During the site plan review process, staff discovered the emergency access for the proposed condominium project and the adjacent Housing Authority site (Cedar River Terrace Apartments) was substandard. Therefore, a solution was brought forth, which included having Centex expand the Housing Authority's parking area and emergency access turnaround. Upon expansion, both sites would utilize the emergency access turnaround. As this option includes work within 200 feet of the Cedar River, a Shoreline Substantial Development Permit is required. It should be noted that the emergency access turnaround has been approved by the Fire Department. In addition, Storm Water Utilities has also reviewed and approved the proposal. This was required as the proposal is near some existing flood protection berming directly adjacent to the Cedar River. Storm Water Utilities has also received approval from the Army Corps of Engineers to locate the turnaround near the flood protection area. In order to ensure that vehicles do not go beyond the parking area into City of Renton Park's property directly adjacent to the Cedar River, the applicant would be required to construct a concrete curb around the newly created parking and emergency access area. Soils on the site consist of primarily medium dense to dense, partially saturated sand and sandy gravel. The material is classified as alluvial soil and has been determined to be suitable for this type of development. The parking and emergency access expansion would be located over a crushed rock base with asphalt finished surface. On-site excavation is expected to be less than 100 cubic yards. Project construction is anticipated to commence upon project approval and should be completed by late spring 2002. Due to the subject site's location within the 200-foot ordinary high water mark (OHWM) of the Cedar River, the proposal is subject to the City's Shoreline Master Program. The area of proposed work is designated as an "urban" shoreline environment, which allows residential development and encourages locating such uses where existing residential development exists. The proposed parking and emergency access expansion would be located within areas developed as part of the existing Cedar River Terrace Apartments. An Environmental (SEPA) Review Determination of Non-Significance— Mitigated (DNS-M) was issued for this project on May 24, 2001 with the 55-Wiliams Condominium project (LUA01-046). The environmental review for this project occurred because it was determined that both sites (Cedar River Terrace Apartments and the 55-Williams Condominium projects) required emergency access turnarounds. Subsequently, approval of the 55-Williams Administrative Site Plan portion of the application was also issued subject to conditions on May 24, 2001. Those items relate to grading and drainage submittal requirements. Item 12 Grading Elevations: The project consists of the construction of a paved fire turnaround on the RHA property on Tobin Avenue. The disturbed area including areas to be paved and landscaped total about 5,000 square feet. The depth of fill will average no more that one foot producing a fill volume of 185 cubic yards. This is less than the threshold quantity of 500 cubic yards and therefore the application should be exempt from including a grading plan Items 14 and 15 Drainage Control Plan and Report: The quantity of new impervious area created by the development is 4,471 square feet. This is less than the threshold for drainage review (5,000 square feet). The requirement for a drainage control plan and report should therefore be waived. Surface runoff from the newly paved areas will be controlled by the existing on-site storm system. Runoff will flow south onto existing pavement to be collected in on-site catch basins. Storm flows in the existing system are directed south into a pipe that flows east between 55 Williams Avenue and the Salvation Army site,then north into the Cedar River. The captioned project is the construction of a parking lot expansion with a emergency vehicle turnaround. Demolition of the existing landscaped area to start February 2002 and followed immediately with completion of installing the asphalt parking area. Construction completion, estimated to be late Spring 2002. Hours of construction activity will be limited to daylight hours and work will not commence prior to 7:00 AM and will be discontinued no later than 7:00 PM except as necessary for equipment maintenance and cleanup. On weekends, work will start after 8:00 AM and continue no later than 6:00 PM. No Sunday work is contemplated at this time. Hours may be extended by arrangement with the City of Renton according to rules and ordinances in effect at the time of any such request. Approximately 100 C.Y. of excavation will exported from the site in the stages. Haul routes will match those used by 55 Williams construction Project, currently under construction.. The duration of this export activity is currently estimated over 6 working days and will most likely occur between 8:00 AM and 3:00 PM to avoid rush hours as much as possible. This operation will involve about one trip per hour of 18 wheel tandem dump trucks.These trucks will be staged along Burnett Avenue south of Tobin to have the least impact on residences in the area. Care will be taken to not interfere with the commercial operations along Burnett, between Tobin and S. Second. Loading will take place, as much as possible, within the existing site or along the alley known as Logan St. Traffic control in the form of delineators and flaggers will be employed during these load and haul operations as well as when loading or unloading building materials while parked in the public right of way or along the alley. Building materials will be stored onsite or by arrangement with the Housing Authority A temporary,mobile construction office will not be needed. Best Management Practices(TESC format attached as an example)will be employed to minimize dust, noise,traffic and transportation and erosion and siltation impacts.
