Project Summary: The applicant, Castle Auto Sales, is requesting an Environmental Threshold
Determination (SEPA) and modification to refuse and recycling standards (RMC 4-
4-090, Refuse and Recyclables Standards) to permit a small vehicle sales use at 805
SW 10th St. The project does not propose alterations to the existing building or site.
The project is within the Medium Industrial (IM) zone and Auto Mall Area B overlay.
The City's mapping system indicates that site is within a High Seismic Hazard Area.
The request is in response to CODE23-000149.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
On April 28, 2023, CODE23-000149 (Exhibit 6) was opened by a City of Renton Code Compliance Inspector due to
unpermitted signage. It was found during initial compliance review that Castle Auto Sales had opened for business
without required City permits and review. A Tier 1 Temporary Use Permit (LUA23-000229) was issued July 13, 2023,
to allow for the business to stay open while needed permits and reviews were completed (Exhibit 7). Application
was made December 28, 2023, for a building permit (B23006357). It is currently being reviewed concurrently with
the land use permits by various divisions to ensure any needed tenant improvements required for the change of
use are made. The applicant has proposed no improvements to the building itself. Existing vegetation is located on
the property. Per the tree report by Design Two Four/Two Six, dated November 21, 2023, 19 existing trees are
located on site. Six (6) are proposed to be removed with an additional four (4) to be removed within the SW Grady
Way right-of-way (Exhibit 5).
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day appeal period

C. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction
with the proposed development. Staff reviewers have identified that the proposal is likely to have the following
probable impacts:

1. Earth
Impacts: The project is to establish a used auto dealership at 805 SW 10th St. This is an existing building
and surface parking area on-site. The existing building is situated roughly in the middle of the property.
The surface parking area surrounds the building and includes five (5) parking stalls; the remainder of
the surface parking area would be used for display of vehicles with travel aisles. Landscaping strips are
located at the property boundaries and encompass the on-site improvements (Exhibit 2). The use
would replace a former auto emissions testing facility and a former temporary COVID-19 testing
facility. Per the Environmental Checklist (Exhibit 8) no work is proposed on the building. Per the
provided floor plans (Exhibit 9) the interior layout of the building will not change and will remain as it
with the former vehicle testing area being use as a vehicle showroom. The floor plans are the same as
provided for review of B23006357. No ground disturbance beyond planting of vegetation and
installation of irrigation within existing landscaped areas is proposed (Exhibit 3). Per the provided
exterior elevations (Exhibit 10), no exterior work will occur. It is anticipated that the City’s adopted
measures would adequately mitigate any potential adverse impacts that could occur during the
project, therefore no further SEPA mitigation measures are recommended.
Mitigation Measures: None recommended.

2. Air
Impacts: No impacts to the air are expected as part of the tenant improvement. If impacts do occur
they would be temporary, minimal, localized to the area, and would not continue past completion. Per
the trip generation analysis memo (Exhibit 11), there is expected to be a net new increase of three (3)
weekday a.m. peak hour trips with 19 fewer weekday p.m. peak hour trips for an overall decrease of
16 a.m. and p.m. peak hour trips from the former auto emissions testing facility. Air emissions during
operation are expected to be in line with a typical small vehicle sales use and would not require
additional mitigation. Therefore, no further SEPA mitigation measures are recommended.

3. Water
a. Storm Water
Impacts: Based on the City of Renton’s flow control map, the site falls within the Flow Control
Duration Standards (Existing Peak Conditions) and is located within the Black River drainage basin.
Work would be required to comply with the 2022 Renton Surface Water Design Manual (RSWDM).
The project proposes to continue stormwater discharge into the existing storm system.
Stormwater runoff is currently directly conveyed to a 42-inch (42”) stormwater main to the south
of the existing building within the existing surface parking area. No external modification to the
building or modification to the parking areas are proposed. The City’s adopted 2022 RSWDM is
anticipated to mitigate potential stormwater impacts, therefore no further SEPA mitigation
measures are recommended.

4. Transportation
Impacts: Per the site plan revisions to existing access and parking are not proposed. Per the City’s
Traffic Concurrency Test (Exhibit 12) during the weekday AM peak hour, the project would generate a
reduction of approximately 12 net new trips (13 inbound and minus one (1) outbound); during the

weekday PM peak hour the project would generate a reduction of approximately nine (9) net new trips
(13 inbound and minus four (4) outbound). The proposal has passed the City’s Traffic Concurrency Test
per RMC 4-6-070D, which is based upon a test of the citywide Transportation Plan, consideration of
growth levels included in the LOS-tested Transportation Plan, and future payment of appropriate
Transportation Impact Fees. No further SEPA mitigation measures are recommended.

The Environmental Determination decision will become final if the decision is not appealed within the 14 -day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in
writing on or before 5:00 p.m. on March 11, 2024. Appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submit ted
electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals
to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process
may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
