EE15350 CASE# 23-12263 DATEAND aE dF coyL� 10/26/23 09:50 LISIO isi©�u NARRATIVE 23-12263 On 10/26/2023 at approximately 0952 hours, I was dispatched to an unknown-if-injury vehicle collision at the AutoZone, located at 175 Rainier Avenue South, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised of a 2-vehicle collision that occurred at the above location with arguing heard in the background. Upon my arrival, Officer M. Leverton had arrived on scene and requested the Renton Regional Fire Authority (RRFA) respond for evaluation. RRFA responded and evaluated all involved parties at the scene. RRFA later transported the driver of Unit#1 to Valley Medical Center (VMC) for further evaluation. While on scene, I collected each involved party's information and independent involvement leading up to the collision. The driver of Unit#1 stated she was the sole occupant of her vehicle and was attempting to exit a private property parking lot located in the 100 block of Rainier Ave S and on the east side of the roadway. The driver of Unit#1 stated that she was intending to make a left turn out of the parking lot with the intent to proceed southbound onto Rainier Ave S. The driver of Unit#1 stated that she checked and believed all traffic on Rainier Ave S was clear for Unit#1 to proceed out into the roadway. As Unit#1 proceeded out into the roadway, she began to turn across all lanes of travel when her vehicle was met by another vehicle, Unit#2. Both vehicles collided in the roadway causing significant damage to the front passenger bumper and quarter panel of Unit#1. The driver of Unit#2 stated she was the sole occupant of her vehicle and was attempting to exit a private property parking lot located in the 100 block of Rainier Ave S and on the west side of the roadway. The driver of Unit#2 stated that she was intending to make a left turn out of the parking lot with the intent to proceed northbound onto Rainier Ave S. The driver of Unit#2 stated that she had actually been waiting for an opening in traffic and that due to ongoing construction, the on-duty flagger created an opening for Unit#2 to proceed out into the roadway. The driver of Unit#2 proceeded out into the roadway and began to turn across Rainier when Unit#1 suddenly emerged from the Veterinary Hospital parking lot. Both vehicles subsequently collided causing significant damage to the front passenger side bumper and quarter panel of Unit#2. Based on the above statements, I believe that the driver of Unit#1 (Banks) was the predominant factor for the cause of collision as Banks is required to comply with RCW 46.61.190(2) which states that every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#2 was already underway in the roadway and had right of way. Upon a DOL records check, the driver of Unit#1 (Banks) was listed as `Not Licensed -Eligible. Banks was also unable to provide proof of motor vehicle insurance. Banks was cited in-person for No Valid Operator's License with Valid Identification and for Operating a Motor Vehicle without Proof of Insurance. The owner of Unit#1 believed that there was dash camera footage available of the incident but that she had not received the actual copy of the video yet. PAGE 3 OF 5 REPORT NO.
