SUMMARY OF ACTION:
Mayor Law reappoints the following to the Municipal Arts Commission:
Mr. Bill Huls, 3120 E.Ames Dr, NE, Redmond, WA 98053,for a term expiring 12/31/16
Ms. Marsha Rollinger, 6618 SE 4th PI., Renton, WA 98059,for a term expiring 12/31/16
Ms. Natalie Gress (youth position), 17227 129th Ave SE, Renton, WA 98058, for a term expiring
12/31/16
Mr. Paul Hebron, 555 Bremerton Ave NE, Apt A201, Renton, WA 98059, for a term expiring 12/31/16
STAFF RECOMMENDATION:
Concur with Mayor Law's reappointments of Mr. Hulls, Ms. Rollinger, Ms. Gress and Mr. Hebron to the
Municipal Arts Commission.

Mayor Law remarked that Mr. Keyes would also be informed as to when the
Planning and Development Committee would consider this topic.
Citizen Comment: Clark-Black Beatrice Clark(Renton) read two poems by Maya Angelou in celebration of
History Month Black History Month. She also thanked Councilmember Taylor for providing
information regarding historical African Americans at the last Council meeting.
Citizen Comment: Peterson- Inez Peterson (Renton)expressed concern that attaching liens to nuisance
Various properties would have constitutional implications. She added that developers
should also be subject to this new code amendment if it is implemented.
Mr. Corman remarked that he believes Council is hearing two different
directions from the public regarding development regulations. He stated that
some residents are asking for more rigid rules, and some are asking for more
flexibility. He suggested that residents find common ground on this issue. Mr.
Corman added that he agrees that developers should be subject to the
proposed nuisance property ordinances.
Citizen Comment: Adams- Audrey Adams (Renton)announced that Dr. Paul Connett will be hosting a
Water Fluoridation Town Hall meeting regarding water fluoridation issues on March 17, 2014 at 7 p.m. at
Meeting Town Hall Seattle, located at 1119 8th Ave. in Seattle. She also expressed
appreciation for the Police Department's response to homelessness in the
community.
Regarding the homeless, Councilmember Taylor suggested that Ms.Adams tour
the Valley Cities Counseling office that recently relocated to Renton. He noted
that he will be asking Ken Taylor from that organization to provide an updated
briefing to Council on this subject. He also shared a story about a young man
he helped by referring him to Valley Cities Counseling.

Appointment: Planning Mayor Law reappointed Martin Regge to the Planning Commission for a three-
Commission year term expiring 1/31/2017. Council concur.
Appointment: Municipal Arts Mayor Law reappointed the following individuals to the Municipal Arts

Commission Commission for three-year terms expiring 12/31/2016: Bill Huls; Marsha
Rollinger; Natalie Gress(youth position);and Paul Hebron. Council concur.
CAG: 13-212, Demolition of City Clerk reported bid opening on 1/14/2014 for CAG-13-212, Demolition of
820 Building at the Airport,3 820 Building at the Airport project; 11 bids; engineer's estimate$824,231.69;
Kings Environmental and submitted staff recommendation to award the contract to the low bidder,3
Kings Environmental, Inc.,in the amount of$277,490.90. Council concur.
Finance: 2014 Threshold for. Administrative Services Department recommended adopting a resolution to set
Sales Tax Credit, Benson Hill the threshold for state sales tax credit for 2014 at$3,345,000 related to the
Annexation Benson Hill annexation. Council concur. (See page 54 for resolution.)

Background
The following individuafs had their terms on the Renton iVtunicipa!Arts Cammissiort expire on
December 31,2013:

+ Natalie L.Gress(youth position)
• Pau(Hebran
Bill H�1s Es the heart of the Renton Civic Theatre,an incredibly rich iive-performance venue in
bowntown Renton. His work with the annual summer"teen musical"nurtures our community's
aspiring artists and others when they aitend the lively performances. Bill's sharp insights at
monthly RMAC meetings add value to the issues at hand.
Marsha Rollinger is an artist and graphic designer with her own fiirm and,a{though this requires
much of her time,she has committed to serving as the RMAC Vice-Chair for 2014.This gives her
a seat on the Executive Cornmittee where she has already proven her leadership skills.
Natalie Gress�lis the youtE�position on the RMAC where she is able to 6ring a unique
perspective to the Commission.She is a senior at Renton High School and may go off to college
before ttte end of the year,but in the meantime, her contribution to the wark of the
Comrnission is appreciated.
Pau)Hebron's community service,in addition to the RMAC and its committees, includes the
Renton River Days Board and working on arganizing an artists'cooperative in Renton. In spite of
this,and managing his own graphic design business,he has maintained attendance and fuity
participated in the RMAC meetings and retreat.
Current{y,the Renton Municipai Arts Commission has one open position,due to the resignation
of Britt McKenzie at the end Qf 2013. Within the next few weeks,the RMAC will post an
application form on its web page and schedule inferviews.
Recommendation
I recommend the reappointment of Biil Huls, Marsha Rollinger, Natalie Gress,and Pauf Hebron
to the Renton Municipal Arts Commission.
