Systems Division recommended approval of the 2013-2014 One
Business Passport, King Card for All (ORCA) Business Passport interlocal agreement in the amount of
County $79,886 with King County METRO, to continue the Commute Trip Reduction

determined. Council concur.

UNFINISHED BUSINESS Finance Committee Chair Briere presented a report recommending approval of
Finance Committee Claim Vouchers 318698-319046,three wire transfers and one payroll run with
Finance:Vouchers benefit withholding payments totaling$4,144,091.50,and payroll vouchers
including 723 direct deposits and 55 payroll checks totaling$1,531,774.17.
MOVED BY BRIERE, SECONDED BY PERSSON, COUNCIL CONCUR IN THE
COMMITfEE REPORT. CARRIED.
' Police: Increase Patrol Finance Committee Chair Briere presented a report recommending approval of
Vehicles&Assignments the staff recommendation to approve increasing the number of vehicles
assigned to the Patrol Operations Division of the Police Department by one,to
allow assigning two officers per car, and to provide for a spare patrol vehicle
pool with five retired vehicles. The combined total impact to the budget will be
$45,000 one-time funded by carry forward budget adjustment and $33,000
annual on-going cost($11,000 for Replacement Reserve, $12,000 for

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
SECTIONS 2-8-3, 2-8-4, AND 2-8-5 OF CHAPTER 8, MUNICIPAL ARTS
COMMISSION, OF TITLE II (COMMISSIONS AND BOARDS) OF THE RENTON
MUNICIPAL CODE, BY CHANGING THE NUMBER OF MEMBERS APPOINTED TO
THE MUNICIPAL ARTS COMMISSION FROM 12 TO 13 AND UPDATING CODE
LANGUAGE.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS
FOLLOWS:
SECTION I. Subsections 2-8-3.C, 2-8-3.D and 2-8-3.H of section 2-8-3, Function, of
Chapter 8, Municipal Arts Commission, of Title II {Commissions and Boards) of the Renton '
Municipal Code, are hereby amended as follows:
C. The Commission shall develop, implement and update the Arts & Culture
aT�� Master Plan f^� ^�+� �^�' �� '* •^ which shall include the City's vision
and goals for future works of public art, and a strategic plan for implementing
these goals.
The ���aT Arts & Culture Master Plan shali be subject to review and
approval by the Mayor and City Council on an annual basis. During the
Commission's annual review of all capital improvement projects as set forth in
subsection D of this Section, the Mayor shall propose, for Council review and
approval, which Master Plan elements should receive funding based on the
projected one percent (1%) for art funding guidelines as set forth in RMC 2-8-7
or as otherwise determined by the City Council.

process, the Commission shall review with the Mayor, or his/her representative,
all capital improvement projects anticipated within the following two (2) year
period to determine which projects are appropriate for inclusion of works of art
and to estimate the amount to be allocated for said purpose. The Mayor, with
appropriate budgetary authorization from the City Councii, may establish the
amount to be provided for the project(s), as guided by RMC 2-8-7. If, however,
the Mayor decides that there will be no funds expended for art on a municipal
construction project, and upon concurrence from the City Council, then the
funds allocated therefor shall be expended as set forth in RMC 2-8-7C or as
otherwise determined by the City Council. Copies of any proposals prepared by
the Commission shall likewise be furnished to the Department of Community
and Economic Development of the City.
1. Definition of municipal construction project: Any public building,
decorative or commemorative structure, park, street, sidewalk, parking facility,
or any portion tliereof, within the City limits, which wili be constructed,
renovated or remodeled, and paid for wholly or in part by the City, and the total
project cost of which exceeds ten thousand dollars ($10,000.00) to construct,
renovate or remodel.
2. "Municipal construction project" shall not be defined to include
capital projects paid for wholly or in part by the City's water and sewer utility.

H. The Commission shall be responsible for disbursing money budgeted to
it for support of cultural arts performances, arts-related activities and
organizations, as resources allow. Such money shail be used to support specific
performances such as choral concerts or play performances, performing arts

funds may not be used for capital purchases, facility renovations, maintenance
or other non-performance expenditures. Any such funded performance must be
held in Renton and primarily benefit Renton residents.
SECTION II. Section 2-8-4,Appointments, of Chapter 8, Municipal Arts Commission, of
Title II (Commissions and Boards) of the Renton Municipal Code, is hereby amended as follows:
2-8-4 APPOINTMENTS:
The Municipal Arts Commission shall consist of ��e thirteen (�13)
members appointed by the Mayor and subject to confirmation by a majority of
the members of the City Council. Of those �e thirteen (3�13) members, at
least four {4) shall be residents of the City and one member shall be under the
age of 21 years. All members of the Commission shall serve without
compensation for such service.
SECTION III. Section 2-8-5, Members, of Chapter 8, Municipal Arts Commission, of
Title II (Commissions and Boards) of the Renton Municipal Code, is hereby amended as follows:

The membership on the Commission shall, whenever possible, include
members from a variety of art fields and related professions. The Mayor and City
Council may solicit suggested nominations for such appointments from
architectural, art, musical, literary, educational and other cultural organizations.
The Commission shall organize and elect a chair� annually. The
Commission may organize such subcommittees as it deems necessary. In order
to implement such purposes, the Commission may call upon such City
departments as will assist the Commission's function, and appointed City officials
and members of the various City departments are encouraged to consult and
advise with the Commission from time to time.
SECTION IV. This ordinance shall be effective upon its passage, approval, and thirty
(30) days after publication
