Mayor Law appoints the following to the Municipal Arts Commission to fill this new position: Mr. Mitch Shepherd, 5008 NE 2nd Street, Renton, 98059, for an unexpired term expiring on 12/31/15. STAFF RECOMMENDATION: Confirm Mayor Law's appointment of Mr. Shepherd to the Municipal Arts Commission. CAG: 13-045, East Renton Lift City Clerk re-submitted bid opening on 4/9/2013 for CAG-13-045, East Renton Station Elimination, Hoffman Lift Station Elimination project; 11 bids; engineer's estimate $482,993.55; and Construction revised staff recommendation to re-award the contract to the low bidder, Hoffman Construction, Inc., in the corrected amount of$257,278.79. Council concur. CAG: 13-046, Lind Avenue Lift City Clerk reported bid opening on 4/16/2013 for CAG-13-046, Lind Avenue Lift Station Replacement, Equity Station Replacement project; nine bids; engineer's estimate$740,767.50; and Builders submitted staff recommendation to award the contract to the low bidder, Equity Builders, LLC, in the amount of$698,391. Council concur. Finance: Revise Entertainment Administrative Services Department recommended amending City Code to Device Fees& Gambling revise regulations regarding entertainment device license fees and gambling Taxes, Code Amendment taxes. Refer to Finance Committee. CED: Revise Kent, Renton,and Community and Economic Development Department requested approval of Issaquah School District legislation to revise amounts of impact fees collected on behalf of the Kent, Impact Fees&Adopt Capital Renton, and Issaquah School Districts;waive claims for refunds unless Facilities Plans payments were made under protest;authorize interlocal agreements with the Kent, Renton, and Issaquah School Districts regarding imposition of impact fees; and adopt the 2012/2013–2017/2018 Kent School District Capital Facilities Plan,the 2012-2018 Renton School District Capital Facilities Plan, and the 2012 Issaquah School District Capital Facilities Plan. Referto Finance Committee, set public hearing on 5/13/2013. Community Services: Floating Community Services Department recommended approval of an interlocal Fish Trap ILA,WA Fish & agreement with the Washington State Department of Fish and Wildlife to Wildlife anchor a floating fish trap on City property for a three-year period expiring 12/31/2015. Council concur. (See page 127 for resolution.) Lease: Fourth Floor of City Community Services Department recommended approval of an amendment to Hall, Iron Mountain LAG-00-003, lease with Iron Mountain Information Management, LLC, for the Information Management, fourth floor of City Hall, extending the lease term to 12/31/2015. Comrnissioners Bil!Huls, Ben Andrews,laris English and Paul Hebron as wefl as CED staff completed interviews with seven applicants. The applicants were asked questions about their knowledge of the Arts Commission, and how they could contribute to the impiementation of the Arts & Culture Master P1an. In addition,appiicants answered questions about their ability to contribute to a group decision and to move processes forward as well as taking an idea and being able to irnplement it. While all candidates were strong applicants,the interview panei was unanimous in the decision to fill the vacancy by recommending the appointments of Michele Bettinger, 7uenyu Lau and Marsha Rollinger. The panel a(so recommends appointing Mitch Shepherd for the Youth Commission position. These recommendations were approved by the fufl Commission at their November meeting. , Michele Bettinger—A iife-long Renton resident and self-employed perfarmer, Michele ; has worked at Disney World,Wizards of the Coast and many performing arts venues. She is a coach,dance teacher, and improvisational actor. She's involved in many Renton � artistic endeavors.The interview panel loves her energy, attitude, and passion. Tuenyu Lau—Tuenyu (TY) holds a PF1D in Mass Media, MA in Corrimunication, and a BA " in Social Sciences, He is the founder of UW's Digital Media Master's Program. His � qualifications and experience will help the Commission achieve the next leve{ of , prafessianatism in its endeavors. j Marsha Rollinger—Marsha was a Graphic Design Art&Schedule Senior Manager at I Nintenda for 13 years. She has a strong background in organizational and � communication skiUs. She's impressed with Renton's direction as an artistic community I and wants to be a part of its future.The panel is fePls she is balanced, experienced, and � suited for the Commission. . � � � Page 2 of 2 Mitch Shepherd—Mitch has spent many year�as a freelance video producer and has experience in t��riting,shooting,and editing educational and narrative videos. He holds a BA ui Film Studies and is a t�j�o time winner of the Renton FilmFrenzy. The pane( is impressed with A�Iitch's drive avd his already proven efforts of giving back to the city. �, In concurrence with the full Commission recommendation, staff recommends appointment of Michele Bettinger to the seat expiring on December 31, 2014 (formerly held by CommissionerJon Schindehette),Tu'eriyu Lau to the seat expiringon December 31, 2014 (formerly held by Commissioner poug Kyes), and Marsha Roliinger to the seat expiring on December 31, 2013 (former�y held by Commissioner Denise Zullig). Mitch Shepherd will serve in the newly created term expiring December 31, 2015. The Committee further recommended concurrence with the staff recommendation to adopt an ordinance to waive unidentified miscalculations of school impact fee payments unless the payment was paid for under protest. Lastly,the Committee recommended that the ordinances regarding this matter be prepared for first reading. MOVED BY BRIERE, SECONDED BY PERSSON, COUNCIL CONCUR IN THE COMMITTEE REPORT. CARRIED. Lease: Fourth Floor of City Finance Committee Chair Briere presented a report recommending Hall, Iron Mountain concurrence in the staff recommendation to approve a two-year lease Information Management, amendment with Iron Mountain Information Management, Inc.,for continued LAG-00-003 tenancy of 14,208 square feet of the fourth floor of Renton City Hall, 1055 S. Grady Way, Renton, WA 98057. The Committee further recommended that the Mayor and Citv Clerk be authorized to sign the lease amendment. MOVED BY BRIERE, SECONDED BY PERSSON, COUNCIL CONCUR IN THE COMMITTEE REPORT. CARRIED. Finance: QECB Bond, Finance Committee Chair Briere presented a report recommending Streetlight Replacement concurrence in the staff recommendation for the issuance of$3.2 million in 15- �, year Qualified Energy Conservation Bonds, with direct federal credit payments to the City to offset interest costs for the purpose of finanang the conversion of approximately 3,900 High Pressure Sodium (HPS) street lights to Light-Emitting Diode (LED) lights. The bonds will be issued through private placement with terms substantially the same as presented in the Term Sheet titled, "TRANSACTION TERMS Renton, WA QECB (4/22/2013)." The Committee further recommended that the enabling ordinance for the bond issuance be presented for first reading. , MOVED BY BRIERE,SECONDED BY PERSSON, COUNCIL CONCUR IN THE COMMITTEE REPORT.
